CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided; with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines,
Harm, McKay, Halverson, and Morava responding to roll call.
OFFICIAL REPORTS: City Engineer Fletcher reported having written to
the Chief Engineer of the C. & N.W. Railway and received the following reply:

Gentlemen:
We, the undersigned, having met together and organized the Des Plaines
Municipal band request recognition by the Des Plaines city council and also petition
them for funds to carry out a concert schedule during the year 1948.

In the early part of 1947 we met and discussed the advisability of a
Municipal band and after several meetings decided that the plan was feasible. Des
Plaines is the residence of many professional and semi—professional musicians, who
upon being approached with the plan were enthusiastic in their approval. We think
there is a definite place in the community for a group of this kind. Civic events
such as parades, Memorial day, the Fourth of July, Armistice day etc., are never quite
complete without a bandand it would give much credit and honor to Des Plaines if it
had its own Municipal band in such events.
In addition to the foregoing annual events we propose a series of 10
or 15 summer conceits to augment the present High School series. We wish to stress
at this poiht the quality of these concerts. The band is being made up of a small
but competent group of adult professional musicians from the Des Plaines area. In
this way the cost is kept at a minimum and the quality at a maximum.
We have visited several neighboring Municipal bands and have
patterned our Constitution and By—Laws after a composite of those we saw. We
have emphasized this group as a community project and it is not our intention for
any person to make any money from it. In drawing up a budget we have endeavored to
set a wage scale that would be as low as possible and yet would attract and hold
good musicians.
We do, therefore, petition the council to read the attached Proposed
Budget and act accordingly.

The Cumberland Maintenance Corporation wishes to call your attention

to a dnagerous and hazardous condition of the sidewalk on the south side of Golf Road
between 5th and 6th Streets, where the sidewalks have sunk as a result of excavating
for laying of a gas line.
This work was performed by Public Service workmen) and we therefore
consider that it is the Company's responsibility to eliminate that dangerous condition
by restoring the sidewalks to the proper level.
We shall greatly appreciate your attention to this matter.

APPLICATION OF BUS LINES—ILLINOIS COMMERCE COMMISSION: The Clerk
reported having received three notices of applications of Bus lines for transportation
to the various Horse—Race tracks in this territory. The Mayor informed the Council
that the City Attorney would attend the hearing.
PETITION FROM PEOPLE ON ORCHARD COURT FOR STREET LIGHTS & IMPROVEMENT
OF STREET DRAINAGE: The Clerk then read the following petition:

WE, THE UNDERSIGNED, REQUEST THAT THE FOLLOWING ACTION BE TAKEN BY THE CITY OF
DFS PLAINES, ILLINOIS:
I. ESTABLISH A STREET LIGHT OR LIGHTS FOR THE NORTHERN PART OF ORCHARD COURT.
This section, consisting of at least twelve homes, is in total darkness. With
the C & NAV track men and. burns from the railroad nearby, we feel it exceedingly
.important for the safety of our families and ourselves to have a light available.
The absence of a light also impairs the safety of our homes and families by not
warning drivers not belonging in the court in sufficient time that the street has
two sharp turns.

II. IMPROVE STREET DRAINAGE IN THE NGRTTERN SECTION OF ORCHARD COURT.
Rain water and sprinkling water remains on the street for several days. This
impairs the health of the children who insist or playing and splashing in this
stagnant water. The spreadof childrri s diseases could be accelerated by this
unsightly accumulation of water.
(Thirteen residents of Orchard Court signed this petition.)
The Mayor referred the petition to the Streets and Sewer Committees.
RESIGNATION OF DEPUTY CLERK TERI LUCEY: The Clerk read the follow—
ing letter:

