WATER COMMITTEE REPORT: Alderman Halverson reported that it would take about fifty-two (52) weeks to secure a new pump and equipment for the new Welland presented the following proposed resolution: RESOLUTION AUTHORIZING THE PURCHASE OF CERTAIN • PUMPING E!UIPMENT FOR NEW WELL HOUSE WITHOUT ADVERTISING FOR BIDS. WHEREAS, the City of Des Plaineias dug a new well to furnish an ade- quate supply of water to its inhabitants and is now ready to proceed with the instal- lation of the pumping equipment; and WHEREAS, it has been brought .to the attention of the City Council that such new equipment will not be available for a period of at least 52 weeks; and WHEREAS, the Village of Maywood in Cook County, Minas, which has heretofore discontinued the use of it, well water system as.a source of water sup- ply, has agreed to sell to the City of Des Plaines for the sum of Two Thouand Five Hundred Dollars ($2,500.00) the following equipment, which meets with the requirements under the plans and specifications of the City of Des Plaines heretofore approved, as follows: and Sterling 12" 12 stage deep well pump complete with 4701 of 8" • column pipe, 3* oil tube and 1 - 3/4" shafting; 40 feet of 8" suction pipe with strainer; type KD discharge head; 200 H.P. 440 Volt, 60 cycle, 3 phase, 1800 R.P.M. PUBLIC PROTECTION COMMITTEE REPORT: Alderman Johnson reported that the Prevention Bureau of the Police Department had been instructed to enter and develop a program on National Pedestrain Protection Contest. Alderman Johnson reported on the Safety Council Letter regarding the speeding on Miner at Cumberland Gas Station: Your Committee on Public Protection reports that after more than a month of periodic checking by the Police Department, no violations were found. We therefore recommend that the City .Clerk write the State Highway Department re- questing "City limits, 35 M.P.H." sing be pladed at the northerly City limits on the Northwest Highway. Alderman Johnson reported the following regarding the oil tanks under the sidewalk at the Quilici Building: Your Committee on Public Protection has found that a ,temporary instal- lation has been made with the permission of the Building Inspector and the City Council. Therefore we recommend that the City Ordinances covering the installation of oil storage tanks and storage space under City sidewalks be. enforced and that the City Attorney be instructed to clarify the ordinance relative to ail storage tanks by an amendment. Scharringhausen regarding aoning violations (Ipsen's V.netian Blind Mfgr.Co., 1067 Des Plaines Avenue, Cliff Koeppen, 1Z2$ S.Wolf Rd., and 1543 Walnut Street): Your Committee on Public Protedtion has found that in similar cases in the past, lenience has been shown, and therefore no arrests were made in the afore- mentioned violations. We therefore recommend that a 60 day notice be given to enable them to find a new location or cease business. Warnicke and wife for the annexation of their property located near the water softening plant has been referred to me for a report. I wish to advise that any action for annexation will have to be insti- tuted by the Warnickes by way of a petition in the County Court. If the County Court det find that the property in question is subjecttn annexation, it will then enter such an order and forward a copy thereof to the City Council. Upon receipt of such order from the County Court, the City Council may then adopt an ordinance annexing said property ffto the City and such Ordinance will not become effectilm for thirty days unless during that period of time there is a petition filed to submit the question to the legal voters or during which time the council on its own initiative may order an election. In the event that there is no petition for an election or if the Council does not so order it, the Ordinance becomes fully effective and the property annexed to the City of Des Plaines. Gentlemen: At the Safety Council meeting held January 14th, a guggestion was made to have two (2) flood lights placed in the vicinity of Ellinwood and Center Streets, so that the lights will illuminate both streets at that corner. This is a safety measure for the officer on duty directing,traffic at that corner, as it is very dark and is hard for the pedestrians and motorists to see the officer. CITY TREASURER'S LETTER ON FORECLOSURES: The City Clerk then read the following letter: January 20, 1947 Honorable Mayor and City Counchil City of Des Plaines, Illinois Gentlemen: During the past year the number of requests to foreclose the special assessments on various properties in suburban Cook County has increased. Apparektly, you will be called upon to permit similar special assessment foreclosures, wherein only a few lots are concerned. In view of this, I would like to recommend that an ordinance be drawn and passed which would affect certain past -due warrants. For example, when a request is made to foreclose on one or two lots, and the special assessment warrants af- . fected have no outstanding unpaid bonds, an agreement should be. made with the party requesting the foreclosure to make a flat settlement of a certaih percentage of the principal amount due, thus eliminating a foreclosure on that particular warrant which would simplify matters for all concerned. This would apply only in cases where the bonds have been paid in full by former treasurers, when the funds actually should have been pro -rated. The fact that certain installments on the City's special assessment cash book show these installments to be in the red should not be an incentive to permit foreclosures with a Oinimum bid of ten or fifteen per cent. This will give the City a chance to obtain some of the money which was overpaid on the bonds which wore paid in full and therefore, enable payments to be made on bonds that actually have money due them and avert any unnecessary judgment suits. It was his opinion that the fees on the permits were too high. The Mayor referred the matter to the Building Inspector and the Finance Committee, to report back at the next Council meeting. Mayor Pflughaupt reported of a meeting on the Housing Problem of Veterans with a Veterans of Foreign Wars Committee. He said that he learned that the govern- ment had funds to clean tax title lots so that the veterans could get one of the lots at low price. He also reported of having appointed a committee to investigate to see what could be done.
