Henrich City Clerk REGULAR MEETING OF THE CITY COUNCIL HELD IN THE COUNCIL ROOM, CITY HALL, DES PLAINES, ILLINOIS, OCTOBER 17, 1960 at 8:00 P.M. CALL TO ORDER: The meeting was called to order by the City Clerk Henrich due to Mayor Behrelts absence, being home convalescing from an operation. On motion by Alderman Tistle and seconded by Figard, the Council approved to appoint Alderman Prickett Mayor pro tem. The Clerk called the roll =2- 10/17/60 with Alderman Rateike, Blume, Tures, Wright, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson and Callaghan responding. . APPROVAL OF MINUTES: The motion was made by Alderman Wright and seconded by Moehling to approve the minutes of the adjourned meetings of September 26th and the regular meeting of October 3rd and the adjourned meeting of October 10th, 1960. The motion was voted upon by acclamation. OPEN BIDS ON WELL NO. 6: On motion by Alderman Rateike and seconded by Figard the Clerk was instructed to open the bids for Well No. 6. Alderman Massman appeared at this time. • Alderman Tistle inquired about the parking on Mannheim Road north of Prospect. Engineer Fletcher reported the pavement had been widened. On motion by Alderman Tistle and seconded by Jackson the Superintendent is to place signs for 90 days "Parking for Delivery Trucks Only." At Chief Kennicottts request Superintendent Warnicke is,to contact the L/ County Highway Department about changing the 45 M.P.H. sign on Lee St. ��, h of Oakton to a lower speed limit. This wes.approved on motion by Alderman Tistle and seconded by Massman. Attorney Dowd reported he appeared at Court for Forder to demolish the two buildings on Circle Avenue. UNITED MOTOR COACH REZONING: Alderman Bell reported the Zoning Board had not considered rezoning to C-3 but C-2 as originally requested; that the matter be re-referred to the Zoning Board for consideration of C-3 zoning. On motion by Alderman Bell and seconded by Rateikd, the Council concurred in the report. WESTGATE ROAD EXTENSION: Alderman.Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found City would benefit by extending this street as suggested. Cost,_ however, would probably be about $8,000.00 and no funds are available for,this purpose. We, your Committee on Municipal Development, there- fore recommend City Engineer be requested to contact state to'ddtermine if gas tax monies could be used for this purpose.' Alderman Bell reported Zoning Board denied to rezone to Multiple Family and the Municipal Development Committee approved the'Zoning Board's denial. On motion by Alderman Bell and seconded by Massman, the Council approved the report. GOLF PARK TERRACE: Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found units are a continuation of•Unit 1 previously approved by this Council. Property is not within the City Limits and is, in fact, closer to the boundaries of Park Ridge and Niles than the City of Des Plaines. Subdivision has been approved by both Park Ridge and Niles. Subdivision has been approved by our plan Commission. We, your Committee'on Municipal Development, therefore recommend approval of subdivisions as shown." LIQUOR LICENSE CLASS E FOR DES PLAINES MOTOR HOTEL:, Alderman Callaghan made the following report: "Your Committee on Health, License and Inspection has investigated the above and has found that a Class A license is not warhanted in this area, as there are already two in effect in close promimity. We, your Committee on Health, License and Inspection, therefore recommend that if the Council agrees, the Des Plaines Motor Hotel be granted a Class E license and that the City Attorney be asked to draw the necessary ordinance. Said - ordinance will increase the number of Class E licenses from one to two." The motion was made by Alderman Callaghan and seconded by Jackson to approve the report. TEMPORARY APPLICATION SIGN FREMONT AND MT. PROSPECT ROAD: Alderman Blume made the following report: "Your Committee on Building Control and Inspection has investigated the above and has found request is for an illuminated sign "V" shaped, two sides, whose area is 192 square feet to be placed fronting on Mt. Prospect Road at Fremont, 25 feet east of the west property line on the applicant's property advertising the sale and development of residential dwelling units at the location of the temporary sign. The owner of a farm adjacent to -4- 1C/17/60 the sign had no objection. We, your Committee on. Building Control and In- spection, therefore recommend that under Section 215A of the Building Code a permit for the erection of the aforementioned temporary sign be approved for a period of not more than one year as requested." TEMPORARY SIGN APPLICATION DEMFSTER, EINhiURST AND MILLER ROADS:, Alderman Blume made the following report: ('Your Committee on Building Control and Inspection has investigated the above and has found request is for an illuminated double faced sign measuring 81 X 40' or 400 square feet in area. The sign is to be located approximately 40' from Elmhurst Road (Rt. 83) and fronting on same. It will be 2501 north of six model homes'now completed on Kathleen Drive. There are no occupied homes in the vicinity of the sign location. We, your Committee on Building Control and Inspection, therefore recommend that under Section 215 of the Building Code as amended a permit for said sign be granted upon payment of necessary fees. Said sign to be removed after a period of one year." On motion by Alderman Blume and seconded by Massman, the Council concurred in the report. APPROVAL OF BILLS: Alderman Bell presented the following resolution: BE IT RESOLVED BY THE CITY OF DES PLAINES THAT THE BILLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND C ITY CLERK BE AND_ HRREBY AUTHORIZED TO MAKE -PAYMENT FOR SAME. • TOTAL: - $18,588.23. TRAFFIC COMMISSION REPORT: • The Clerk read the above report recommending posting a 10 M.P.H. speed limit for the alley between Miner Street and Park Place. REZONING DENIED 957-961 FIRST AVENUE: The Clerk read the recommendation from the Zoning Board on rdzoning request at above address from C-2 to R-4, that it be denied. On motion by Alderman Bell and seconded by Massman, the Council approved the report. REZONING RECOMMENDATION AT 2750 RIVER ROAD: The Clerk read the Zoning Board recommendation to rezone property at 2750 River Road from Residential to Commercial to permit dog kennels and animal hospital. There is no provision in the Zoning Ordinance for dog kennels and the Zoning Board suggests a pro- vision should be made in the Zoning Ordinance for dog kennels and such other uses as are appropriate to the outlying areas of Des Plaines. On motion by Alderman Neff and seconded, by Moehling the report was referred to the Code Commission. - REZONING AT SOUTH SIDE OF GOLF ROAD WEST OF NT. PROSPECT ROAD: The Clerk read the Zoning Board recommendation for a pre -annexation zoning of approximate- ly two acres to Commercial C-2. The Zoning Board denied the rezoning. The City Clerk requested the sign ordinance be referred to the City Attorney to investigate if City -is liable for signs placed on buildings but not over City property but where the public enters the building. Alderman Figard presented an award to the City for participating in the 125th Anniversary. Alderman. Callaghan requested the City Clerk to write to Mr. kunze regarding the money due the City for Weller Creek maintenance.
