Committee, reported about a City Welcome Hostess. He then made the motion which
was seconded by McKay that the City Attorney prepare a resolution regarding a
Gity Welcome Hostess. After discussion, in which Mr. M. Smith was given per-
mi.ssien to speak regarding the Chamber of Commerce Welcome Hostess, the motion
was made by Alderman Vavrinek and seconded by Kehe to refer back to the Public
Relation Committee for further study. The motion was voted upon by a cclamntion
whereupon the Mayor declared the motion carried.

Dear Alderman Kehe:
This will confirm my report to the Finance Committee at the
meeting held May 26, 1947, with reference to die $5,000.00 in Water Revenue
Bonds of the original issue recently purchased from the First National bank
of Des Plaines.
The following are the bonds purchased:
#95 and 96 due November 11 1950
#99 and 100 due November 1, 1951.
#103 due November 1, 1952
To cancel these unmatured bonds at this time will mean/ a saving of 1`730.05 in
interest.
I would like to recommend this saving be affected and these bonds
be candelled as the financial condition of the Water Revenue Bond Account would
not be jeopardized in so doing. Should the City Council concur in this request
I will appreciate receiving their. authorization.
I am pleased to advise that the City received a payment of
$30,000.00 for 1946 tax collections and all 1946 tax warrants have been paid in
full. This is the first time in history that all outstanding tax warrant, were
paid in full from the proceeds of the first half collections.

REPORT OF ZONING BOARD OF APPEALS VARIATION -OF ZONING AT 1333 WALNUT
STREET: The Clerk read the following report:
To the Des Plaines City Council

Gentlemen:
The Des Plaines Zoning Board of Appeals having considered the ap-
plication of Mr. A, W. Rieker of 1333 Walnut Avenue, Des Plaines, Illinois, for
a variation of the zoning ordinance to permit him to alter the attic of the building
on the following described property:
Lot 37, Block 7, J. C. Robinson's Addition to Des
Plaines, known as 1333 Walnut Avenue.
so that it may be used as a complete dwelling unit, and from the facts disclosed
at the pubic hearing held on the 27th day of May, A. D. 1947, according to law,
find:.
1. Type of Building: Single Family Residence, two stories with at-
tic. Building at present occupied by Mr. Rieker and his family, together with
his son-in-law and daughter.
2. Surrounding area: Buildings are of one and two story resi-
dential construction, occupied in the main to. one family.
3. #r. Rieker proposes to install a separate bathroom and toilet
in the attic, build an outside stairway in conformity with the Fire Ordinance,
and otherwise prepare it for occupancy ty his son-in-law and daughter.
4. Alterations will in no wise change the outside appearance of
Ct:t existing structure in front or on the east or west side of building. At the
rear, the aforementioned stairway will be erected.
C2G1 5. It was shwwn dt the hearing that an undue hardship existed due
to the lack of housing facilities, Mr. Rieker'sson-in-taw and daugtier being
unable to find a dwelling place.
6. There being no valid objections offered at the hearing, it
is hereby ordered that the variation be granted Mr. Rieker, providing Mr. Rieker
will furnish to the Building Commissioner a statement in writing stating that
the use of the property hereby permitted will be eliminated upon the abandonment
of his son-in-law and daughter of the aforementioned attic flat, or upon to
sale of the premises involved.
11/-7. It is further ordered that the secretary of the zoning board
forward to the Des Plaines City Council a copy of this order, and also forward
a copy to the Des Plaines Building Commissioner, who shall proceed in accordance
with the finding herein.

