MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN
COUNCIL CHAMBERS, MONDAY EVENING, AUGUST 25, 1947,
AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines,
Harm, McKay, and Morava responding to roll call. Alderman Halverson was absent the
entire meeting.
STORM SEDERS: The Mayor informed the Council that the meeting had
been adjo ned to this date with the intention of taking some action on the south
side stor.pri.p that he would have City Attorney Opeka give the Council information
on this project.
Mr. Opeka said that Chapman and Cutler would not approve any sewer
revenue bonds where the City intends to place the revenue on only part of the City.
The Supreme Court not having given a decision on bonds for part of a sewer system,
that on a City wide Revenue Bond issue they would issue an opinion.
After about an hour of discussion of the Council with further informa-
tion from the City Attorney, Engineer Fletcher suggested that with the amendments to
the State Law on Special Assessments passed this year, he thought assessment bonds
could be sold. He also stated that the City proceed with the project by Special
Assessment. --The motion was then made by Alderman Harm and seconded by Vavrinek that
Storm Sewers be referred to the Finance, Water, and. Sewer Committees and that the
City Attorney should study and report back at the earliest date possible regarding
this matter. The motion was voted upon ? y acclamation, whereupon the Mayor dedlared
the motion carried.
EARL WARNICKE APPOINTED SUPERINTENDENT OF PUBLIC WORKS: On -motion by
Alderman Kehe, and second by Vavrinek, the appointment of. Earl Warnicke as Superin-
tendent of Public Works was approved.

NOTICE OF REDUCTIONS IN APPROPRIATIONS
SENATE BILL 661 -
EFFECTIVE JULY 1, 1947
August 15, 1947
The 64th General Assembly under Senate Pill. 303 appropriated. $750,000
to Cointies and $3,237,500 to Municipalities, for plan preparation. These appro-
priations expired on June 30, 1947.
The 65th General Assembly, under Senate Bill 661, reappropriated all
unexpended balances under Senate Bill 303, less 350,000 to Counties and less $300Q00
to Municipalities.
Therefore, it became necessary to recompute the apportionments for
.each Local Agency affected. The statement below indicated the reduction made in ,
your apportionment as of July 1, 1947.
Please preserve these figures for future guidance, in checking pay-
ments or in making application for fun(l.s for new projects.

ADJOURNMENT: The motion was made by Alderman Kehe, and seconded
by Baines, to adjourn. The motion was voted upon by acclamation, whereupon the
Mayor declared the -motion carried and the meeting regularly adjourned.
