CITY ATTORNEY Opeka reported that Special Assessment #150 had been con-
firmed and suggested the Board of Local Improvements meet before the next Council meeting.
INSPECTOR F.Ebharringhausen reported about investigation of the building ex-
cavation hazard on Prairie Avenue, west of Fifth Avenue. Mayor Pro tem Kehe informed
the inspector to notify the owner to construct a fence around the excavation.
STREET COMMITTEE REPORT: Alderman Vavrinek made the following report on the
Safety Councills lettdr regarding Stewart Avenue clearance and cinders for walks on
Wolf Road and Algonquin Road:
Your Committee on Streets has investigated the letter of the Safety Council
and has found that Stewart Avenue does nqt provide access to the river. It stops 50'
from the river. Also there are no homes along this street. It will provide a "Lover's
Lane" in time which will not be an asset to the City. Not many skaters use this
street during the winter.
We therefore recommend in view of the above that no City funds be used for
improving this street.
Regarding the cinder walks, the Street Department is now installing thes4

RE: Investigation of complaint received for
violation at 1543 Walnut Street
An investigation was made at the above address to find out what was being
done there to cause a complaint to be registered, as per letter attached.
We find that work is going on in the basement cf a nature other than that
in connection with home occupancy.
This work is done partly during the day time by the female occupants of
this residence and for a couple of hours in the evening by the male occupants of
this residence, after they have completed their regular days work.
The type of work being done here is applying paint to glass by means of
stencils, of which various colors are applied over various stencils, the Bass size
is approximately 8 x 14".
The colors applied are gold, silver, green, red, yellow, when finished they
are -used in radio sets and the light shows under the glass and form the dial for the radio.
• Small amounts of lacquer and thinner and other.colors are used, and no
necessity to have very muck on hand.
We were informed that this is their first order and would like to complete
this order, which is still experimental.

If experiment is approved they will seek other quarters to get into pro-
duction, as they have no intention of continuing this work in the basement if this

RESOLUTION ON CITY SHARE OF RETAILER'S OCCUPATIONAL -TAX: The Clerk read
the following resolution:
RESOLUTION
IIIWHEREAS, the City Council of the City of Des Plaines, County of Cook and
State of Illinois, having fully considered the conditions of its finances and having
come to the conclusion that there is an imperative need for financial aid and as-
sistance by way of additional revenue.
WHEREAS, a substantial portion of the money derived by the State of Illinois
erom.the VarioUs public utilities taxes, such as the tax on the business of trans-
mitting messages, the tax on the consumption of gas, and the tax on the consumption
on electricity, is ultimately derived from the citizens and businesses, of the several
cities and villages,
WHEREAS, a substantial portion of the expenses of this City is occasioned
by the municipal services furnished to•said utilities and their. customers,
BE IT RESOLVED that the City Council of the City of Des Plaines, Cook
,1 County, Illinois, request the 65th General Assembly to permit the several cities and
villages to levy a tax on said public utilities and the various public utilities to
C== take credit for such tax payments on their said State taxes, or in other manner to-
allocate a portion of said public utility taxes to the cities and villages of I11,
ott WHEREAS, the City Council of the City of Des Plaines, Cook County, Illinois,
hazing fully considered the conditions of its municipal finances and having come to
the conclusion that there is an imperative need for financial aid and assistance by
way of additional revenues through the assistance of the State of Illinois and being
of the opinion that the present Retailer's Occupational Tax, if equitably prorated,
could be the source of additional revenue to the City of Des Plaines,
WHEREAS, a s1bstantial amount of the money derived from the Retailers'
Occupational Tax Act is paid by citizens of the City of Des Plaines, Cook County,

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Des
Plained, Cook County, Illinois, request the 65th General Assembly to allocate a