MUNICIPAL DEVELOPMENT COMMITTEE REPORT: Alderman McKay made the
following report:
re: Proposed River Drive Vacation'
Algonquin Road to Stewart Avenue
Des Plaines, June 16,1947
Your Committee met with Mr. C. R. Hunting and his attorney Mr.
Kenneth Meyer. on June 4th and discussed this matter. Mr. Hunting agreed to sub-
mit an offer in writing which has been received, dated^June 9th, and is attached.
This communication has been given consideration, and it is the recom
mendation aR your committee that Mr. Hunting be advised by the City Clerk that
the City of Des Plaines is willing to accdpt his offer of the strip of land 25 feet
wide at the east end of Stewart Avenue and running to the Des Plaines River.
However, the City does not favor the suggestion that the conveyance of land to the

City shall become effective at some undetermined future date. Quit -claim to this
strip must be given to the City etdhe same time the proposed City Ordinance va-
cating the section of River Road between Algonquin Road and Stewart Avenue is ap-

Committee be concurred in and that the City Clerk write Mr. Hunting formally ad-
vising him of this action.

STREETS COMMITTEE REPORT: Alderman Vavrinek read the following
recommendation of City Engineer Fletcher:
May 21, 1947
re: Widening of Prairie Avenue west of Lee Street.
The estimated cost of widening this street pavement from its-
present width of 20 feet to a width of 36 feet from Lee Stredt to Laurel Avenue
is $20,000.00.
This estimate of cost covers the cost of constructing new concrete
curb and gutter, drainage structures, widening pavement with concrete and re-
surfacing the existing pavement with 2 inches of machine laid asphalt.
In a report on parking conditions made by your City Engineer to
the Chamber of Commerce in 1945, your City Engineer recommended the widening of
all present 20 foot pavements within a radius of two blocks of our business
district. •
It is the recommendation of your City Engineer that your Streets
Committee, together with representatives of the Chamber of commerce and the
Traffic Commission, work out a five year program of Street Improvements to be

the 1947 Tax Levy Ordinance. The motion was made by Alderman Kehe and seconded
iy Vavrinek to pass the proposed ordinance. The Mayor put the question and the
Clerk called the roll with the following result: Ayes: Aldermen Johnson, Hansen,
Vavrinek, Wolf, Kehe, Baines, McKay, alverson and Morava. Nays: None.' The Mayor
thereupon declared the motion carried and the proposed ordinance passed.
STOP SIGNS AT ALGONQUIN ROAD AND DES PLAINES AVENUE: The Clerk
read the following letter: June 6, 1947

Dear Mr. H enrich:
We have completed our investigation of traffic conditions at the
intersection of Algonquin Road (I11. Rte.62) and River Road in your City.
A twelve hour traffic count, made'between the hours of 7:00 A.M.
and 7:00 P.M., showed that for the six hours of maximum traffic the hourly
average amounted to 488 vehicles entering the intersection from all directions
with 157 or 32% entering from Algonquin Road.
An investigation of accidents reported to the Suburban` Safety
Council by your police department showed that there were 4 accidents'at the
intersection in 1945; 1 property damage and 3 injury accidents with 7 persons
injured. During 1946 there were 14 accidents; 10 property damage and 4 injury
with 12 persons injured.
• We have had 36" stop signs on Algonquin Road with 24" "Stop Ahead"
in advance to River load. There are 24" reflectorized "Slow Jet" signs on River
Road. At the time the traffic count was made it was observed that your city had

,erected_2 additional stop signs on River Road, thereby making the intersection
,a 4 -way stop. Over 100 cars on River Road ran through the stop signs during the
.time the traffic count was being made, probably bedause of no advance warning
,and the inconspicuous stop signs.
Although the traffic volume count is lower than the minium war-
rant set up for the establishment of a four-way stop, we feel that the accident
record justifies such type of control. Our Traffic Department has been instructed
.to erect two 36" stop signs on River Road and also, two reflex signs warning of
,the stop ahead.

