MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS
HELD IN COUNCIL ROOM, CITY HALL,
FEBRUARY 2. 1959 AT 8:00 P.M.
CALL'TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel
the City Clerk being absent, the Deputy Clerk called the roll with the
following results: Alderman Rateike, Dunlap, Tures, Wright, Wexler, Figard,
Tistle, Massman, Bell, McKay and Callaghan. Alderman Prickett and Neff were
absent.
APPROVAL(OF MINUTES. On a motion by Alderman-Rateike and second by Callaghan
approved the minutes of January 5, 1959, with :Aldermah McKay's correction of
changing the Traffic Survey figure to $13,400.00. On a motion by Alderman
Wright and second by Callaghan the Council approved the minutes of.January 19,
1959. The Council approved both minutes by acclamation.
OFFICIAL REPORTS. Building Commissioner Rieck presented his report for
January, 1959 and Lieutenant Strempel presented the Police Department's
Annual report.
The Mayor referred the Springer Street vacation to the Street and Municipal
Development Committees and City Engineer with. Mr. Jordan sitting in.
ADVERTISE BIDS FOR SCOTT STREET IMPROVEMENT. On a motion by Alderman Bell and
:second by Massman the Council approved advertising bids for the improvement of
Scott Street returnable March 2, 1959. •
There was much discussion on Pleasant Homes extention of 90 days given by
Judge Sengstock, for vacation of property.
Alderman Neff arrived at this time.
Alderman Bell requested permission for Alex Seibol, 2382 Scott Street to
speak on behalf of the residents near Pleasant Homes Model House.
BIDS FOR SQUAD CARS. 'On a motion by Alderman Tures and second by Callaghan the
Council approved advertising for bids for rental of five equad cars returnable
February 16, 1959. '
Alderman R:teike reported on the remodeling of City Hall specifications.
Alderman Wexler made a progress report on the Chicago and Northwestern
parking lots.
LIBRARY PARKING. On Alderman Wright's request the Council approved a motion
by Alderman McKay and seconded by Wright for City Attorney Dowd to draw up an
ordinance prohibiting parking on east side. of Graceland Avenue from Thacker
Street north.the length of the Library property, except Sundays and Holidays.
Alderman Wexler made a progressreport on the Cities Service gasoline station
case.
Alderman Figard reported the -dinner honoring the Ground Observer Corp was a
hugh success.

OFF STREET PARKING TO ZONING BOARD. The motion was made by Alderman Figard and
second by Dunlap, the Council unanimously approved the matter of the contemplated
amendment and/or repealing of the ordinance commonly known as "Off Street Parking
Ordinance" was referred to the Zoning Board of Appeals sitting as a Commission
along with the recommendations of the Special Off Street Parking Committee
of the City Council.
Alderman McKay made the following report.:
From information furnished by the
City Engineer, we submit the following report concerning our Motor Fuel Tax
Fund Account:
As of January 1st, 1959 there was a balance in our favor of approximately - $238,377.
Agains t this balance there was these obligations: Golf Road Sewer $55,000.00
Cumberland Lights 20,000.00
Golf Wolf Traffic Lights 20,000.00
Minor cleats -up amounts on work completed in 1958 but not yet paid
in full 5.000.00
100.000.00
This leaves a working balance as of January 1st: 138,377.00
Our MFT income in 1959 should approximate: J55.000 0Q_
This gives us a total of $ 293,377.00
against which we may assign projects already initated, and additional projects,'
as follows:
The Scott Street improvement which has already been approved by
the City Council and for which plans have been prepared and submitted to'
the State for okay: Estimated cost $ 25,000.00
Thacker Street project, which has received the green light
from the City Council, but for which State approval has not yet been granted.
Estimated cost of the first phase of this undertaking $ 140,000.00
Traffic Survey, which has been approved by City Council, but
which has not as yet been submitted for State okay. Cost $ 13,400.00
Another project we wish to present at this time is the improvement
of White Street, from Oakton to Everett. White Street is heavily traveled
and should be widened from 20 to 36 feet Vith the curb and gutter, and surfaced
with 22 inches of asphalt. Estimated cost $ 30,000.00
It is recommended this project be approved by the City Council
and that the City Engineer be authorized to proceed with the necessary preparations,
including resolution for the allocation of the $30,000.00 MFT
Another project we propose is the widening of Center Street from
Oakton to Lincoln. Center Street is part of a bus route, well -traveled, and
should be widened from 21 to 26 feet. Estimated cost $ 15,000.00
It is recommended this be approved by the City Council andthat
the City Engineer be authorized to proceed with the preparation of the necessa'y
details including resolution for the allocation of MFT funds
The total of the foregoing five projects, as estimated amounts to
$223,400.00 which deducted from the above $293,377.00 leaves a favorable balance
of $ 69,977.00.

