08/04/1947655 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS, MONDAY EVENING, AUGUST 4, 1947. AT 8:00 P. M. CALL TO ORDEtt: The meeting was called to order by Mayor G. Walter Pflughaupt, who presided, with Aldermen Johnson, Hansen, Wolf, Baines, Harm, McKay, and Morava responding to the roll call. Aldermen Kehe and Halversen were on vacation, while Alderman Vavrinek arrived after the roll call. (In the absence of City Clerk Henrich who is vacationing, Deputy City Clerk, Lucey, assisted at the meeting.) OFFICIAL REPORTS: The Deputy submitted the reports of Electrical Inspec- tor A. Rieck, Electrical Inspector F. F. Scharringhausen, and City Clerk Otto Henrich for the month of July. The June and July reports of City Treasurer H. J.'Ahbe were also presented. Scharringhausen Building Inspector City of Des Plaines, Illinois As this ten year report is a record of the Building Inspector's ten years of continuous service to the City, the Mayor ordered said report placed on file. CITY ENGINEER'S REPORT: City Engineer Fletcher reported that no action had been taken by the Division Engineer regarding the railroad crossings and suggested that either the City Clerk or himself be authorized to write to a higher authority, e. g. the Chief Engineer of the Chicago Northwestern Railroad, and cite the case. The Mayor instructed the City Engineer to write the letter and get some action. 656 CITY ATTORNEY'S REPORT ON SOUTH SIDE STORM SEWERS: City Attorney Opeka reported regarding the south side storm sewers. He said that about 1/3 of the City's population was involved in the obtaining of a list of the property owners on the south side, and he expected to h=ve a list of thn property owners within a week or ten days. -PUBLIC RELATIONS COMMITTEE REPORT: The following letter was then raad: July 9, 1947 The Hon. G. Walter Pflughaupt Mayor of Des Plaines City Hall Des Plaines, Illinois Dear Mayor Pflughaupt: On June 19th I wrote you about the Women's Auxiliary of St. Francis Hospital in Evanston planning to hold. a Tag Day on September 3rd of this year. We then asked for permission of the municipal government of Des Plaines in which the members of the Auxiliary expect to operate on the proposed Tag Day. To this day we have had no response to our inquiry and we now write to learn if any action has been taken or will be toward granting this request. We do not wish to give the impression of pressing this matter, because there may not have been time for you to take action on this matter. However, the Women's Auxiliary of St. Francis will greatly appreciate receiving, at your earliest convenience, an answer to their request. The city of Evanston, the town of Glenview and Ward 39 of Chicago have already granted the Women's Auxiliary permissionto hold the Tag Day on September 3rd. Very truly yours, Irving Perril)., M. D. IP:mk General Chairman The Chairman, Alderman Harm, then made the motion that the council concur in his committee's recommendation that the City grant approval for holding the Tag Day as requested. The motion was seconded by McKay and the motion was then voted upon by acclamation, whereupon the Mayor declared it carried. STREETS AND SANITATION COMMITTEE'S REPORT: Alderman Vavrinek, Chair- man of the Streets and Sanitation Committee, reported that the marking of the City streets would be completed within the next few days. SECOND READING##ORDINANCE: The Deputy then read for second reading, the following ordinance entitled: AN ORDINANCE AMENDING SCHEDULE II OF AN ORDINANCE ENTITLED "AN ORDINANCE REGULATING TRAFFIC UPON PUBLIC STREETS, BOULEVARDS AND ALLEYS WITHIN THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS AND REPEALING ALL ORDINANCES OR PARTS OF ORDTNaNCES OF THE CITY OF DES PLAINES IN CONFLICT HER.E- WITH" AS AMENDED. The motion was made by Alderman Johnson and seconded by Vavrirek, that the ordinance be adopted by the City. The Mayor put the question and the Deputy called the roll with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Baines, Harm, McKay, and Morava. Nays: None. Absent: Two. The Mayor declared the motion carried and the ordinance finally passed. The motion was then made by Alderman Johnson and seconded by Wolf that the ordinance be published in the Suburban Times. