The Committee recommends that'the Bouton -Foster Company be required to

DIGHT OF FENCES. The Mayor referred a letter he received frame Illinois

TAXI FARES .-Aide. Callaghan reported -the following" increase in taxi

comments and recommendations are made to assist the City Council Wiest serving

'The Plan Commission also recommends that Section 3-d. 4.5 "Parking Regulations"
be amended to read:
5. PARKING'REGULATIONS:
(a) The parking requirements for single-family and two-family dwellings
are the same as those in the "R-1 Single Family Residence District'".
(b) Group houses, apartment houses, and other multiple-fami&y dwellings.

"In conjunction with the aforementioned we also recommend that Section 19-A.7.
"'Requirements for Zoning Districts'" (a) of the Off -Street Parking Ordinance,
be amended to change the zo#ing district designations frame "A", "AA", and."B", to
the new code 161,. R-2, R-3 and R-4 for residence districts.. Section 19-A.7 (a).
1(i) should also be amended to conform to the aforesaid parking requirmment for
"R.4" Multiple -Family Dwellings. -
"Your Plan Commission feels that an amended preamble to the entire zoning ordinance
should be drafted by an appropriate Council Committee covering: "Intent and Purpose,"
"Rules and Definition'", ,"General Provisions", "Non -Conforming' Buildings, Structures
and Uses", and "Administration and Enforcement". In the section"Definitions",
we recommend the inclusion of the following definitions as a clarification of
terms used previously in this report:

DWELLING UNIT: /indwelling unit" consists of one or more rooms which are arranged,
designed, or used as living quarters for one family only. Individual
bathrooms are not necessarily provided, but complete kitchen facilities,
permanently installed, shall always be included for each, "dwelling unit".
•
DWELLING,' MULTIPLE -FAMILY: A"Multiple-family dwelling".is a building, or a
:portion thereof, containing three or more. dwelling units.
EFFICIENCY UNIT: An "efficiency unit" is a dwelling unit consisting of one
roam exclusive of bathroom, kitchen, hallway, closets' or dining alcove
,directly off the principal room, providing such dining alcove does not
exceed 125 square feet.in a rea.
GROUP HOUSB(R0W OR TOWNHOUSE): A "Group house" is any one of three or more one -
family attached dwellings in a continuous row or rows.
LODGING ROOM: A"Lodging Roar" is a roam rented as sleeping and living quarters,
but without cooking facilities and with or without individual bathroom.
In a suite of roans without cooking facilities, each room which provides
sleeping accommodations shall be counted as ode "Lodging Roan" for the
purpose of this. ordinance.

Citizens. Utility Water Company, . Waycinden Park and Benjamin Electric. The Clerk
wen instructed to write letters to the parties, thanking them for this service.

. the.. Council that .Mrs.Morehart did not wish reappointment and -hailed contacted.
Mr. Ellerman who accepted. On motion by Alderman Prickett and seconded by
Massman, the Council concurred in the appointment. Ob motion by Alderman W right
and ,seconded by Tures, the Councilapproved the reappointment of Mrs. Marion Kunkel
to the Library Board.
VICTOR G. MORRIS. 2645 CRAIG DRIVE LETTER. The Mayor referred the above letter re-
garding drain water in basement to the Health Department, Sewer Committee, City
Engineer and Superintendent of Public Works for investigation.
PARKING NORTH SIDE -OF NORTHWEST: HIGHWAY AT 'CAMBRIDGE IE TIER. The Mayor referred
the above letter to the Street Committee.
CROSSING GUARD ON MINER ATRAND'PARK. 'On motion by Alderman Jackson and seconded
by-:Massman, the Council approved to place a guard on Miner Street at Rand Park until
September 15,.1959.
At Aldermanpiistle's request, the Mayor referred to the Building Commissioner the
matter of checking.about an addition to old building at Ise and Howard Streets.

about west side of Lee Street.

CALL TO ORDER The meeting was called to order by the Mayor, Herbert H.

APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by
Wright to approve the minutes of June 15, 1959. The motion was voted upon.
by acclamation.
OFFICIAL REPORTS. The Clerk submitted the reports of the Building Commissioner,
Health Officer and Clerk for June. The Clerk read a letter from Police Magistrate
Sengstock-that the Johnny's Trailer Sales case was appealed to Criminal Court
of Cook County. Attorney Dowd reported on vote of Zoning Board that it was
valid. Chief Kennicott had investigated and was authorized to place crossing
guards during.school term at Maple and Touhy and at Oakton and Cora.
Alderman Rateike reported a meeting of the Council as a whole, July 28, 1959
at 7:30 P. M. to discuss the contract to remodel Municipal Building.-
PARKING ON.NORTHWEST HIGHWAY. Alderman Jackson reported the following: "That
cars parked along the above section of Northwest Highway seriously block the
vision of motorists approaching Northwest Highway from both Cembridge'Road
and State Road. We, your Ccthmittee on S treets and. Traffic, therefore recommend,
that the Superintendent of Public Works be instructed to place no parking signs
in this area on a 90 day basis. At the end of. the 90 day period the matter should
then be reconsidered by the Streets and Traffic Committee." On motion by .
Alderman Jackson and seconded by Bell, the council concurred in the report.
PARKING ON IEE AND WALNUT. On motion by Alderman Jackson and'seconded by
Massman, the Council approved parallel parking signs for therabove streets. .

therfollowing report: "That Birch Street dead ends less;than one block beyond
Howard Street. In the_other direction, it forms a T intersection one block
beyond the Howard, Birch intersection. The Committee also found that this newly
paved portion of Howard Street is being utilized ate a short cut.by River Road
traffic. We, your Committee on Streets and Traffic, therefore recommend that
this area be brought, to the attention of the police department for enforce-
ment action against speedem, " On motion. by Alderman Jackson and seconded by Bell,
the Council concurred on the.report.