On a motion by Alderman McKay and second by Bell the Council approved the Motor
Fuel Tax Expenditure for widening of White Street of $30,000.00 and for city
engineer to be authorized to proceed with the necessary preparations, including
resolution for the allocation of the Motor Fuel Tax Money.
On a motion by :Alderman McKay and second by Tistle the Council approved the
Motor Fuel Tax expenditure for widening Center Street of $15,000.00 and for
City Engineer to be authorized to proceed with the necessary preparations
including resolution for the allocation of the Motor Fuel Tax Money.
Alderman McKay made the following report:.
In 1956 the City Council approved
$25,000.00 from Motor Fuel Tax funds in connection with traffic lights at
Graceland and Miner and Pearson and Miner. The project was approved by the
State, but was held in abeyance by the City. It is now felt that the lights
at Lee and Miner and Lee and Ellinwood should be included at an additional
estimated cost of $30,000.00 for which we would have to get State approval.
If granted, this would make the total estimated cost of this project, including
certain walk lights and new controls - $55,000.00. It is recommended further
consideration of this project be deferred until we have had opportunity to avail
ourselves of the advice of the engineers who will conduct our proposed Traffic
Survey.

On a motion by Alderman McKay and second by Callaghan the Council concurred
in the report and to hold recommendation in abeyance until the report of the
traffic ,survey.
Alderman McKay.made the following report:
Meeting was held January 23rd to
consider the subject of improved lighting of lee Street from Prairie to Algogquin.
Present: Mayor Behrel, Alderman Prickett, City Engineer Fletcher, Supt. Public
Works Wernicke and Alderman McKay. ,Under date of November 17th the Des Plaines
Chamber of Commerce had written Streets Committee stating "Our Parking Committee
met today and voted unanimou§ly a resolution to write you and the Mayor
requesting your committee's action on the proposition to erect street lights
similar to those in the business district, from Prairie Avenue south to Algonquin
on Lee Street." City Engineer's rough estimate of the cost of such an improvement
is:
Prairie to Thacker $ 32,000.00
Thacker to railroad 30,000.00
Railroad to First Avenue 14,000.00
First Avenue to Algonquin 20.000.00
$ 96,000.00
Because of the importance of the Lee Street thoroughfare and the increasing
stature of the strip in question as commercial and potential commercial and
the inadequacy of the present lighting under any circumstances, it is felt
the City should make an earnest effort to provide more and better lighting
facilities than now exist. It is felt a good system of modern lighting
could be installed by use of special assessment and motor fuel tax funds,
perhaps on a 50/50 basis. Committee recommends the matter be referred to the
Board of Local Improvements requesting it be given immediate consideration;
that if the action of the Board is facorable arrangements be made for an
early public hearing, before which time the City Engineer could have specifi—
cations and details of cost available. The Secretary of the Chamber of Commerce
assures us that body will exert its best efforts to encourage favorable
acceptance by the public. The Chamber also stands ready and anxious to aid
in any way it can to dispose of bonds in the event its services in that
connection should be desired.

