ZONING BOARD PRESENT: Seegers, Szabo, Saletnik Catalano, Porada, Hofherr, Schell ALSO PRESENT: Scott Mangum, Sr. Planner/Department of Community & Economic Development Gale Cerabona, Recording Secretary Chairman Seegers called the meeting to order at 7:34 p.m. Roll call was conducted. APPROVAL OF MINUTES: A motion was made by Board Member Hofherr, seconded by Board Member Catalano, to approve the meeting minutes of October 8, 2013. Address: 100 Des Plaines River Road Case Number: 13 -058 -LSA Petitioner is s requesting a modification to an approved Localized Alternative Sign Regulation Plan/Conditional Use Permit (Case #06 -40 -LSA) under Section 11.8 of the Des Plaines Zoning Ordinance as amended to authorize new and replacement ground and wall signs at the medical facility campus. Des Plaines River Road, Des Plaines, IL 60016 Chairman Seegers swore in the Petitioner, David Self, who stated his name and address for the record and Katie Conroy, representative from the Poblocki sign company. Board Member Porada inquired if Presence is the new name of the Resurrection System. Petitioner advised — yes, as well as Our Lady of the Resurrection. Board Member Porada disclosed that although a family member of his had contracted with Presence the relationship would not affect his consideration of the case. Petitioner advised that the signage is being updated to bring the facility under the new identity/brand. Way finding and access will also be improved. New signage will better identify destinations. Chairman Seegers asked if the hours are the same as before. Petitioner advised — yes, we are a 24/7 long- term acute care facility. Petitioner stated the signage at Golf & River Roads would be updated from an electronic message board to a horizontal monument sign (as noted on page 32 of packet). Remaining signage has been replaced and illustrates the new corporate brand (i.e. Entrance 1). Chairman Seegers clarified that there will be no electronic sign. Petitioner concurred — yes (there will not). Chairman Seegers asked if the Board had any questions. Board Member Porada: • commended Petitioner on eliminating electronic message board and inquired if Signs 1019-1021, 10-23-1024, 1028A, being 6x3 or 6x4, are all backlit. Ms. Conroy advised — yes, and further stated, if there is an "I" next to the sign, it indicates it's illuminated (i.e. 1023 is not illuminated) • asked what the blue material is. Ms. Conroy advised — aluminum and steel finish • stated regarding non -illuminated signs, there are just a few over the allowable signage. Why are "Staff" & "Physicians" there (stating it is unlikely someone will sway off the beaten path)? Petitioner Self advised there are three categories: o Visitors/Medical Center Parking o Staff o Employees • inquired if circular signs are mounted on pedestals. Ms. Conroy advised — yes, on lighting posts • stated every aisle has a sign at the end, asking if these are necessary. Ms. Conroy advised: o Sign 1002 is a directional sign o Sign 1028A is for Staff o Sign 1028B is parking lot identification Board Member Szabo asked: • what is being done with Frances Manor? Petitioner Self replied — it is still there and houses retired nuns (i.e. Signs 1036, 1018-1019) • how the Nazarethville signs have changed. Ms. Conroy advised: o one is eliminated on Golf Road o one directional sign is added — 1001A o one is replaced — 1004 Case #13 -058 -LSA 100 N. Board Member Porada asked: • if the signs that abut the curb are required to have landscaping? Mr. Mangum advised — yes • regarding Signs 1001 & 1006, will there be landscaping? Petitioner Self advised — it will be reviewed and landscaped accordingly, as the appearance needs to be kept up. • if blue is the color scheme. Petitioner Self advised — it is the corporate color Chairman Seegers asked the Board if there were any further questions. There were none. Des Plaines River Road and Golf Road are under the jurisdiction of the Illinois Department of Transportation. Comprehensive Plan The Comprehensive Plan recommends an Institutional use for the site. Des Plaines River Road November 12, 2013 Page 4 Presence Holy Family Medical Center has proposed to amend a previously approved Localized Alternative Sign Regulation Plan for the property at 100 N. Des Plaines River Road. The approximately 26 -acre campus contains three medical buildings and is located at the northwest corner of Golf Road and Des Plaines River Road. The medical center is serviced by one driveway off of Des Plaines River Road and three from Golf Road. The purpose of the request is to rebrand the site with the new "Presence" name and to provide better internal way finding signage for visitors to the property. A Localized Alternative Sign Regulation Plan (Case#06-040-LSA) was approved for the site in 2006. Section 11.8-1 of the Zoning Ordinance allows for certain types of development to establish a Localized Alternative Sign Regulation Plan for their property subject to review and approval by the Zoning Board of Appeals pursuant to the procedures for conditional uses found in Section 3.4 (Conditional Uses). The previous approval considered a total of six signs; no changes to five existing ground signs around the perimeter of the site and the replacement of a monument sign at the corner of Golf and Des Plaines River Road with a 108 square -foot, 17 -foot tall sign including a 24 -square foot Electronic Message Board (EMB). The current proposal includes the entire campus, with the replacement of 26 signs, installation of 17 new signs, and the elimination of 29 signs. The total proposed square footage of the 43 signs would be 