COMMITTEE REPORTS. Alderman Vavrinek, Chariman of the Streets Committee,
reported he had not discussed the request of the Trinity Lutheran Church for signs on
the southwest corner of Lee and Prairie, and the southwest corner of Graceland and
Miner with Alderman Baines. However, Alderman Morava agreed with him to recommend the
granting of the request.
The motion was then made by Alderman Vavrinek, and seconded by Wolf, to
concur in the report. --The motion was voted upon by acclamation, whereupon the Mayor
deolared the motion carried.

Attached herewith is approved draft of a recommendation for minimum
flight altitudes with relation to operation of aircraft leaving and entering the Orchard
Place Airport, in conjunction with the request of the City of Des Plaines for ordinance
material governing the building permits and control.
Please note that the suggested material controls heights only to the
extend of standard permits, but does not exclude special study and consequent issuance
of building permits on the advice of the city engineer and building inspectors-.
It is believed that this general arrangement will prove satisfactory to
all persons in question.
Ple&se advise if a representative is needed to present the case to the
council, orto answer questions on the decisions of the Aviation Committee.

structure heights, with relation to possible hazard in connection with the operation of
aircraft in flight to and from the Orchard Place Chicago Airport, to control properties
under the jurisdiction of the City of Des Plaines, County Cook, State of Illinois.
"Being that the City of Des Plaines is fully aware of the indicated
progress of the Chicago Orchard Place Airport, andbeing in accord with certain safety
measures which for the benefit of both airmen and property owners must be controlled,
and bearing in mind that a Certain ratio of altitudes.is within'an indicated radius
of the airport is recognized, this ratio being stated as one foot up to every fifty
feet forward or the reverse of same, the following restrictions with relation'to"maxi-
mum building heights, smokestacks acid All other vertical structures, are recommended:
That within a radius of one mile, extreme outside boundary of.the
Chicago'Orchard Airport, no vertical structure of any type or kind shall be constructed,
any part of which will exceed a maximum height, including aerials, towers, smokeetacks,
or other attachment thereto, which will exceed a maximum of -forty (40) feet, measured
from the average ground level to the highest part or the structure in question. '
That within a radius -of -over one mile from the Chicago Orchard Airport,
but within a two mile radius of said airport, (same"applies as above, but inserting
the height of 100 feet'instead of 40 feet.)

It is recommended that all building permits meeting these maximum
altitudes be allowed without question, and that all requests for building permits
which exceed the maximum altitude requirements to be filed with application for
approval to the City Engineer and Building Commission then in office under authority
of the City of Des Plaines, County Cook, State of Illinois.
It is understood each of the masimum altitudes considered above and
the content of the rulings herein, can be superseded in all or in part by rulings
of the Civil Aeronautics Board, a U. S. Government Agency controlling the rulings
and enforcements of federal laws."

FREIGHT TRAINS BLOCKING WOLF ROAD CROSSING --BELT LINE. Alderman Harm
reported complaints of trains blocking Wolf Road on the Belt Line of the C. and N.: W.
Railway. He said that he had watched the crossing, and train blocked same for twenty
minutes, and no attempt was made to break train.
The motion was made by Alderman Harm, and seconded by McKay, that the
Clerk communicate with:the Q. and N. W. Railway, informing them that if the blocking
continued, that a letter would be sent to the State Commerce Commission. --The motion
was voted upon by Acclamation, whereupon the Mayor declared the motion carried.

services affect the lives of the people more directly than services performed by any
other governmental agency and are more essential for the production of the revenue
from which all taxes are derived,
WHEREAS, the present 'sources of revenue available to the cities and
villages of the State of Illinois no longer make it possible for them to raise
sufficient money to furnish necessary governmental services,

