MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, April 18, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Acting Mayor Charles J. Bolek
at 8:10(P.M. in the Council Chambers, Des Plaines Civic Center
ROLL CALL: Roll Call indicated the following aldermen present:
Koplos, Sullivan, Olen, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Meyer, Abrams.
Absent were Aldermen Szabo, Seitz, and Ward. Alderman Ward
arrived following the Pledge of Allegiance to the flag.
Also present: Assistant City Comptroller Placko, City Engineer Bowen,
Director of Zoning and Planning Richardson, Acting Building Commissioner
Trost, Fire Chief Corey, Police Chief Hintz, Commissioner of Public Works
Schwab, Environmental Officer Lindahl, and City Attorney Hug.
PRAYER AND The meeting opened with prayer by Rev. Ed. Boone of
PLEDGE Immanuel Community Baptist Church, followed by the Pledge
of Allegiance to the flag.

Moved by Kisslinger, seconded by Sarlo, to approve the
Minutes of the regular meeting held April 4, 1977,
as published. Motion declared carried.
BILLS Moved by Ward, seconded by Kisslinger, to adopt the following
PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY

Moved by Olen, seconded by Erbach, to adopt the recommendatior
of Building Control and Inspection Committee to approve the
request of Mobil Oil Corporation to install two additional
signs which total 16 square feet, located at 795 Elmhurst
Road. Motion declared carried.
Moved by Olen, seconded by Erbach, to adopt the recommenda-
tion of Building Control and Inspection Committee to
approve the request of Mobil Oil Co., 2100 Miner Street
for an additional 0 sq. ft. sign subject to written
guarantee that all illegal signs will be removed. Moved by
Szabo, seconded by Koplos to table the motion. Motion to
table declared carried.
Moved by Olen, seconded by Erbach, to adopt the recommenda-
tion of Building Control and Inspection Committee that a
temporary sign permit be issued to Genotti's Restaurant
at 1165 S. Elmhurst Road for one 4 x 4 foot double faced
sign to be installed on the existing sign pole for a period
not to exceed 180 days. Moved by Meyer, seconded by Koplos
to amend period to not to exceed 90 days. Motion to amend
declared carried. Aldermen Kisslinger, Birchfield and Erbach
voted No. Motion as amended declared carried. Alderman
Birchfield voted No. Alderman Erbach voted No.

tion of Police Committee to award the contract for Body
and Fender Maintenance to the low bidder, Ridge Motors, Inc.
at a cost of $10 per hr. for labor plus 15% over bidders
cost for parts. Upon roll call, the vote was:

Grove Village for total cost of $7,248.00, vendor to give
written guarantee that no municipality can purchase these

Park's Subdivision, located at 2232 Elmira Ave. Motion

Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 77 -7 -SU, 725 Golf Rd.
and authorize City Attorney to draft necessary ordinance
and further to request City Engineer to request Illinois
Department of Transportation to install No U Turn signs
in median strip and No Right Turn signs on parkway on south
side of Golf Road. Motion declared carried.

PARKING LOT of Buildings, Grounds and Parking Lots Committee to award
the contract for Pearson -Prairie, Contract #1, 1977, to
Endurance Paving Co., in the amount of $92,360.55.
Following discussion on the Parking Lot Lease with Des
Plaines Mall Corporation, moved by Koplos, seconded by
Sullivan to defer action until the adjourned meeting on
April 25, 1977.

Letter from owner of The Workshop regarding the Service
Establishment Annual Registration Fee for 1977 was referred
to License and Inspection Committee.
The letter from Mayors and Managers Conference, Inc. of DuPag(
County requesting resolution opposing House Bill 2 re
collective bargaining was referred to City Code and
Judiciary Committee.
Letter from Sterling Codifiers, Inc. re increased in
annual supplement service fee was referred to Finance and
Insurance Committee.

MEETING OF THE CITY COUNCIL
OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS
CIVIC CENTER, MONDAY,
April 25, 1977.
CALL TO ORDER: The adjourned meeting of the City Council was called to
order by City Clerk Rohrbach at 8:10 P.M., in the Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Olen, Leer, Birchfield, Erbach,
Sarlo, Meyer, Seitz, Abrams, Ward. Absent was Acting
Mayor Bolek, Aldermen Brannigan, Kisslinger, and Kraves.
Aldermen Brannigan and Kisslinger arrived immediately
following roll call.
CHAIRMAN Moved by Szabo , seconded by Leer, to nominate Alderman
PRO TEM Abrams to serve as Chairman Pro Tem for this meeting.
Moved by Koplos, seconded by Seitz to close nominations
and declare Alderman Abrams elected Chairman Pro Tem.
Motion declared carried.
SEWER REPAIRS Moved by Koplos, seconded by Olen, to adopt the recommenda-
PAYMENT tion of Water and Sewer Committee that the City pay the
amount of $700 to Mr. Clarence E. Handley of 2056 Webster
Lane as a partial payment for sewer repairs incurred by
same to his residence, Mr. Handley to sign hold harmless
agreement with City prior to receipt of this payment.
Upon roll call, the vote was:

CHILD Moved by Sullivan, seconded by Birchfield, to adopt the
IDENTIFICATION recommendation of Health and Welfare Committee to support
PROGRAM the Child Identification Program as proposed by Cumberland
School PTA to instituted at Cumberland School as a pilot
program - city's contribution involving an index at the
Police Communications Desk. Motion declared carried.
SIGN Moved by Olen, seconded by Koplos, to adopt the recommenda-
Rand & River tion of Building Control and Inspection Committee to
deny request of Standard Oil Service Station located at
Rand Road and River Road to erect two additional signs
5 x 5 feet. Motion declared carried.
FENCE Moved by Olen, seconded by Meyer, to adopt the recommendation
209 Washington of Building Control and Inspection Committee to grant
fence permit to Clem J. Cerney, 209 Washington Street,
to erect a 4' high solid fence in lieu of a 70o solid
fence as required by ordinance. Motion declared carried.
RESOLUTION Moved by Seitz, seconded by Szabo, to remove from the table
R-9-77 the motion to adopt Resolution R-9-77, RESOLUTION OF THE
Parking Lot CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS,
Lease AUTHORIZING SIGNATURE OF LEASE WITH DES PLAINES MALL
Des Plaines CORPORATION CONCERNING RENTAL OF PRAIRIE-PEARSON PARKING
Mall Corp. LOT. Motion declared carried. Moved by Leer, seconded by
Seitz, to amend the Parking Lease as follows:
Item 2, page 2, delete "In the event said bond issue is paid
in full by Landlord before twenty (20) years from the
commencement date, Landlord shall so notify Tenant and
Tenant may terminate this Lease at any time thereafter
during the twenty (20) years upon sixty (60) days written
notice."
