Gentlemen:
I hereby respectfully request that H. A. Dooley and Smith and Hill
by authorized to supply Des Plaines City water from water supplied to the above
through block meter to my residence located on the north side of Dempster Street
east of Rand Road on property described as follows:
"That part of Lot 6 in the Garland Estate Division of Lands
in Sections 16 and 21, Township 41 North, Range 12, East of
the Third Principal Meridian, bounded and described as follows:
Beginning at the North East corner of Lot 6; thence South along
the East line of the South East quarter of Sec. 16, 473.05 feet
to the South line of the South East quarter of Sec. 16; thence
West 519.25 feet along the South line of the South East
quarter of Sec. 16 to a point in the center of the ditch of
Brainage District No. 2; thence North Easterly in the center of
the said ditch 708.14 feet to the place of beginning; in
Cook County, Illinois, except the East 164.14 feet thereof."

The Mayor pro tem, Kehe, referred the letters to the Water Committee.
The motion was made by Alderman McKay and seconded by Morava that if
Bennett construction Company did not start construction by July 9, the Building
Inspector was to cancel the permits and the Superintendent be informed to take
action voted at a previous meeting. The motion was voted upon by acclamation,
whereupon the Chair declared the motion carried.
APPROVAL OF MINUTES: The motion was made by Alderman Baines and
seconded by McKay to approve the minutes of June 16, 1947. The motion was voted
upon by acclamation, whereupon the Chair declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Halversen and
seconded by McKay to adjourn. The motion was voted upon by acclamation, where-
upon the Chair declared the motion carried and the meeting regularly adjourned.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS, MONDAY
EVENING, JULY 21, 1947, AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor Pro Tem
Henry Kehe with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, McKay,
Halverson, and Morava responding to roll call. Mayor Pflughaupt and Alderman
Harm were absent due to vacations.
OFFICIAL REPORTS: The City Clerk submitted the cash and dis-
bursement report for the first six months of 1947.
City Attorney, Opeka, reported he had a staff working on the
notification of property owners on south side storm sewer.
City Engineer, Fletcher, reported that he received notice from
the C. & N. W. Railway that they were short of rails, so the new crossings
would not be completed at present. The engineer said he would try to have a
meeting with the C. & N. W. Railway officials and Milburn Brothers to see if
some of the crossing construction could be completed.
Building Inspector, Scharringhausen, reported that the Bennett
Construction Company had completed five of their foundations and intend to
complete the two remaining this week.
COMMITTEE REPORTS: Alderman McKay made the following report:

Report on proposed re -zoning of
1901-3, 1915 and 1921 Maple Street.
Mayor and City Council, City of Des Plaines, I11.
The Municipal Development Committee held a meeting on this matter
on July 14th, 1947.
Present: Full Committee and City Attorney Opeka.
Also the following interested persons.
For the re -zoning: Messrs. Richard Newford

Opposed to the re -zoning:
Messrs. R. G. Foote
B. M. Gardner
J. A; Zolen
The matter was discussed freely among those present, and it was
brought out by City Attorney that the change in classification requested, from
Class A single family dwellings to Class B Multiple family buildings even if
recommended by the Zoning Board and approved by the Council, would not solve
the problems involved. It was also explained that the City could require the
owners of the property not conforming with the zoning regulations now in effect
=Y -S to remove any construction or conditions not permitted under such regulations.
It finally developed that Messrs. Newford, Stephans, et. al. were
dtt not particularly desirous of re -zoning at all if some action could be taken
whereby the property owners involved could be relieved of the difficulties
which they had brought upon themselves by not observing the zoning regulations.
Those present representing the opponents to any change in zoning
classification, viz. Messrs. Foote, Gardner, and Zolen, agreed they were not
desirous of having any severe hardship visited upon their neighbors --that they
would be satisfied with any arrangement that might be effected which would not
involve change in the status of any of the territory in their section now
classified as A single family dwellings, and which would restrict the violations
now existing to their present limits. Mr. Foote turned over to the committee a
petition opposed to the requested re -zoning, carring 234 names and representing
about half that number of properties. Said petition attached hereto.
We are returning herewith the recommendation of the Zoning Board
bearing on this matter and which recommends that the petitions to re -zone from
rresent classification A single family dwellings to class B multiple family
buildings, be denied.
It is the recommendation of this committee that the recommendation
of the Zoning Board be concurred in, and I now move for such concurrence.

The motion was made by Alderman McKay and seconded by Halverson
to concur in the report. The motion was voted upon by acclamation whereupon
the Chair declared the motion carried.
Alderman McKay made the following report:

Mr. Mayor and City Council:
Supplementing report just rendered on the proposed re -zoning of
several properties in the 1900 block of Maple Street, the Municipal Development
Committee further recommends that the offending residential conditions now
existing at 1901-3, 1915 and 1921 Maple Street be considered as of non -conform-
ing use under the zoning regulations; that where it is necessary to proceed
with any operation now under way in order to complete and make same presentable,
due permission be granted; that the zoning regulations be enforced -in connection
with any activities of a commercial nature on any of the premises in question;
and that the Building Department and all concerned be promptly informed by the
City Clerk in writing of the non -conforming usage permission hereby granted and
of the recommendation with respect to commercial irregularities.
Mr. Mayor and aldermen; I move concurrence in this recommendation.

