with Staff recommendation and recommend to the City
Council to accept proposal from Harza Environmental
Services, Inc., 233 S. Wacker Drive, Chicago, IL 60606,
to develop a calibrated computer model of City's water
distribution system, analyze controls and operations of
City's pumping stations and storage facilities, review
emergency interconnections with neighboring communities
and agencies, and make recommendations in the form of a
master plan for water system capital improvements, at a
cost -plus arrangement with a not -to- exceed cost of
$82,943 /Water Funds; and Mayor be authorized to execute
agreement. Motion declared carried.
LEGAL & LICENSING - Alderman Kisslinger, Chair
Moved by Kisslinger, seconded by Curley, to concur with
Staff recommendation and recommend to the City Council
that a referendum be placed on the April 4, 1995
Consolidated Election Ballot asking the question, "Shall
the elected office of City Treasurer of the City of Des
Plaines, be abolished and the duties of the office be
transferred to the City Comptroller or his Successor ?"
and Resolution R -5 -95 be adopted at appropriate time this
evening. Motion declared carried.
Moved by Kisslinger, seconded by Sarlo, to concur with
Staff recommendation and recommend to the City Council
that the price of the City vehicle sticker purchased
after the expiration date (July 1) be increased from $25
to $50; and fine per violation be reduced from the
current $75 to $25, effective July 1, 1995. Motion
declared carried (final action on this matter will come
under Consent Agenda on February 6, 1995).
Mr. Nick Zajack, Vice President, American Taxi Dispatch,
Inc., addressed the City Council regarding his company's
request to serve Des Plaines with their taxi service.
Moved by Chiropolos, seconded by Haupt, to concur with
Staff recommendation and recommend to the City Council
to increase by twenty (20) the allowable taxi licenses
and assign these twenty (20) taxi licenses to American
Taxi Dispatch, Inc., 834 E. Rand Road, Mt. Prospect, IL
60056, contingent upon American Taxi fully complying with
all City taxi license rules and regulations and that they
agree to participate in all senior citizen programs
sponsored by the City. Motion declared carried (final
action on this matter will come under Consent Agenda on
February 6, 1995).

Staff recommendation and recommend to the City Council
to accept proposals from Service Insurance Agency, 1655

Insurance Company, beginning February 1, 1995 through
January 31 1996:
