Valstnik, 1699 Van Buren Avenue, Des Plaines, Illinois, for a variation of the zoning ordinance to permit him to erect an enclosed stairway on 'the west side of his building on the following described property: Lot 32 block 6 in Arthur McIntosh ez Co., Des.Plaines Heights known as 1699 Van Buren Avenue. so that the egress to the second floor apartment will conform to the fire codes (ZONING LETTER CONT'D.) 1. The purpose of this meeting was to consider the reclassification of the above property from its presence class A to class B multiple family buildings. You will note that there are three independent owners involved. The owner of lots 1901-1903 is Louis Esser, who described his property as being 172 feet wide by 800 feet long, the 800 feet extending from Maple Avenue towards River Road. At 1903 Maple Street there is a two family residence while at the address of 1901 there is a two car garage with a residence over the garage. This garage is used for commerdial purposes. 64(3 (RECOE ENDATIoN CONT'D.) The property at 1915 Maple Street is owned by Richard Newford. This lot is 65 feet wide and 400 feet long. There is a two -car garage on this same property that is in the process of being converted into an apartment above the garage. Mr. Newford admitted repairing automobiles for a fee. This is a commercial enterprise. The third property at 1921 Maple Street is owned by George Stephens whose lot is 58- feet wide and 200 feet long. There is a single family house and a three room cottage, that was converted from a chicken house on this property. While the whole area east of Maple Street to River Road, with the exception of the buildings described above, is vacant, the properties do not run continuously to the same depth. Since these properties are of various dephts and cross north and south streets, we feel that it would not be for the best interests to grant a re -zoning such as requested. We, therefore, recommend that the petition to rezone from present Class A single family dwellings to Class B multiple family buildings be denied. The motion was voted upon by acclamation whereupon the Chair declared the motion carried. PASS ORDINANCE VACATING PART OF RIVER DRIVE: Mr. Charles R. Hunting having presented a quit -claim deed for a piece of land from Stuart Avenue to the river as requested, the motion was made by Alderman Johnson and seconded by Halverson to pass the ordinance vacating part of River Drive. The Chair put the question and the Clerk called the roll with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, McKay, Halverson, and Morava. Nays: None. Absent: Alderman Harm. COMMITTEE REPORTS: WATER, SEWER, AND PUBLIC BUILDINGS. Alderman Halverson reported they had trouble with the electric wiring at new well, but expect to have it completed in a few days. The motion was voted upon by acclamation, whereupon the Chair declared the motion carried. ing report: MUNICIPAL DEVELOPMENT COMMISSION: Alderman McKay made the follow - Des Plaines, July 7, 1947 Honorable Mayor and City Council: With reference to the letter from the Cumberland Maintenance Corporation, attached, complaining of condition in the vicinity of Central and Rand Roads adjacent to the City of Des Plaines. We have visited the location in question and find that the situation is disconcerting in that several buildings are being or have been erected that appear to be large double garages but which are evidently intended to be the permanent homes of those who have built them. We are advised that this territory, that is the wedge between the upper end of Des Plaines and Mt. Prospect and also the land north of Central Road and east of Mt. Prospect is zoned as R-4 and if these people observe the set -backs and other provisions of the R-4 zoning ther is nothing we can do about it at present, assuming of course that they have necessary permits. Secretary of the Zoning Board of Appeals advises me he will have Mr. Mullins investigate to see if there are any violations of zoning. We are further advised that a building code bill for Cook County has been passed in the present session of the legislature at Springfield, and now awaits the Governor's signature, and if and when he signs it building construction in the county particularly adjacent to cities and villages will be under control and conditions such as the one complained of should be avoided. Your committee has also taken the opportunity to bring this matter to the attention of Mr. Harrington of the Mt. Prospect Plan Commission, and surprisingly he was not aware of the condition. However, he has agreed to look into it and if there is anything we can do by concerted action, he is sure Mt. Prospect will be glad to cooperate. S. E. Since 62 runs west out of Chicago on Higgins Road, we suggest that it continue on Higgins Road to State Road in Elk Grove Township, north on State Road, and make a left turn onto Algonquin, and continue on west in preference to making its turn at Higgins and Harlem. 6`18 (TRAFFIC COMMISSION LETTER CONT'D.) We believe this is not only a shorter route but a much safer route since traffic lights control the corner of Harlem and Higgins, and also Manheim Road and Higgins, which is Route 12 and 45, and also that it can make use of the underpass of the Soo Line Railroad. Alderman Halverson In connection with Alderman Halverson's conference with one of the members of our Board of Education concerning the matter of the drainage of surface water from the south side school grounds, we wish to advise that we are anxious to cooperate in any way that will help eliminate the flooding of basements in the south side area. However, before any work is done on the school grounds which will affect the drainage, we believe a report should be obtained from your City Engineer as to what sewers the surface waters should be directed. We would hesitate to do any trenching that might tend to change the natural water -course and thereby cause flooding of property that would not ordinarily be flooded by reason of the natural lay of the land. City Attorney, Opeka, reported he had a staff working on the notification of property owners on south side storm sewer. City Engineer, Fletcher, reported that he received notice from the C. & N. W. Railway that they were short of rails, so the new crossings would not be completed at present. The engineer said he would try to have a meeting with the C. & N. W. Railway officials and Milburn Brothers to see if some of the crossing construction could be completed. Building Inspector, Scharringhausen, reported that the Bennett Construction Company had completed five of their f u ndations and intend to complete the two remaining this week.