STREET COMMITTEE REPORT: Alderman Vavrinek reported that the
re -surfaced streets are now'in condition for the white lines to be marked on
the business streets next week.
Alderman Vavrinek reported the State approval of estimate on
Manheim "S" curve lighting, and made the motion which was seconded by Wolf to
advertise for bids to be returned on August 18, 1947, at P:00 P.M. The motion
was voted upon by acclamation, whereupon the Chair declared the motion carried.
PUBLIC. RELATIONS COMMITTEE: Alderman Morava reported that the
Bus Strike -was ended. He also reported that the railroad tracks were oiled.
DES PLAINES SAFETY COUNCIL LETTERS: The Clerk read the follow -
ing letter:

Gentlemen:
July 19th, 1947
The Safety Council received several suggestions at our last meet-
ing and which require your attention, therefore we are writing you concerning
same.
ITEM 1 - arrange for painting signs on all streets leading
to all schools marked "Slow -- 15MPH". This to be
done prior to reopening of schools in September.
ITEM 2 - repainting white lines on Miner and Ellinwood
Streets in business district for parking.
ITEM 3 - Place "No Parking" signs within the area of the
"S" curve on Manheim Road, due to the heavy
traffic in that vicinity.
On May 15th we wrote your council directing attention to a
parking problem brought up at our meeting at that time --the suggestion made
was to put gravel along the railroad parkway between Lee and Graceland Streets
and from Pearson to Des Plaines.Ave., also if the City did not have sufficient
funds to promote this project, it was thought that a special bond issue could
be raised to cover the cost.
At that time we sent a copy of the letter to the Chamber of
Commerce asking them to cooperate with the City on this matter.
Up to the present writing we have heard nothing from either
bodies and would like to know what action has been taken.

The Chair referred item one and two to Public Protection Committee.
The Clerk was instructed to write the Safety Council that item two will be com-
pleted next week, and on May 15th the letter was referred to the Traffic Committee.
Alderman McKay informed the Council that Mr. W. Tallant desired a
letter about declination of A. Ahrens' Subdivision Plat. He said both gentlemen
received a letter from the City Clerk informing them of the reason for declining
same, but Mr. Tallant would like a letter stating whether the City would furnish
the subdivision water that the plat would be approved.. Alderman McKay made the
motion, which was seconded by Johnson, that the City Attorney write the letter.
The Chair, being unable to decide on the voice vote, instructed the Clerk to
call the roll with the following result: Ayes: Aldermen Johnson, Hansen, McKay,
and Halverson. Nays: Aldermen Vavrinek, Wolf, Kehe, Baines, and Morava. The
Chair, thereupon, declared the motion lost.
COMMERCE COMMISSION HEARING ON INCREASED SUBURBAN FARES: The
Clerk read a letter from the Illinois Commerce Commission regarding a hearing
to be held September 9, 1947, at 10:00 A. M. (D.S.T.) regarding the increase
of passenger fares in the Chicago Suburban Area.
The Motion was made by Alderman Baines and seconded by Wolf, that
the City Attorney represent the City of Des Plaines to protect the increase.
The motion was voted upon by acclamation, whereupon the Chair declared the motion
carried.

METHODIST CHURCH LETTER ON TAVERNS: The Clerk read the Following
July 14, 1947
To the City Council
Des Plaines, I1).
Gentlemen:
The Official Board of the Methodist Church of Des Plaines, in recent
session, ordered an expression of commendation sent to the City Council in recog-
nition of your rejection of the 3 liquor license applications.
It is understood that there is now under consideration, a proposed
change in ordinance designed to accommodate a total of 16 taverns instead of the
thirteen now operating.
This official Pody cannot concede that 16 -taverns would in any
case be better for the civic health of Des Plaines, than the present -number now
doing business, ror does it believe than B constitute a "monopoly" and 16 would
not.
Itasks therefore, that the question of the proposed charge be
resolved on a basis of the greater good for the people of Des Plaines and not
with a futile attempt to satisfy the liquor industry, whether that selfish
business be represented collectively or individually.
"Te remind that an active Christian conscience if it cannot
immediately eradicate an undesireable situation will at least hold the line
to retard further malignant growth.
Our official body feels that the City Council by its deliberations
can go far toward making our city, one of which to be proud, rather than allowing
it to become a quick stop, tank up, race out sort of location on the way to more
desireable residential communities.

The motion was made by Alderman McKay and seconded by Halverson, that
the proposed resolution be adopted with the exception of eliminating the Police
Department of Dover Publications for $4.10. The Chair put the question and. the
Clerk called the roll with the following result: Ayes: Aldermen Johnson,
Hansen, Vavrinek, Wolf, Kehe, Baines, McKay, Halverson, and Morava. Nays: None.
The Chair thereupon declared the motion carried, and the proposed resolution was
adopted with the item eliminated.
Alderman McKay reported streets in Cumberland Terrace in need of
repair. Alderman Halverson said some of the streets south of Oakton also were
in need of repair, but he knew the Street Fund was low and that Alderman Vavrinek
intended calling a meeting about same.
APPROVAL OF MINUTES: The motion was made by Alderman Halverson,
and seconded by Johnson, to approve the minutes of July 7, 1947. The motion was
voted upon by acclamation, whereupon the Chair declared the motion carried.
Alderman Johnson reported about the condition of property west
of underpass on Northwest Highway, known as Robert J. Kerr Company. He also
wondered about additions to building. The motion was made by Alderman Johnson,
and seconded by Baines to refer the matter to the Municipal Development Committee
to investigate and confer with the County Zoning Board. The motion was voted
upon by acclamation, whereupon the Chair declared the motion carried.
Mayor Pro Tem, Henry Kehe, asked the Council and the City Attorney
to meet in the Mayor's Office after the regular Council meeting to discuss the
finances.
ADJOURNMENT: ,The motion was made by Alderman Baines, and seconded
by Vavrinek, to adjourn. The motion was voted upon by acclamation, whereupon
