MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY NIGHT, SEPTEMBER 22, 1947, AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines,
Harm, McKay, Halverson, and Morava responding to roll call.
READING OF CALL. The Mayor instructed the City Clerk to read the
following call and notice of the special meeting:
September 18, 1947.

Dear Sir:
The undersigned Aldermen, hereby call and request that you give notice
of a Special Meeting of the City Council of the City of Des Plaines, Illinois, to be
held on Monday, September 22, 1947, at 8 o'clock P.M. (Daylight Saving Time) for the
following purposes:
1. To reconsider the vote of the City Council taken at the last regular meeting
held on Monday, September 15, 1947 on the question of adopting an ordinance
amending the Liquor Ordinance pertaining to license fees, limitation of number
of taverns, sales to minors and unobstructed view from the streets.
2. To adopt an ordinance amending the Liquor Ordinance pertaining to license fees,
limitation of number of taverns, sales to minors and unobstructed view from the
streets.
3. To transact such other business as may lawfully come before the meeting.
This meeting is requested because the Mayor should have voted on the
adoption of the ordinance acted upon at the last regular meeting held September 15, 1947,
after the roll call showed 5 )(oyes and 4 Hayes; that upon failure to call upon the Mayor
to cast his vote, he was deprived of his duty to vote as required under Section 9-44
of Chapter 24 of the Illinois Revised Statutes of 1945 which reads as follows:

"The.Mayor shall preside at all meetings of the City Council.. He shall not
vote on any ordinance, resolution or motion except: (1) where the voteof
the Aldermen has resulted in a tie; or (2) where one-half of the Aldermen
elected have voted in favor of an Ordinance, resolution or motion even though
there is not a tie vote. In both instances specified, the Mayor shall vote***."

Saving Time) in the Council Chambers, Municipal Building, Des Plaines, Illinois,
for the following purposes:
1. To reconsider the vote. of the City Council taken at the last regular meeting
held on Monday, September 15, 1947 on the question of adopting an ordinance
amending the Liquor Ordinance pertaining to license fees, limitation of
number of taverns, sales to minors and unobstructed view from the streets.

reconsider the vote of the City Council taken at the last regular meeting held on

to minors and unobstructed view from the streets. The Mayor put the question, and the
Clerk called the roll with the following result: Ayes: Aldermen Johnson, Hansen,
Vavrinek, Kehe, Baines, Harm, Halverson, Morava. Nays: Aldermen Wolf and McKay. The
Mayor thereupon declared the motion carried.

After carefully considering the matter, the Board of Health respect-
fully recommends that the City Council take up this issue and formulate a program
which will eliminate this nuisance, such program including the weeds on vacant lots
and corners.
