Chicago and Northwestern Railroad about their employees living in cars on

and from taverns and. request that a reply be given of action taken. The

reported of having a meeting with an official of the Sanitary District
regarding Storm Sewers. He also reported the pump was at the new well
and would soon be installed.
PUBLIC RELATIONS COMMITTER: Alderman Harm made the following report:
June 4,1947
Re: Brautigan's Specialty Shops Violation of
Zoning Ordinance Mfgr. in Residential. Area
Referred to Committee May 5, 1947: The committee met with Mr. Brautigan on
May 28 , relative to said violation. He informed the committee that prior to
March 1, 1947 he was constructing various small specialty items which entailed
some light sanding and cutting of plywood and etc. as models but that actual
manufacture was done elsewhere,, returned to him and then distributed to outlets.
This work has now been terminated and at present his activities consist solely
of assembling what is senerally known as a the Tajic Lamp, and here again the
necessary preliminary work is done elsewhere. The work done at this address on
these lamps is not any more of a manufacturing process than that performed by
one who would make paper flowers as a hobby and side line.
In view of the termination of the first mentioned activities which
might be construed as a manufacturing process, we, as a committee unanimously
believe that the present activities as described on these premises do not
constitute a violation on the zoning ordinance. We recommend that a copy of
Cat this report be given the building inspector for his files following Council
approval of this report.

Alderman Harm reported the Committee had met with Mr. Anderson
of General Molded Products regarding the zoning violation at 1300 Oakwood Ave-
nue. Mr. Anderson said they have had plans to build but due to excessive costs
have delayed building and as soon as they get a definite committment on a
reasonable building Sost they would proceed with building. Alderman Harm then
said, "We, the Committee, recommend temporary permission to operate at present
location until January 1, 1948." The motion was then made by Alderman Harm
and seconded by Morava to concur in the report. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
Alderman Harm reported the Committee had met with Wm. Goetz re-
garding the zoning violation at 1422 Oakwood Avenue and "r. Goetz said the
government was seeking a new location for him. The committee was informed that
Mr. Goetz had done important work for the government, during the war, and was
continuing to do so. The committee therefore recommended granting temporary
permission to operate for a period ending January 1, 1.943, due to the fact that
the United States Government is seeking a location for him.(the commitee is to
receive a letter for theibr files from Vr. Goetz to this effect.) The motion
was made by Alderman Harm and seconded by McKay to concur in the report, The

public meeting May 7 in accordance with a published notice in the Suburban Times,
as of April 17, 1947.
The Chicago and Northwestern Railway Company requested the hearing to consider:
the reclassification of the following described property from Class A resi

Ip6rder to simplify the above description we are attaching herewith a blueprint
with the proporty in question colored in yellow pencil. The area in yellow color
comprises approximately 62 acrea. This is by far more industrial area than
exists in the rest of the cities' corporate limits.
Mr. Beddoes represented the Chicago and Northwestern Railway Com-
paey at the public hearing, and made quite a point of the recommendation made
in 1937 when the same property was zoned for light manufacturing. However,
the general character of the property in this neighborhood has changed material-
ly. Cumberland Terrace to the North of this property has developed into a com-
munity of some seveRal hundred Class A homes, and Thacker A venue and Rose Ave-
nue, West of Wolf Road, have developed into a substantial Class A residential
district in the past two years.
You willnote fronyEhe map submitted, that the request included a
narrow strip of land approximately 150 to 200 feet wide, on the East side of
the Des Plaines Valley Line Railroad. This property extends from Thacker. ;.venue
to Prairie AveRu.e. This property is adjacent to ten new houses, just being built
at the end of ose Avenue, which is a dead-end street, with the houses built in
a semi -circle, leaving no buffer whatsoever between a residential and a manufacturing
area. To the North the property in question ends at a point approximately 400.
feet from Washington Street in Cumberland Terrace.
Prairie Avenue is dead-end at the railroad property line. Tf you
consider Prairie Avenue extended across the railroad, a little to the South of
this line, between the Belt Line railroad and the wye that connects the Belt
Line xiiimmAxxxixtkie to the Wisconsin dlivision of the Chicago and Northwestern
Railroad, you will find to the south a bulk oil station, and to the North a
building material yard of the Meyer Coal and Material Company. About 500 feet
to the North of the Meyer Yard is -a coal yard that has been located there for
some years. These are the only developments on the property.
In questioning Mr. Beddoes, we could find no evidence of an
orderly development of this area. We believe it is of paramount interestt
our City to have some indication as to the development of sewer, water supply -
(the Northwestern has their own wellnearby), and streets in an industrial de-
velopment this large, especially when some of the industrial area is adjacent to
a residential area.
It is the unanimous opinion of your Zoning Bard that it would be
against the best interests of public welfare to rezone this property as requested.
Therefore, we recommend that the petition be denied.

BENNETT CONSTRUCTION COMPANY EXCAVATIONS: Alderman McKay desired
to know why the Bennett Construction excavations had not been filled in as in-
structed at the May 19th meeting. After considerable discussion, Alderman Kehe
made the /notion that the Building Inspector be instructed to proceed to see that
the excavations were refilled. The motion was lost, there being no second. After
more discussion, the motion was made by Alderman Kehe and seconded by Baines that
Building Inspector Scharringhausen be instructed to write to the Bennett Con-
struction Comparq informing them that their building permits are cancelled as of
June 2, 1947. The following are the permit numbers: Original 3547 to 3554 inclu-
sive and the extensions 3547 to 3554 inclusive. The motion was voted upon br ac-
clamation whereupon the Mayor declared the motion carried. The Mayor instructed
the Clerk to write a letter to Inspector Scharringhausen informing him of the
action taken and also to write a letter to the Superintendent of Publis Works,
E. R. Warnicke, regarding action taken at the May 19th meeting regarding the
refilling of the excavations.
WALLEN HOMES, INC. STREET OBSTRUCTIONS: Alderman McKay informed
the Council that nothing had been done 1r Wallen Brothers regarding the street
obstructions,. Mayor Pflughaupt instructed the Clerk to write Wallen Brothers,
Inc. giving them twenty-four hours' notice to remove obstructions or arrest
orders would be issued.
CHICAGO AND NORTHWESTERN RAILWAY OILING TRACKS: The Clerk read

linois be authorized to remove from my parkway an unsightly and old wooden pole,
the sole purpose of which is to hold one end of a line from which a street light

long bracket from the pole on the north side of the Avenue. where no one lives.
It is suggested that this be done or that, better yet, the light be moved to the
intersection of Wolf Road and Prairie Avenue, where it will serve the general
public much more effectively than in its present location,.

This will confirm my report to the Finance Committee at the
meeting held May 26, 1947, with reference to tie 15,000,00 in Water Revenue
Bonds of the originalissue recently purchased from the First National bank
of Des Plaines.
The following are the bonds purchased:

#99 and 100 due November 1, 1951
#103 due November 1, 1952
To cancel these unmatured bonds at this time willmean/ a saving of ',730.08 in
interest.
I would like to recommend this saving be affected and these bonds
he cancelled as the financial condition of the Water Revenue Bond Account would
not be jeopardized in so doing. Should the City Council concur in this request
I will appreciate receiving their authorization.
I am pleased to advise that the City received a payment of
$30,000.00 for 1946 tax collections and all 1946 tax warrants have been paid in
full. This is the first time in history that all outstanding tax warrants were
paid in full from the proceeds of the first half collections.