WHEREAS, in order to keep the earning power of the citizens and business
enterprises of the municipalities at a high level so as to produce sufficient tax revenues
for the needs of the State of Illinois and the municipalities themselves, it is necessary
that municipal services continue to be maintained and expanded,
WHEREAS, the Retailers' Occupation Tax Act enacted in 1933, the Public
Utility Act enacted ih 1937, the Liquor Control Act enacted in 1934 and the Cigarette
Tax Act enacted in 1941 have furnished the state government of Illinois with new and
additional sources of revenue, •
WHEREAS, the aforesaid new sources of revenue have supplied the state
government with a vast amount of money,
WHEREAS, the revenue received by the state government from the aforesaid
sources has spiralled steadily upward ever since the state government began to realize
upon each such new form of taxes,
WHEREAS, cities and villages of this state have received no new forms
of revenue but have been compelled to maintain their governments principally upon
real estate taxes and license fees,
WHEREAS, this steady increase in the amount and forms of taxation from
the people of this state into the state treasury has so increased the amount of taxes
each citizen must pay that it imposes an undue burden and hardship upon taxpayers of
cities and villages to increase real estate taxes and license fees,
WHEREAS, the cities and villages of this state are in acute need of
revenue to furnish their ordinary governmental services, increased by the present
inflationary conditions,
WHEREAS, the taxpayer of any city or village of this state has the right
to insist that every tax dollar paid by him be fairly and equitably allocated between
the state treasury and the treasury of his own city or village,
WHEREAS, the four aforesaid new and additional forms of taxation have
made no such allocation whatsoever,
NOW, THEREFORE, we, the undersigned, do hereby petition His Excellency,
Governor Dwight H. Green, to call a special session of the General Assembly on or before
January 2, 1948, for the specific purpose of enacting legislation whereby the cities
and villages of the State of Illinois shall be allocated an equitable percentage from
any or all of the aforesaid forms of taxes, the proceeds of which are now retained in
full by the State.

The Clerk then read for first reading an. ordinance entitled:
AN ORDINANCE PROVIDING FOR THE
LEVYING OF A SUPPLE%ENTAL SPECIAL
ASSESSMENT TO PAY THE DEFICIENCY
IN DES PLAINES SPECIAL ASSESSMENT
NO. 52693 FOR THE WIDENING AND
IMPROVEMENT OF T;LT,INWOOD STREET AND
OTHER STREETS IN SAID CITY.
The motion was made by Alderman Halverson,and seconded by Morava, to
suspend the rules and pass the proposed ordinance. The Mayor put the question, and
the Clerk called the roll with the following result: Ayes: Aldermen Johnson, Hansen,
Wolf, Kehe, Baines, Harm, McKay, Halverson, and ? rava. Nays: None. --The Mayor
thereupon declared the motion carried, and the proposed ordinance before the Council
for final passage.
The motion was then made by Alderman Kehe, and seconded by Halverson,
to finally pass the proposed ordinance. The Mayor put the question, and the Clerk
called the roll with the following result: Ayes; Aldermen Johnson, Hansen, Wolf,
Kehe, Baines, Harm, McKay, Halverson, and Morava. Nays: None. --The Mayor thereupon
declared the motion carried, and the proposed ordinance passed.
SAFETY COUNCIL RECOMMENDS INCREASE IN POLICEMEN. The Olerk read the
following letter:
SAFETY COUNCIL LETTER

November 16, 1947.
The Safety Council would like to recommend placing two (2) more police-
men on the force, due to the increase of population.
In addition to the above, have two (2) squad cars instead of one on the
streets at all time, to check speeding and protect the general public.

Having,accepted employment outside the City of Des Plaines, it becomes
necessary • for me to resign as.Chairman of the Traffic Commission.
I.have enjoyed working.with you and.the men on the Council and the
other members of the Traffic Commission. It is my .hope they continue to give their
best to.the City of Des Plaines and work out the many difficult and complex traffic
oblems.

MAYOR APPOINTS DES PLAINES BOARD OF REALTORS AS OFFIOIAL COMMISSION
TO STUDY • CITY ZONING. On motion by, Alderman Kehe,,and seconded by Hansen, the appoint-
ment of.the Des Plaines Board of Realtors (an official commission to study zoning of
the City, of Des Plaines) was approved. The commission is going to report hack to the
City Council with recommendations of revising existing zoning laws to meet present day
conditions.
APPROVAL OF MINUTES. The motion was made by Alderman Halverson,,and
seconded • by Hansen, to approve the minutes of the regular meeting of November, 3,. 1947. --
The motion was voted upon by acclamation, whereupon the Mayor declared the motion
carried.
ADJOURNMENT. The motion was made by, Alderman Wolf, and seconded by Kehe,
to adjourn. --The motion was voted upon by acclamation, whereupon the Mayor declared the
motion carried, and the meeting regularly adjourned.
