09/29/2014 SpecialMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, SEPTEMBER 29, 2014 CALL TO The Special Meeting of the City Council of the City of Des Plaines, Illinois, ORDER: was called to order by Mayor Bogusz at 6:30 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, September 29, 2014. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Rodd, Sayad, Brookman and Walsten. Alderman Charewicz was absent. Also present were: City Manager Bartholomew and Assistant City Manager/Director of Finance Wisniewski. FINANCE COMMITTEE — Alderman Sayad, Chair 2015 Introduction - Chairman Sayad stated that the proposed 2015 Budget is BUDGET: approximately $153 Million and thanked the City Manager, Director of Finance and Staff for putting together the budget. Chairman Sayad stated that the 2015 General Funds would be reviewed at this meeting which includes Elected Office, City Manager, Finance, Community & Economic Development, Public Works & Engineering, Police, Emergency Management Agency, Fire Department and Fire & Police Commission. The next meeting will be October 14 and the final meeting, if necessary, will be October 29. Overview — City Manager Bartholomew presented an overview of the 2015 Budget. City Manager Bartholomew and Director of Finance Wisniewski answered questions from the Aldermen. General Fund — There were no questions from the Aldermen or the public. Elected Office — City Manager Bartholomew and Director of Finance Wisniewski presented and answered questions from the Aldermen. City Manager — City Manager Bartholomew and Director of Finance Wisniewski presented and answered questions from the Aldermen. Note to Staff: Several Aldermen requested that, in the future, a reason be given when a Request is Not Approved or given a Partial Approval (including the amount approved). Legal — A discussion took place regarding a review of the contract with the current General Counsel and making a comparison between outside legal counsel and an in-house attorney. (Cont'd) Media Services — There were no questions from the Aldermen or the public. Human Resources — There were no questions from the Aldermen or the public. Health and Human Services - Director of Finance Wisniewski answered questions from the Aldermen. Mr. Steve Samuelson, Executive Director, Frisbie Senior Center, addressed the Committee of the Whole explaining the Request for additional funding for the Senior Center as well as the Meals on Wheels program and answered questions from the Aldermen. There were no questions from the public. Ms. Mary Dankowski, Chairman, Des Plaines Youth Commission, addressed the Committee of the Whole reviewing what the members of the Youth Advisory Board and Commissioners provide to the entire community and the additional programs and events they would like to provide in the future and answered questions from the Aldermen. There were no questions from the public. Staff was directed to increase funding for the Youth Commission from $3,000.00 to $5,000.00. Finance — Director of Finance Wisniewski presented and answered questions from the Aldermen. There were no questions from the public. Community and Economic Development — Director of Finance Wisniewski presented and answered questions from the Aldermen. There were no questions from the public. Public Works & Engineering — Director of Finance Wisniewski presented and answered questions from the Aldermen. City Manager Bartholomew and Director of Public Works and Engineering Oakley answered questions from the Aldermen regarding the replacement of trees and holiday decorating on Oakton Street. There were no questions from the public. Director of Public Works and Engineering Oakley was directed to provide a full analysis of eliminating the $50 resident contribution for replacing a tree and refunding the $50 residents have paid in the past for replacing a tree. Director of Public Works and Engineering Oakley was directed to provide a full analysis regarding capital versus on-going expenses annually for holiday lighting on Oakton Street. Page 3 of 4 9/29/14 2015 Police - Director of Finance Wisniewski presented and answered questions BUDGET: from the Aldermen. (Cont'd) Police Chief Kushner answered questions from the Aldermen regarding the K-9 Unit, Truck Enforcement Officer and Restructuring within the Police Department. There were no questions from the public. Staff was directed to schedule an Executive Session on October 14"' to discuss the effects of a reclassification within the Police Department. Chief Kushner will provide an analysis on whether the tickets issued by the Truck Enforcement Officer can be brought to the City's Administrative Hearings as opposed to Skokie Court. Director of Human Resources Wing will provide an analysis of the departments which have secretarial positions within their budget. Chief Kushner will provide justification for an additional Community Service Officer (CSO), a list of responsibilities and the number of CSO's currently employed by the City. Staff will provide the following information: • A list of businesses and schools that have a school officer for traffic crossing and whether or not they pay for the service; • What is the fund balance of the entities; and • Can the entity afford to pay for the cost? Emergency Management Agency — There were no questions from the Aldermen or the public. Fire Department — Director of Finance Wisniewski presented and answered questions from the Aldermen. Fire Chief Wax and City Manager Bartholomew answered questions from the Aldermen regarding Requests for: • Dive Team Dry Suits Replacement and Team Swiftwater Training; • Replacement of Truck Belts; • Technical Rescue Team Trench Rescue Equipment; and • Installing a Base Radio at Station #61. Fire Chief Wax will provide information and an analysis for each Request.
