CIVIC CENTER, MONDAY, MARCH 7, 1988
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 8:15 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, March 7, 1988.
Roll Call indicated the following Aldermen present:
Muehlenbeck, Childers, Christiansen, Healy, Wetter,
Schneck, Kisslinger, Adams, Sarlo, Chiropolos, Hervas,
Haupt. Aldermen Bonk, Hardiman, Gebert and Addante were
absent.
Also present were: City Treasurer Fredricks, City Comptroller Peters,
Commissioner of Public Works Matula, Fire Chief Clark, Police Chief
Kozenczak, Municipal Development Director Pagones, Human Resources and
Services Director Donahue, City Engineer Shrake, and City Attorney Smith.

The opening prayer was given by Father Joseph McGinnity,
St. Zachary's Church, followed by the Pledge of
Allegiance to the Flag.
Moved by Wetter, seconded by Schneck, to suspend the
rules to consider Resolution R -6 -88 and Resolution R -4 -88
Motion declared carried.
Moved by Sarlo, seconded by Chiropolos, to adopt
Resolution R -6 -88 honoring Fire Captain Charles
Provenzano for his 35 years of public service. Motion
declared carried.
Fire Chief Clark presented Captain Provenzano with a
special plaque and expressed his grateful appreciation
to "Pro" for his years of unselfish dedication and
loyalty to the Fire Department and the City of Des
Plaines.
The Deputy Director of the Northwest Municipal Confer-
ence, Rita Athas, made a presentation regarding the
City's possible participation in the Northwest Municipal
Conference's effort to form a Solid Waste Management
Agency. Discussion followed.
Moved by Chiropolos, seconded by Sarlo, to adopt
Resolution R -4 -88, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF DES PLAINES AUTHORIZING CONTINUED PARTICIPA-
TION IN THE NORTHWEST MUNICIPAL CONFERENCE SOLID WASTE
MANAGEMENT PLAN. Upon roll call, the vote was:

of the regular meeting of the City Council held February

APPROPRIATION M -7 -88 re Transfer of Funds and Ordinance M -8 -88 re
ORDINANCES: 1988 Appropriations be adopted tonight at appropriate
time. Motion declared carried.
ACTUARIAL Moved by Schneck, seconded by Muehlenbeck, to adopt the
CONSULTANT recommendation of the Finance Committee to retain the
SERVICES: services of Miller, Mason & Dickenson, Inc., Chicago, IL
to perform actuarial services for the City's Police and
Fire Pension funds at a cost not to exceed $6,000.

AVENUE RECON- recommendation of the Engineering Committee that bid for
STRUCTION: Lincoln Avenue and Wicke Avenue reconstruction be awarded
to low bidder, Johnson Paving Company, 1025 Addison Court
Arlington Heights, IL 60005, in the amount of $779,907.85
and bid bonds /checks be returned to unsuccessful bidders.

Moved by Chiropolos, seconded by Christiansen, to adopt
the recommendation of the Engineering Committee that
City Clerk be authorized to advertise for bids for
construction of the Golf Road Water Tank, near Golf Road
and Route 83, returnable by 3 P.M. on Thursday, April 28,
1988, and that if only one bid is received the City
Clerk be authorized to open the bid at the same time and
place. Motion declared carried.
Moved by Chiropolos, seconded by Christiansen, to adopt
the recommendation of the Engineering Committee to
accept proposal from. Gewalt- Hamilton Associates, Inc.,
3100 Dendee road, Northbrook, IL 60062, to provide
engineering services on a temporary basis until a City
Engineer is hired at a hourly rate of $47.00. Upon roll
call, the vote was:

FLOOD PLAIN recommendation of the Engineering Committee that City
ORDINANCE: Attorney be authorized to draft necessary ordinance to
amend Title XI, Chapter 14, Buildings and Structures
Within Flood Plains to include additional Federal
Emergency Management Agency (FEMA) regulations. Motion
declared carried.

PAYMENT/ recommendation of the Municipal Development Committee
TRANSIT CENTER: that two manual checks be issued re Transit Center con-
struction project as follows:

$10,268.00
(a final check in the amount of $25,922.51 to L.E.

PROPERTY: that City and Flentge family (Henry, Herbert and
Marguerite) agree to exchange parcels of land between
Prairie and Thacker beginning approximately 200' west
of River Road, and Mayor and City Clerk be authorized to
execute Plat of Alley Vacation and Street Dedication.

1. A permit be require before installation.
2. Review by Architectural Commission be required for
aesthetics.
3. Inspected by the plumbing and electrical inspectors
when appropriate.
And City Attorney be authorized to draft necessary
ordinance. Motion declared carried.
REVIEW OF At the request of Alderman Hervas, Mayor Seitz referred
SALARY the matter of review of salary schedules for employees

to the Finance Committee.
