"tie strongly urge that all legal processes be immediately undertaken to enact these fine ordinances on which so much time has already been spent. This City's progrtm of urban preservation and renewal cannot be carried out unless proper. legislation is adopted and enforced; - - not just discussed." Subject - R..4 Residential Zoning: "Your Pian Commission has conducted a thorough• review, of the Residential District Regulations of the Zoning. Ordinance of Des, Plaines, as adopted October 6, 1958. The report of the. Special Committee on "'R4 Multi -Family Residential district," comments and coMplaints by citizens and zoning ordinaxes of other cities. were. studied end analyzed. The following comments and recommendations are made to assist the City Council Wiest serving the needs and future best interests of the City of Des Plaines. 6/15/59 -4- '‘:.!It. is felt that the Special Committee's recommendation, calling for a discrimination in lot area per dwelling unit based on the time or date of zoning, was not founded on good planning practice. "It is recommended that the above-mentioned zoning ordinance be amended to.read as follows, in Section 3-D. 4.4 Area: (6): (b) Except as hereinafter provided, no multiple -family type building shall be erected, relocated, or reconstructed on a lot having a frontage less than 45 feet or having less than the following minimum lot area ler dwelling unit in square feet: Group House (Row or Townhouse) Multiple -family dwelling (Apartment House 3 or more bedroom dwelling unit 2 bedroom dwelling unit 1 bedroom dwelling unit Efficiency Unit Roaring and Boarding Houses: Per Lodging Roar 2,500 -2,200 1,700 1,500 'The Plan Commission also recommends that Section 3-d. 4.5 "Parking Regulations" be amended to read: 5. PARKING'REGULATIONS: (a) The parking requirements for single-family and two-family dwellings are the same as those in the "R-1 Single Family Residence District'". (b) Group houses, apartment houses, and other multiple-fami&y dwellings. shall provide La parking spaces for each dwelling unit. "In conjunction with the aforementioned we also recommend that Section 19-A.7. "'Requirements for Zoning Districts'" (a) of the Off -Street Parking Ordinance, be amended to change the zo#ing district designations frame "A", "AA", and."B", to the new code 161,. R-2, R-3 and R-4 for residence districts.. Section 19-A.7 (a). 1(i) should also be amended to conform to the aforesaid parking requirmment for "R.4" Multiple -Family Dwellings. - "Your Plan Commission feels that an amended preamble to the entire zoning ordinance should be drafted by an appropriate Council Committee covering: "Intent and Purpose," "Rules and Definition'", ,"General Provisions", "Non -Conforming' Buildings, Structures and Uses", and "Administration and Enforcement". In the section"Definitions", we recommend the inclusion of the following definitions as a clarification of terms used previously in this report: • DWELLING UNIT: /indwelling unit" consists of one or more rooms which are arranged, designed, or used as living quarters for one family only. Individual bathrooms are not necessarily provided, but complete kitchen facilities, permanently installed, shall always be included for each, "dwelling unit". • DWELLING,' MULTIPLE -FAMILY: A"Multiple-family dwelling".is a building, or a :portion thereof, containing three or more. dwelling units. EFFICIENCY UNIT: An "efficiency unit" is a dwelling unit consisting of one roam exclusive of bathroom, kitchen, hallway, closets' or dining alcove ,directly off the principal room, providing such dining alcove does not exceed 125 square feet.in a rea. GROUP HOUSB(R0W OR TOWNHOUSE): A "Group house" is any one of three or more one - family attached dwellings in a continuous row or rows. LODGING ROOM: A"Lodging Roar" is a roam rented as sleeping and living quarters, but without cooking facilities and with or without individual bathroom. In a suite of roans without cooking facilities, each room which provides sleeping accommodations shall be counted as ode "Lodging Roan" for the purpose of this. ordinance. 6/15/59 "The lPlan.Commission feels that early enactment and enforcement of this Residential Zoning'Ordieance will be to the immediate as well as long range good of this City.