BENNETT CONSTRUCTION COMPANY. INC.: The motion was then made tgr Al-
derman Kehe and seconded by Halverson to reconsider the motion passed on May 19,
1947, instructing the Street Department tb fill excavations made by the Bennett
Conbtruction Company as said Coopany was now prepared to start construction at
once. This promise was made by a letter to thetity Clerk. Alderman McKay was
opposed to the motion and said he would vote "no". The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried. •,,,
The motion was then made by Alderman Kehe and seconded by Baines to
permit the Bennett Construction Qmpany excavations to remain as part of the new
applications for building permits, upon the condition that work be stax'ted within
30 days from June 9th, 1947. Alderman McKay was opposed to the motion and said he
would vote "no". The motion was voted upon by a cclamation whereupon the Mayor An-
tlered the motion carried.
UNITED AIR LINES. INC.. HELICOPTER:- City Attorney Opeka reported re-
ceiving a call from the United Air Lines,Inc., desiring to know if the 9.ty-had any
ordinances gover ing ascent or descent -of aircraft in the corporate limits of Des
Plaines. This company is considering the use of helicopters for air mail service in
Des Plaines. The Attorney suggested that some such ordinances should be drafted. The
Mayor instructed the City Clerk to write to Chas. Hodlmair, Secretary of the Aero-
nautic Commission, regarding this matter.
OPEN BIDS ON POLICE SQUAD CAR: The motion was made by Alderman John-
son and seconded by Hansen that the City Clerk open the bids on the Police Squad Car.
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
The following bids were opened:

The envelope that was supposed to contain a bid from -Purnell and Wilson contained
a statement for repairs - no bid being received.
The motion was then made - by Aderman Johnson and seconded by Hansen
that the bids -be referred to the Public Protection Committee and the Council recess
about five minutes so they may study the bids. The motion was voted upon by acclama-
'tion whereupon the Mayor declared the motion carried and declared 'a recess.

Upon reconvening, Alderman Johnson reported phoning Mr. Wilson about
their bid. He then made the motion which was seconded by Hansen that the bid be
awarded the Des Plaines Motor Sales who had the lowest bid. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
CUMBERLAND MAINTENANCE CORPORATION LETTER: The Clerk then read
June 4, 1947

Gentlemen:
We wish to call your attention to a certain building activity in an
area North of Central Road,and East of Rand Road, adjacent to the Des Plaines City
limits.
At this moment this construction seems to develop and procede without
plan or restriction} and suggests the probability if becoming within a short time
a shanty town area.
The residents of Cumberland feel that the prollmity of this section
to our co*munity will, if left grow in its present manner, not only exert a de-
valuating influence on adjacent real estate, but will definitely check any resi-
dential development in that direction.
The Board of Directors of Cumberland Maintenance Corporation re-
spectfully suggests that the Des Plaines City Council investigate above noted
conditions for the purpose of determining what methods should be employed to
safeguard the property values in the Cumberland section of Des Plaines.

I am enclosing herewith a copy of an "Ordinance for the Control and
Abatement of Pollution of Water within The Sanitary District of Chicago," adopted
by the Board of Trusties July 11, 1946, pursuant to "An Act to add Section 7bb to
Mn Act to create Sahitary Districts and to remove obstructions in the Des Plaines
and Illinois Rivers." approved May 20, 1889, as amended.
This ordinance requires that copies of plans and specifications for
the construction of new sewerage systems or changes, additions, or extensions to
existing sewerage systems within The Sanitary District of Chicago be submitted to
the Chief Engineer of The Sanitary District of Chicago and a permit secured before
construction begins. It is no longer necessary to send such plans to the Illinois
State Board of Health or to the State Sanitary•Water Board in S pringfield.
Will you please d111 this ordinance to the attention of the various
village officials concerned. I additional copies are needed, I shall be glad to
furnish them.

Alderman Vavrinek and seconded by Baines to elect Alderman Henry Kehe Mayor Pro Tem.
City Clerk, Otto W. J. Henrich, put the question and called the
roll with the following result: Ayes:. Aldermen Johnson, Hansen, Vavrinek, Wolf,
Kehe, Baines, McKay, Halverson, and Morava. Nays: none. The City Clerk
declared the motion carried and Alderman Kehe took the chair.