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. INSTALLATION OF PUMPS: Alderman McKay asked what action had been taken by the Sanitary District regarding the City's request for installation of pumps. City Engineer Fletcher said he had no recent letters, and thought the Sanitary District should be contacted again. The Mayor instructed the Deputy to check the files and then address a letter to the Sanitary District. SMITH AND HILL PLAT: The Deputy then read the following letter: (SMITH AND HILL PLAT CONT'D.) City Council of the City of Des Plaines, Illinois Gentlemen: August 4, 1947 The City Plan Commission has approved the Smith and Hill "Park Ridge Manor No. 2" plat. Q 1 AVIATION COMMITTEE REPORT: The Deputy then read the following: August 1, 1947 The Honorable Mr. Pflughaupt, Mayor of the City of Des Plaines, Ill. Dear Sir: Following through on the Sunday Tribune announcement of July 27th, 1947, with regard to the notice of the Douglas Field plans, the following information was made where about 1500 acres would be added to the present airport site. This state- ment is now countermanded with new information --with an expected acquisition of 5400 acres to a final 6900 acres to be included in the new airport. Past information also stated that the new airport to be completed by 1955 would total $50,000,000. This sum has been extended to an estimated $75,000,000 and if the past progress is any indication of a firal figure, we may expect it to go as high as $100,000,000. Layman gossip of a new plan for super airport to be located south of Chicago has no foundation. There is no doubt but what the plans for Douglas are now in the final stage with all committments in, with CAA approval on hand, and lay -out approved. A co-ordination of county, state, township and federal surveys are now under way to tie in with all departments. A recommendation that our city engineer check with the surveyors now on location at Douglas to tie their plans with city boundaries seems to be in order. The last report carried the notice of the committee resolutions to co-operate with the airport program so as to take advantage of what ever features are offered for our community's benefit. The committee is watching the progress closely. Additional reports will follow. Prospect Road. Said culvert to be 12" in diameter, 50' long and constructed of R. C. P. or C. M. P.," as requested by City Engineer Fletcher. The motion was made by Alderman Baines and seconded Ly Vavrinek to accept the permit. The motion was voted upon by acclamation, whereupom the Mayor declared the motion carried. WATER -SEWER REQUEST BY HUNTING: The Deputy then Read: 657 658 (MATER#SEWER REQUEST LETTER. CONT'D) 1417 Campbell Ave. Des Plaines, Ill. August 4, 1947 To the Honorable Mayor and Members of the Des Plaines City Council Gentlemen: Due to the fact that there are no water and sewer pipes extending down Stewart Ave. from River Road east it is my desire and also that of Mr. Wm. Kurth of 1120 N. Leclair Ave., Chicago, to have the city council grant us the privilege of having the necessary water and sewer pipes laid as soon as possible. It is our understanding from City Attorney Opeka that it is possible for us to enter into a contract with the city of Des Plaines which will enable us to have the necessary water and sewer pipes laid by private contract and that the city will prohibit any other property owners from tapping in to the lines without their first paying their prorata share (based onyour special assessment proceedure) of the original cost of laying the water and sewer pipes plus accumulatedinterest on such costs prorated. I believe City Attorney Opeka will state to the city council that this proceedure is legally 0. K. Both Mr. Kurth and I are desirous of having the city council instruct the city attorney to draw up such a contract and we shallappreciate your favorable vote on this matter tonight, due to our desire to contract immediately for the laying of the water and sewer. It is our further desire that, the council have the proper committee check over the matter of the city having the necessary water and sewer pipes laid down Stewart Avenue from River Road (center) east 300 feet and that the committee recommend that this improvement be put through your regular special assessment pro— ceedure. The writer will guarantee a purchaser for the bonds necessary for such improvements. Respectfully submitted, C. R. MANUFACTURING CHEMISTS COMPANY SEEKS SITE: The Deputy then read: July 31, 1947 Mayor and City Council City of Des Plaines, Illinois Gentlemen: I had a call today for a site for a bui.ldirg, or if building already constructed from 10,000 to 15,000 square feet is available, so much the better.. Business is Manfacturing Chemists, now