The motion was made by Alderman Napieralski and seconded by wolf to refer the letter
to the Zoning Board of Appeals. The motion was voted upon by acclamation whereupon
the Chair declared the motion carried.
OFICIAL REPORTS: Building Inspector F. Scharringhausen reported receiving
letters on zoning violations and he desired information of the procedure of checking
from the City Attorney. The Attorney advised the Inspector to accompany a member of
the Fire Prevention Commission on inspection.
APFttOVE MATER MAIN PLANS AT NEN WELL: Alderman Halverson informed the
Council that the plans_ fer water mains from the new well to the Softening Plant were
completed and it would be necessary to advertise for bids. The motion was made by
Alderman Halverson and seconded by Johnson to approve the plans and specifications.
The motion was voted upon by acclamation whereupon the Chair declared the motion

that the City Clerk advertise for bids for the water mains from the new well to the

Alderman Vavrinek reported that the new street had been tried out and
found that it will be necessary to sweep the streets twd�or three times in order
to remove the dirt.

The motion was made by Alderman Vavrinek and seconded by Johnson that the City
Clerk advertise for bids for changing curbing and rebuilding the Chicago and North-
= western railway crossings at Graceland Avenue, Lee and Pearson Streets, according
'f4 to plans and specifications. The motion was voted upon by acclamation whereupon
the Chair declared the motion carried.
Alderman Kehe, Chairman of the Finance Committee, report don the pro-
posed issue of $55,000.00 Water Revenue Bonds. He said that the First National
Bank had tentatively approved the purchase of the bonds awaiting the opinion on
the bonds.

PUBLIC RELATION COMMITTEE: Alderman Harm made the following report on the
bus stand in Cumberland Terrace on the complaint of W. J. Knab:
Your Committee on Public Relations has investigated this complain and has found:
THAT: 1. Siid shelter is one of TWO provided and installed by the Cumber-
land Terrace Civic Assoc. with the consent of the State Highway
Department who concurred in the opinion of its need inthis area.
2. the need still exists as evidenced by its continued uite by many,
including school childred and adults alike.
3. It is well placed to provide the maximum convenience to all.
'4. Its use as a playhouse by children is exaggerated.
5. The complaint of being an eyesore is not born out by personal
interview of many residents of this area including the Cumber-
land Terrace Civic Assoc. who represent a large portion of the
residents. In fact they strongly favor the retention of said
shelters. Many other phone calls were received by the committee -
voicing strong objection to the removal of said shelters. No
other complaints were received other than Mr. Kaab's.
We recommend that the complainent's request for removal or change of lo-
cation be denied.

Alderman Harm reported of a hazard on Prairie Avenue, west of Fifth Avenue.
An excavation for an intended residence made some time past which was partly filled
with water was a danger to small children playing. Inspector F. Scharringhausen was
requested to make an inspection and report back to the Council.
STREET COMMITTEE: Alderman Vavrinek made the following report regarding
the moving of the cab stand and extending the bus stand on Min'erStreet:
Your Committee on Public Protection and Streets has investigated the
moving of the cab stand and the extending of the bus stand on Miner Street and has
found that while the above suggestions of the Traffic Commission contain many good
feature; there are also many disadvantages which outweigh the advantages.
We, your Committee on Public Protection and Streets, there recommend while
we appreeiata the efforts of the Traffic Commission in trySng to solve our traffic
problems, we respectfully report that, we cannot recommend to the G uncal, concurrence
in the above, that is moving the cab stand and grating additional bus stands.
The motion was made by Alderman Vavrinek and seconded by Johnson to concur in the
report. After several.minutes of discussion in which Alderman Vavrinek reported
the investigation which caused them to,make the recommendation, the Mayor put the
question. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried. The Mayor requested the Clerk to write to the Traffic Commission
and to the United Motor Coach Company._

CITY ENGINEER'S REPORTS:(LIGHTS ON MANNHEIM "S" TURN): The Clerk read
the following report:
Your City Engineer has investigated the lighting at the S turn on Mann
heim Road south of Oakton Street knd has found the cost of lights to be $9,000.00.
This cost is based upon the placing of modern street lights around the
outside diameter of the curve as recommended by the Committee on Street and Highway
Lighting of the Illuminating Engineering Society. Following their recommendation
in the arrangement of the lights one light would be placed at the Northeast corner
of Oakton Avenue and Lee Street and three lights would be placed on the west side
of Lee Street. These four lights would be outside the City Limits.
Your City Engineer therefore recommends that a copy of the proposed in-
stallation be submitted to the State Highway Department and that the State Highway
Department be asked to participate in the cost of the proposed work.