1,836 square feet which is 74 square feet larger than the aggregate of the existing signage. The signs along the perimeter of the site would decrease in number from six to five and in size from a total of 556 square feet to 544 square feet with the EMB component of the sign at the corner of Golf and Des Plaines River Road eliminated. Conditional Use Findings: As required by Section 3.4-5 (Standards for Conditional Uses) of the Zoning Ordinance, the proposed development is reviewed below: A. The proposed Conditional Use is in fact a Conditional Use established within the specific Zoning district involved: Comment: Section 11.8 of the Zoning Ordinance allows the development to apply for a localized alternative sign regulation plan. Section 11.8-2 states that applications for a localized alternative sign regulation plan shall be filed in accordance with the requirements of Section 3.4 (Conditional Uses). B. The proposed Conditional Use is in accordance with the objectives of the City's Comprehensive Plan: Comment: The City of Des Plaines Comprehensive Plan, adopted by the City Council in 2007, recommends an institutional use for this site. The signage is proposed to support the existing medical center use. C. The proposed Conditional Use is designed, constructed, operated and maintained to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity: Comment: The signage appears to be appropriate considering the overall size of the medical center campus and the need to direct visitors within the site. D. The proposed Conditional Use is not hazardous or disturbing to existing neighboring uses: Comment: The proposed signage is not anticipated to have a negative impact on adjacent properties. The proposed Conditional Use is to be served adequately by essential public facilities and services, such as highways, streets, police and fire protection, drainage structures, refuse disposal, water and sewer, and schools; or, agencies responsible for establishing the Conditional Use shall provide adequately any such services: Comment: After reviewing the petitioner's plans, the proposed Conditional Use would be served adequately by essential public facilities and it would not overburden existing public services. F. The proposed Conditional Use does not create excessive additional requirements at public expense for public facilities and services and will not be detrimental to the economic well-being of the entire community: Comment: The proposed Conditional Use would appear to have adequate public facilities; it would not create a burden on public facilities nor would it be a detriment to the economic wellbeing of the community. G. The proposed Conditional Use does not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke fumes, glare or odors: Comment: The proposed signage is not anticipated to create an amount of additional traffic which cannot be accommodated by the existing street network. H. The proposed Conditional Use provides vehicular access to the property designed so that it does not create an interference with traffic on surrounding public thoroughfares: Comment: The proposed signage would not affect vehicular access to the property. I. The proposed Conditional Use does not result in the destruction, loss, or damage of natural, scenic, or historic features of major importance: Comment: No exterior building alterations are proposed. The proposed plan would not add impervious surface, nor cause the destruction, loss, or damage of any natural, scenic or historic features of major importance. J. The proposed Conditional Use complies with all additional regulations in the Zoning Ordinance specific to the Conditional Use requested: Comment: With conditions of approval, the proposed signage appears to conform to all other zoning regulations. Approval of sign permit applications would be necessary for the construction of the signage. Recommendation: The Community Development Department recommends approval of the Localized Alternative Sign Regulation Plan/Conditional Use Permit modification request, based on review of the information presented by the applicant and the findings made above, as specified in Section 3.4-5 (Standards for Conditional Uses) of the City of Des Plaines Zoning Ordinance, subject to the following conditions: 1. The leading edge of all signs shall be set back a minimum of 5 feet from all property lines. Case #13 -058 -LSA 100 N. Des Plaines River Road November 12, 2013 Page 6 2. Landscaping shall be installed at the base of the proposed ground signs along the Des Plaines River Road and Golf Road frontages. The landscaping shall consist of a square, rectangle, oval or circle, whose area shall be 3 feet in width on each side of the sign's base. Zoning Board of Appeals Procedure: Under Section 3.4-4-C of the Zoning Ordinance (Conditional Uses) the Zoning Board of Appeals has the authority to recommend that the City Council approve subject to conditions, or disapprove the above-mentioned Localized Alternative Sign Regulation Plan/Conditional Use Permit. The City Council has the final authority on the project. Chairman Seegers asked the Board if there were any further questions. Board Member Catalano suggested that on Condition 2, text should say "whose dimension shall be a minimum of 3 feet in width on each side of the sign's base." Chairman Seegers asked if the audience is in favor or objects. There were no comments. A motion was made by Board Member Catalano, seconded by Board Member Szabo, to recommend approval as requested and as modified above ("whose dimension shall be a minimum of 3 feet in width on each side of the sign's base").
