HELD IN THE ELEANOR ROHRBACH MEMORIAL
COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, JUNE 18, 2012
CALL TO The regular meeting of the City Council of the City of Des Plaines, Illinois, was
ORDER: called to order by Mayor Martin J. Moylan at 7:00 p.m. in the Eleanor
Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday,
June 18, 2012.
ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson,
Bogusz, Sayad, Walsten, Wilson, and Charewicz. Absent: Alderman
Brookman.
Also present were: City Manager Bartholomew, Director of Finance Wisniewski, Deputy Police Chief
Kozak, Fire Chief Wax, Director of Public Works and Engineering Oakley, Director of Human
Resources Earl, Director of Information Technology Duebner, Senior Planner Mangum, and City
Attorney Wiltse.
PRAYER AND The opening prayer was given by The Reverend Gregory Barrette of the Unity
PLEDGE: Northwest Church, followed by the Pledge of Allegiance.
WELCOME: Mayor Moylan welcomed Maine West High School Instructor Owen Doak and
the students of the Maine West Clinical Government Class to the City Council
meeting.
PRESENTATION: Ms. Christy Piszkiewicz, a member of the Des Plaines Arts Council Board of
Directors, addressed the City Council thanking them for giving the members of
the Des Plaines Arts Council the opportunity to present scholarships to the 2012
scholarship winners. Also present were Ms. Linda Traina, President of the Des
Plaines Arts Council and member Don Gloor.
CITIZEN Miss Georgia Peterson, 591 Columbia Avenue, addressed the City Council
PART.: stating her concerns about bike routes and asking why bicycles cannot be ridden
on sidewalks. Mayor Moylan referred the question to Director of Public Works
and Engineering Oakley for a response.
Mr. Danny Gillespie, 799 Lee Street, addressed the City Council expressing his
concern for the public safety; the fire truck is old; buy a new fire truck for the
Fire Department.
CONSENT Motion by Haugeberg, seconded by Charewicz, to establish the Consent
AGENDA Agenda, except for Item 1. Motion declared carried.
Motion by Robinson, seconded by Walsten, to approve Consent Agenda, except
for Item 1. Upon roll call, the vote was:

Staff recommendations and requests were approved; Ordinance M -24 -12 was
placed on First Reading; Resolution R -92 -12 was adopted and Ordinances M -19 -12
and M -22 -12 were adopted.
MINUTES: Moved by Sayad, seconded by Haugeberg, to amend the minutes of the Regular
Meeting of the City Council held June 4, 2012 by adding the following sentence
on Page 8 at the end of paragraph 7: "Alderman Sayad said that his "no" vote
was because he didn't agree to the wording and felt we should postpone this to
the next City Council Meeting for further view ". Motion declared carried.
Moved by Sayad, seconded by Walsten, to approve minutes of the Regular
Meeting of the City Council held June 4, 2012, as AMENDED Upon roll call,
the vote was:

Agenda Session of the City Council meeting held June 4, 2012. Motion declared carried
as approved unanimously under Consent Agenda.
PREVAILING Moved by Robinson, seconded by Walsten, to concur with Staff
WAGE /PUBLIC recommendation to approve an ordinance establishing the Prevailing Wage Rate
WORKS for laborers, mechanics, and other workers, who are employed in the
PROJECTS: performance of public works projects; and further recommend to place on First
Consent Reading Ordinance M- 24 -12, AN ORDINANCE PURSUANT TO 820 ILCS
Agenda 130/1, ET SEQ., AS AMENDED, PERTAINING TO WAGES OF
EMPLOYEES PERFORMING PUBLIC WORKS CONSTRUCTION AND
Ordinance PREVAILING WAGE RATES. Motion declared carried as approved
M -24 -12 unanimously under Consent Agenda.
CONTRACT Moved by Robinson, seconded by Walsten, to concur with Staff
CHANGES/ recommendation to approve the Authorizations of Contract Changes 3 through
TIF #1/ 25 for the Downtown Street Lighting Improvements, Sec -06- 00199 -00 -LS per
DOWNTOWN the agreement with the Illinois Department of Transportation (IDOT), in the
LIGHTING /AGR. amount of $32,842.07 (TIF #1 Fund); and further recommend to adopt
WITH IDOT: Resolution R- 92 -12, A RESOLUTION APPROVING THE EXECUTION OF
Consent THE AUTHORIZATIONS OF THE CONTRACT CHANGES FROM THE
Agenda ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE LIGHTING
IMPROVEMENTS 06- 00199 -00 -LS IN THE AMOUNT OF $32,842.07.

COMMUNITY DEVELOPMENT - Alderman Haugeberg, Chair
COND. USE/ Senior Planner Mangum reviewed his Memorandum of May 30, 2012 regarding
1645 SOUTH a Conditional Use Permit for a Place of Worship, 1645 South River Road, Case
RIVER RD.: #12- 024 -CU. The petitioner is requesting a Conditional Use Permit under
Section 7.3 -6 -C of the 1998 Des Plaines Zoning Ordinance, as amended, for the
establishment of a Place of Worship in the C -3 District. At the May 29, 2012
meeting, the Zoning Board of Appeals recommended (6 -0) that the City
Council approve the Conditional Use permit.
Petitioner Abayomi Joel appeared before the Committee of the Whole to answer
questions from the Aldermen.
Senior Planner Mangum answered questions from the Aldermen.
Moved by Sayad, seconded by Robinson, to recommend to the City Council to
place on First Reading Ordinance Z -20 -12 at appropriate time this evening.
MAYOR MOYLAN ASSUMED THE CHAIR AND DECLARED THE
CITY COUNCIL BACK IN SESSION.
WARRANT Moved by Bogusz, seconded by Haugeberg, to concur with recommendation of
REGISTER: Committee of the Whole to adopt Resolution R- 94 -12, BE IT RESOLVED BY
THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE
Resolution FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE
R -94 -12 MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO
MAKE PAYMENT FOR SAME, AS AMENDED. Total: $10,104,356.98.