(ELLINWOOD AND MINER STREET IMPROVEMENTS): The City Clerk read thefb&lowing:
•Your City Engineer has investigated both Ellinwood and Miner Streets and
has found that the cost of patching and sealcoating the north half of Miner Street
from River!bad to Graceland Avenue and of patching and seal -coating Ellinwood Street
from River Road or Des Plaines Avenue to Lee Street to be $7,000.00. Ellinwood is
to be patched and sealcoeted for its full width.
Your city Engineer therefore recommends that the attached resolution
for the maintenance of these streets be passed and submitted to the State Highway
Department for approval.
The City Clerk then read the Resolution for the Maintenance of Arterial Streets or
State Highways by a Municipality under the Motor Fuel Tax Law for appropriating
$7,000.00. The motion was then made by Alderman Vavrinek and seconded by Napieralski

Pursuant to glaw, your Zoning Board of Appeals, sitting as a Commission,
held a public meeting at 8:30 P.M. on the 20th day of November, A.D.1946, in the
Council Chambers, Municipal Building, Des Plaines, Illinois, for the purpose of
hearing comments and objections on the matter of changing the Zoning from residential
area District "A" to light manufacturing on the following described real estate;
commonly known as Triangular Tract lying between the Belt line and Northwestern
Railroad, North of Golf Road and West of the Cumberland Station.
The above-described real estate, as you will note, is bounded on two sides
by railway right-of-ways a viaduct and a state highway route 58.
The property was originally subdivided into residential property class "A".
Some time after 1933 the property reverted from the subdivider to the original
owner, the Seeger family, who are the present applicants for the rezoning.
The pfoposed use of this property was vaguely set forth at tie hearing
as a lumber yard and a sash and door mill. The attorney for the applicant stated
he was not at liberty to gige the name of the ultimate user.
There was considerable interest in this hearing, with approximately 100
of the property owners in this neighborhood present.
In making a recommendation on this application, we believe the develop-
ment of the region adjacent to this property should be taken into account. In 1926
this whole area was farmland, and a little later Cumberland was developed, fol-
lowed by Cumberland East and Cumberland Terrace. At present this area represents a
section of the city of some 350 individually owned homes with considerable vacant
property in this areefor future home building with an ultimate potential of some-
where in the neighborhood of 900 homes.
The farm property adjacent to this area represents some of the best po-
tential residential property to the future expansion of our city.
The property in question for rezoning is centrally located as far as the
general development of the whole Cumberland area is concerned. The attorney for
the applicants put forth the argument that the only use for this property is in-
dustrial use, due to the "Y" from the main belt line freight tracks on the west side
of the property.
The feeling of the citizens present who are property owners, is that such
a development as proposed, would ten to depreciate property values and would be a
health hazard due to noise and dirt created by such a development.
Therefore, your Zoning Board of Appeals recommends that the application
for the rezoning of this property be denied.

Hall, on the following described real estate that was petitioned to be zoned from
residential class no to class "C" commercial:
Parcel 1, Lot 37 in Block 11 in Riverside Addition to Des Plaines,
being a subdivision of part of NEt of Section 20 and part of the
Nick Section 21, T.41N., Range 12, E of 3rd P.M.,also known as 1414
Algonquin Road.
Parcel 2, Lots 44 and 45 in said Block and subdivision also
known as 1430 AlgonquinRoad.
The particular property in question has been in use as commercial property
prior to the enactment of the Zoning Ordinance of the City of Des Plainest However,
one of the lots in question is a vacant lot, or partially vacant, at the address
known as 1430 Algonquin Road. This address has been a grocery store for quite a
few years.
Relative to the address known as 1414 Algonquin Road, there seems to be
some question concerning this piece of property in that it has been vacant for six
months, as far as the store is concerned.
In making a field survey of this property, it is noted that the character
of the neighborhood is entirely Class 4A" residential district.
Our recommendation on this particular application would be to leave the
property as it is at present, that is, as two commercial properties that come under
the law in that they were established.prior to the zoning ordinance. We further
recommend that no additions or improvements be allowed other than in the ordinary
maintenance and repair of the buildings involved.
We believe this recommendation will not put any undue hardship on the
owners as they have been used as they are, for quite a few years.
We therefore recommend that the request for rezoning be denied.

Bonds due 1950 through 1958 are to be callable, in inverse numerical order, at the
option of the City on thirty (30) days notice on February 1,•1949 or any interest
payment date thereafter. Bonds due 1954 through 1958 are callable at par as speci-
fied in the preceding sentence. Bonds due 1950 through 1953 are callable at the
above indicated prices on either interest date in 1949 land semi-annually thereafter
at a diminishing premium of 1/4 of one per cent effective each February 1.
For the bonds described above we agree to pay you their par value,
Fifty-five Thousand Dollars ($55,000,00) plus accrued interest to the date of de-
livery.

This offer is for immediate acceptance and is subject to our being fur-
nished with a final unqualified approving legal opinion of Messrs. Chapman and
Cutler, Attorneys of Chicago, which opinion will state that these bonds, payalbe
solely from the Water Revenues of the City of Des Plaines, will have a parity of
lien on said Water Revenues with the presently outstanding Water Revenue Bonds of
said City. The costs of obtaining this legal opinion and of printing the necessary
bonds are to be borne by the City of Des Plaines. The offer Is likewise contingent
upon delivery of the bonds to us, not later than February 15, 1947.

CALL TO ORDER; In the absence of Mayor G. Walter Pflughaupt, the meeting
was called to order by Otto W. J. Henrich, City Clerk, with Aldermen Johnson, Napie'r-
alski, Vavrinek, Wolf, Kehe, Scharringhausen, Harm,Halverson and Morava responding 'to
roll -call.
DESIGNATE MAYOR PRO -TEM: The motion was made by Alderman Johnson and
seconded by Halverson that Alderman Kehe serve as Mayor Pro -teat. The motion was voted
upon by acclamation whereupon the Chair declared the motion carried. Alderman Kehe
thereupon took the Chair.