Your city is not entered in the 1946 National Pedestrian Protection Contest.
Every city has a pedestrian problem. With varying degrees of severity,
this is one of the most widespread traffic problems facing America's city officials
today. Since pedestrians account for two out of every three persons killed in traf-
fic inIcities and towns, practically no community is unaffected. Sometimes the only
persons killed or injured in smaller communities are pedestrians.
To help cities protect the man on foot from traffic hazards and to edu-
cate him to fit properly into the modern traffic picture, the American Automobile
Association has conducted since 1939 the National Pedestrian Protection Contest.
The aims and rules of this contedt, as well as the benefits yqur community Bann -
ceive by participation, are outlined in the enclosed folder.
The work involved in entering and participating in this contest is negli-
gible. Just fill out the enclosed card indicating your desire to enter your city
and designating a "contact man". He will be placed on our mailing list to re-
ceive the items listed under "How The(bntest Will He1Q Your Community" and other
pedestrian protection adds developed from time to time. These he can use in de-
veloping a program suited to your city's needs.
If your city's participation in this contest results in the saving
of only one life it would be worthwhile. Many +pities have found that active par-
ticipation results in the saving of many lives and prevention of countless injuries
to those afoot in traffic. -

APPOINT DR. C. J. HILL MEMBER OF AERONAUTIC COMMISSION: Mayor Pro tem
Kehe informed the Council that Mayor G. Walter Pflughaupt desired the approval of the
apptintment of Dr. C. J. Hill to `the Aeronautic Commission. The motion was made by .
Alderman Johnson and seconded by apieralski to approve the appointment. The motion I
was voted upon by acclamation whereupon the Chair declared the motion carried.
APPROVE PLANS AND SPECIFICATIONS ON NEW PUMP HOUSE: Alderman Halverson
made the motion and it was seconded by Vavrinek to approve the plans and specificgtions
on the new pump house. The motion was voted upon by acclamation whereupon the Chair

ADVERTISE FOR BIDS ON NEW PUMP HOUSE: The motion was made by Alderman Hal-
verson and seconded by Har m that the Clerk be instructed to advertise for bids on
the new pump house and that the bids be returned by January 20, 1947 at 8:00 PINI.
The motion was voted upon by acclamation whereupon the Chair declared the motion carried.
QUILICI OIL TANKS: Mr. Kenneth Meyer was granted permission by the Council
to talk regarding the installation of oil tanks under the City sidewalk on Center Street
for the Quilici Building. He reported that Mr. Quilici had taken out oil tanks and
usedthe space for a coal bin some years past, but now desired to use oil again. He
cited conflicting ordinances on this item; he asked Inspector Scharringhausen to ex-
plain this matter to the Council.
Inspector Scharringhausen said he had granted a temporary permit for the one
oil tank they had installed without a permit, 9.n order to heat the building. He explained
the City and State requirements on oil tanks. The motion was made by Alderman 'apieralski
and seconded by Harm to refer the matter to the Public Protection Committee and the
City Attorney with power to act. The motion was voted upon by acclamation where-
upon the Chair declared the motion carried.
UNITED MOTOR COACH LETTER AND CHICAGO AND NORTHWESTERN R. R. LETTER: The
following letters were read by Alderman "apieralski:

Gentlemen:
We are enclosing herewith a copy of a letter from the Northwestern Rail -
;my which is self-explanatory. They have instructed us that it is necessary to se-
cure a license from them in order to place the bendhes, a small schedule board and a
waste container at both the Miner and Ellinwood Bus Stands.
The benches are already at both stands. With your permission the North-
western will issue us the necessary authority. re believe that the above items will
definitely be a great convenience to the peopleof Des Plaines. We, therefore, ask your
approval in conformance with the request of the Railroad.

Concerning the desire of your company to secure permission from the Railway
Company to place six benches on each side of our track and one at the corner of River
Road and Miner Street at Des Plaines, together with two 12" x 18" Schedule Boards,
extending 5t from the ground,and two waste containers, we have to advise that we pre-
viausly advised your representative that this property is at the present time leased
to the City of Des Plaines for park purposes. It was our further understanding that your
representative would endeavor to secure some sort of a release or written adknowledgement
from the City of Des Plaines that they were agreeable to such an occupation by the Mo-
tor. Coach Company. We explained to your representative that promptly upon receipt of
this release we would submit the matter to the, other interested departments of the car-
rier in an endeavor to secure formal approvals of all concerned, and would et that time
be willing toissue a simple license agreement covering these occupations/at the rate of
$1Q.00 per annum.
So that our records may be complete on the matter will you please advise as
prmTnptly as possible as to whether suitable arrangements have been made with the
City of Des Plaines.

the minutes of the meeting of tecember2nd, 1941, the motion was made by Alderman Hal-