Esteemed Members of the City Council
City of Iles Plaines, Illinois
Gentlemen: -
In my quest for further knowledge, I have decided to return to college
to complete my last two years' work.- Thus it is that I shall. resign my position as
Deputy City Clerk of our City effective the first of September.
Having been with the City since I was fifteen years of age (which
makes me one of the old—timers), I fee]. that these four years are priceless, inasmuch
as I have grown up along with Des Plaines, giving me a better understanding of just
how much it does represent.
I have enjoyed learning the little intricacies which comprise the
office routine, realizing how dependent the various departments are upon each other,
with the City Clerk's office being the nucleus of City management and affairs.
Needless to say, I shil always remember the pleasant surroundings
in which I have worked, made possible because of the fine caliber of men elected to
office and the fine selection of employees with whom I have worked.
My thanks to you, Mr. Henrich, for being the understanding and able
City Clerk, always trying to do what is best for everyone concerned.

Deputy Clerk and said he regretted the loss of her service. The Mayor instructed

Mr. Krippen explained he is interested in moving because the proposed
new super -highway will pass through his property; and although he has been given to
understand he will have from two to five years to relocate nevertheless he feels it
wise that he start search for another building or site now. A building of at least
10,000 square feet floor space is required, or a site to adequately accommodate a
structure or structures to provide that much room or more.
Mr. Kripper has been informed that there is no building available in
Des Plaines at present but that it might be possible for him to secure a site in or
near the City; that he get in touch with our Mr. Scharringhausen when both have an
.afternoon available and come to Des Plaines and look over possibilities. When appoint-
ment is made and if Mr. Scharringhausen will advise the members of the Municipal Develop-
ment Committee the Committee will try to be present.
It is the judgment of your Committee, basee on inspection made by its
Chairman and his interview with the Messrs. Krippen, that this business project would
be anasset to the City of Des Plaines if it were properly located therein or nearby,
as would the acquisition as residents in the community of gentlemen of the calibre of

In view of the above report I hereby recommend that the capacity

It is with justifiable pride that we point out the fact that we have
not curtailed sprinkling or the use of water in any way. While the City of Chicago
and other cities supplied with Chicago water were hard pressed to keep up adequate

The motion was made by Alderman Kehe, and seconded by Harm to adopt the
said resolution. The Mayor put the question, and the Clerk celled the roll with the
following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, Harm,
McKay, Halverson, and Morava. .Nays: None. The Mayor thereupon declared the motion
carried.
OPEN BIDS FOR LIGHTING SYSTEM**S. B. I. ROUTE #th:. The Mayor informed
the Council a motion was in order to open the bids for lighting system on S. B. I.
Route No. 46. The motion was made by Alderman Vavrinek, and seconded by Baines, that
the Clerk proceed to open the bids for lighting system. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried and he inquired if there
were any more bids.

The Mayor referred the bids to the Street Committee and declared a
recess for to Committee to study and report. The Mayor called the meeting to order
again after the Committee reported back. The motion was then made by Alderman
Vavrinek, and seconded by Baines to award the bid to the Commercial Light Company,
the lowest bidder amount of $10,271.84 subject to approval of State Highway Department.
The motion was voted upon by acclamation, whereupon the Mayor declared.the motion
carried.
The motion was made by Alderman Vavrinek, and .seconded by Kehe, that
the City Clerk return the checks of the two companies not awarded the bid. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion carried.
WOODLAWN AVENUE RAILROAD CROSSING: On motion by Alderman Harm, and
seconded. by McKay, the City Clerk was instructed to write the Milwaukee, St. Paul, and
Sault Ste. Marie R. R. Co. asking them to improve their crossing at Woodlawn Avenue.
The motion was voted upon by acclamation, whereupon the Mayor declared the motion
carried.
APPROVAL OF MINUTES: Alderman Halverson made the motion, which was
seconded by Morava, that the minutes of August 4, 1947, be approved as written. The
motion was voted upon by acclamation, whereupon the Mayor declared the motion carried
and said minutes approved.
ADJOURNMENT: The motion was made by Alderman Morava, and seconded by
Halverson to adjourn the meeting to Monday, August 25, at 8:00 P. M. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion cartied and the
meeting adjourned, until Monday, August 25, at 8:00 P. M.