located at 6719 N. Frynmahr Avenue operating as L. R. Allen, Inc. Office, phone Newcastle 3097. Stewart S. Krippen, residence phone Newcastle 1852. They invite the committee to visit their present plant to determine whether they would permit a plant to be built andoperated in Des Plaines. Switch track desireable, but not the controlling factor as merchandise can be trucked as well. They were located at Rodgers Park for 6 years, Ravenswood for 22 years, and Norwood Park for 20 years. Approximately 20 people employed at present. Please take up with the Municipal Developement Committee; then if agreeable, locate site also, whom to contract re: purchase of property. REVEREND LINDEN'S GOLDEN JUBILEE: The Deputy then read: July 11, 1947 The Honorable Mayor and City Council City of Des Plaines, Illinois Gentlemen: On August 10, this parish will celebrate the Golden Jubilee of the ordination of its Pastor, Reverend John Linden, who has served it during almost the entire span of his ministry. 1 (REV. LINDEN'S GOLDEN' JUBILEE CONT'D.) Plans have been consummated to publish a jubilee memorial book to commemorate the occasion. Space in this publication is being made to those who wish to join in extending their felicitations and congratulations to the jubilarian for hic fruitful years of service tc church and community. Inasmuch as the city is unable to express its good wishes in a monetary manner, Alderman Raines made the motion, which was seconded by golf, that a letter be written to the celebrant giving the City's felicitations on his jubilee. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried, and he instructed the Deputy to write the letter. The Mayor thereupon declared the motion carried. HUGO LIEDBERG RESIGNATION: Mayor Pflughaupt then informed the Council of his receiving notice of the resignation of Hugo Liedberg, 1300 River Drive, from the Architectural Commission as of August 1st, 1947. The Deputy was instructed to write a letter to Mr. Liedberg, thanking him for his time and interest shown in the development of our City. Mayor Pflughaupt thereupon appointed Clifford Carlson, 551 Arlington, to fill the unexpired term in, the Architectural Commission for Mr. Liedberg. Alder- man Johnson made the motion, which was seconded by Wolf, to concur in the Mayor's recommendation. The motion was voted upon by acclamation, whereupon the Mayor declared' the motion carried. The Deputy was instructed to advise Mr. Carlson of his appointment. WILLOW STREET FOUNDATIONS: Alderman Hansen brought to the attention of the Council the broken and partly filled foundations on Willow Street between Laurel and Graceland Avenues. The Alderman recommended the property be graded to make it safe. The motion was made by Alderman Hansen, and seconded by Johnson that the Superin- tendent of Public Works be instructed to grade these foundations. Alderman Baines questioned if the owners had been notified, and Alderman Hansen replied that after extensive searching it "seems there are no owners". The Mayor suggested that the Superintendent of Public Works also give an itemized statement of casts involved in grading to the City Clerk for future reference, should the property owners be located. The motion was then voted upon by acclamation, whereupon the Mayor declared the motion carried and said letter to be written. 1 RAILROAD IMPROVEMENTS: Alderman Baines then commented on the C. N. W. R. R. improvement of the right-of-way by laying the dust, and their improvement of the sidewalk crossings. On his motion, which was seconded by Johnson, the Deputy was instructed to write a letter to the proper authority commenting on the improvements. The motion was made by acclamation, whereupon the Mayor declared the motion carried. APPROVAL OF MINUTES: Alderman Johnson made the motion, which was seconded by Hansen, that the minutes of the meeting of July 21, 1947, be approved as written. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried and said minutes approved. At this point, the motion was made by Alderman Baines, and seconded by Wolf, to put in writing the City"s thanks to Mr. Scharringhausen, Building Inspector, for his ten years record with the City. The motion was voted upon by -acclamation, whereupon the Mayor declared the motion carried and the Deputy so instructed. ADJOURNMENT: Alderman Vavrinek made the motion, which was seconded by Baines, to adjourn the meeting. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried, and the meeting regularly adjourned. DEPS 1