the report and referred it to the Board of Local Improvement.
PEDESTRIAN OPERATED TRAFFIC LIGHT RAND PARK. Alderman McKay made the following
report:
With reference to correspondence referred to this Committee on January 5
concerning the possibility of providing protection fpr out young prople at the
Dempster crossing at Rand Park during the period of the Park Board summer
recreational activities. It is recommended that the necessary steps be
taken to provide for the installation of a pedestrian operated traffic light
at this crossing, to be paid for out of motor fuel tax funds, estimated cost
$1,000.00. It is further recommended that if such an installation cannot
be made by June 15 that the City of Des Plaines provide a crossing guard
for the period fron June 15 until the light is in operation, or until Sept.15
if the light is not installed by that date.

necessary steps to install a pedestrian operated traffic light for the
Dempster Street crossing at Rand Park to be paid from Motor Fuel Tax money.
The Mayor put the question and the Deputy Clerk called the roll with the
following results: Ayes: Alderman Rgteike, Dunlap, Tures, Wright, Neff,
Wexler, Figard, Tistle, Massman, Bell, McKay and Callaghan. Nays: None.
The Mayor declared the motion carried.
APPROVAL OF BILIS. Alderman McKay presented the following resolution with
the correction of the JB Metal bill from $62.22 to 62.25:

McKay and seconded by Massman to approve payment of the bill of R. H. Lyons
Equipment for $174.87. The Mayor put the question and the Deputy Clerk called

Wright, Neff, Wexler, Figard, Tis tle, Massman, Bell, McKay and Callaghan. Nays:
None. The Mayor declared the motion carried.
Attorney Dowd's letter on the progress of the Dean property case was placed
on file.
The Mayor referred the Safety Council Letter on the Lee, Walnut and First Avenues
traffic pattern to the Street and Traffic Committee to contact Barton and
Associates.
The Mayor referred the Safety Council letter on trees on Miner Street east of the
bridge to the Superintendent of Public Works.
TERRSAT, PARK SUBDIVISION TO MUNICIPAL DEVELOPMENT COMMITTEE. The Mayor read the
Plan Commission letter regarding the Terrsal Park Subdivision. On a motion by
Alderman Dunlap and second by Massman the Council approved referral of the
Terrsal Park Subdivision to the Municipal Development Committee.
TRIER LOT "C" SUBDIVISION. The Mayor referred the Trier Lot "c" Subdivision to
the Municipal Development Committee.
The Mayor read the letter from United Cerebral Palsy for a drive May 19, 1959.
BID FOR TRAFFIC MAINTENANCE FOR 1959. Due to a mix up a bid for Traffic Maintenance
for 1959 was misplaced at last Council meeting, on a motion by Alderman Rateike
and -second by Tures to open the bid and refer same to the Streets and Traffic
Committee. The bid of Arnold Electric Company for $90.00 monthly. The motion
was voted upon by acclamation.
LAKEWOOD HOMES SUBIDIVISION NORTHWEST CORNER LEE AND HOWARD STREETS. The Mayor
referred the Lakwood Homes Subdivision to the Plan Commission.
KUNTZE HIGH RIDGE KNOLLS SUBDIVISION - FIRST READING; The Deputy Clerk read for
first reading the above ordinance for annexation.
LOT "C" TRIER SUBDIVISION - FIRST READING. The Deputy Clerk read for first
reading the above ordinance for annexation.
SPECIAL ASSESSMENT 170 - FIRST READING. The Deputy Clerk read for first
reading the above ordinance.
OTTO W J. HENRICH_LETTER. The Mayor reported on the letter received from
City Clerk Henrich regarding item in 1959 appropriation for Cinder Spreader
purchased in 1958.
Alderman Rateike reported on the over -night parking ordinance and the Mayor referred
to Police.
PETITION FOR ANNEXATION. CRAIG. MANOR NORTHWEST CORNER WOLF AND CENTRAL ROADS.
The Mayor referred the annexation to the Plan Commission.
On a motion by Alderman Bell and seconded by Massman the Council approved filing
a protest against the, tank farm at Oakton Street and Route 83 to be prepared by
City Attorney Dowd.

approved adjournment.
