APPROVAL OF MINUTES: Each member of the Council having been supplied with
copies of the *inutes of October 21st, 1946, the motioh was made by Alderman Kehe and
seconded by Aapieralski that the said minutes be approved. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried and the said
minutes approved.
ADJOURNMENT: The motion was made by Alderman Vavrinek and seconded by Nolf

CALL TO ORDER: The meeting was called to order by Mayor G. 'Halter Pflug-
haupt, who presided, with the following aldermen responding to roll -call: Aldermen
Johnson, Napieralski, Vavrinek, Wolf, Kehe, Scharringhausen, Harm, Halverson and Morava.
OFFICIAL REPORTS: City Engineer Fletcher reported the well was down 1515 feet.
d Building Inspector Scharringhausen submitted a report on the Illinois State Inspectors'
Convention held at Joliet, Illinois.
PUBLIC PROTECTION REPORT: Alderman Johnson reported the Civil Service list
of firemen had been posted and suggested that two firemen be appointed. Alderman
Johnson then made the motion which was seconded by Napieralski that the City Clerk
write to the Police and Fire Commission requesting them to appoint two firemen and
inform them that an appropriation was made for the two additional men. The motion
was voted upon by acclamation whereupon the Mayor declared the motion carried.
¥UNICIPAL DEVELOPMENT COMMITTEE: Alderman Napieralski reported the fol-
lowing:
Your Committee on Municipal Development respectfully calls your attention
to the fact that the Council voted to permit temporary use of the premises at 1387
Oakwood Avenue for the present purposes of Wilson and Stuart in view of their prepa-
ration to vacate the premises at an early date.
We therefore recommend that the Building Inspector check the premises
within the next sixty days to determine if the Council's rule has been with complied with.
C. & N. W. RAILWAY PARK: Alderman Napieralski reported about the plans of
beautification of the Chicago and Northwestern Railway Park. After some discussion,
the motion was made by Alderman Napieralski and.seconded by Har* to adopt the
beautification plan as outlined on the plat. The motion was voted upon by accla-
mation whereupon the Mayor, declared the motion carried.
STREETS COMMITTEE: Alderman Vavrinek made the following reports:
WELLER CREEK BRIDGE: Your Committeeson Streets and,Public Relations have
investigated the request to repair Welter Creek_Bridge to Hawthorne and has found
1. That this bridge is entirely in the City limits.
2. That while the City did not construct this bridge, it has obligated
itself to maintain it in repair.
3. This bridge provides passage across the creek for school children north
of Des • Plaines.
4. That the cost of repairing this bridge is negligible.
We therefore recommend that the Superintendent of Public Works be in-
structed to immediately repair this bridge in order to provide,a safe crossing for
the school children who use it.
The motion was made by Alderman Vavrinek and seconded by Wolf to concur in
the report. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried. .
• REQUEST TO RESURFACE MINER STREET: Your Committee on Streets has investi-
gated and found:
• 1. That Ellinwood Street, as well as Miner Street, is in bad condition and
requires repaving.-

2. That in order to do a good job it will be necessary to take the crown
out.of Miner Street.
3. That the cost of repaving both streets at the present time is more than
we can afford.
We therefore recommend that both streets be patched and seal -coated which
will last for approximately 3 or 4 years, also that the City Engineer be requested to
prepare an estimate for this work and submit same to the Council for.consideration
and approval by the State. We also feel that the City should set aside some money
each year from Motor Fuel Tax Funds for repaving these streets in 3 or 4 years' time.
The motion was made by Alderman Vavrinek and seconded by Kehe to concur
in the report. The $otion was voted upon by acclamation whereupon the Mayor declared
the motion carried.
SODIUM LIGHTS ON S TURN ON MANNHEIM SOUTH OF OAKTON: Your Committee on
Streets has investigated and found:
1. That there are some ornamental lights on this "S" turn.
2. That in view of the fact that this is a residential section, we do
not feel that sodium lights are satitfactory.
3. In view of the above we feel that ornamental lighting with 18 ft.
poles would provide a safe lighting job and not distract from the appearance of
this residential section.
We therefore recommend that the City Engineer be requested to prepare an
estimate covering the lighting of this "S" turn and submit same to the Council
for -consideration.
The motion was then made by Alderman Vavrinek and seconded by Harm to
concur in the report. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
RIVERVIEW CIVIC ASSOCIATION: Your Committee on Streets has investigated
and found that the streets in South Des Plaines have been taken care of in pro-
portion to the amatunt of funds that are available for street repairs. Those that
are designated as arterial streets have been repaired with "lotor Fuel Tax Funds,
of which South Des Plaines receives its proportionate share. The streets that are
not arterial streets can only be repaired by patching, which of course is not permanent.
We therefore recommend that the Riverview Civic Association be notified of
the above and that they be assured that they are getting their proportionate share
of street pepairs as well as the other sections of the City of Des Plaines. They
should be notified that our funds for street repair purposes are limited and must
be divided equally between all sections of our City.
The motion was made by Alderman Vavrinek and seconded by Kehe_to concur
in the report. That motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried.
APPROVAL OF BILLS: The Finance Committee, through its Chairman Alderman
Kehe, presented the following proposed.resolution:

Gentlemen,
The letter from your Attorney, Mr. F. Opeka, contains a report of your
deliberations on my claim against Des Plaines. The Mayor had told me that The As-
sessments due would be taken care of for an easement on pipes in my lots 9 and 10.
The offer is less than a quarter of what I understood would be arranged for. What
about the Seven Hundred due for my signing for dismissal of the court case? No
answer was received from municipal authorities in reply to my demands for settlement
of this claim in past years. What about the dues for occupancy of my lots 9 and 10
r.. for twenty years? I paid all general tax bills. The contractor cursed me soundly
C\t when I saw the steam shovel on lot 10 in July, 1925, and told him that he had no
rpt right to dig up my lots.
The offer is inadequate and I trust you may reconsider the matter.
The preceding Mayor told 4e that he knows how the interest and penalties
on assessments may be annulled and settle for original amounts.

C. C. FULLER LETTER -RE STREET SWEEPER'. the Clerk read the following:

Gentlemen:
Reference is made to your order with us for an Austin -Western Patrol Sweeper.
The factory has had many serious delays in the production of sweepers as
well as other equipment since you order was entered. These delays have been caused by

strikes in our own plant and plants supplying us with materials. We also received a
38% curtailment in steel deliveries. However, we will have a sweeper that we could
divert to you within the next ten days or so to fill your order. Our next sweepers
will not be available until sometime during the spring of 1947.
Due to the increase cost of production -both inf labor and material -the
factory could no longer continue to manufacture this sweeper at the price original-
ly quoted you. The original quotation was based on pre-war prices of labor and ma-
terials. The price of the sweeper was frozen by OPA at the 1941 price level. In
fact, it was either necessary to increase the selling price of the sweeper or to dis-
continue the manufacture of it.
The current price of the sweeper we will be able to divert to you is $4,836.91.
This price is based upon the factory's price to us and which we must pass on to the
consumer in order to make delivery. We would appreciate you advising us at an early
date that it is agreeable with you for us to deliver this.sweeper to you at the in-
creased price and that payment to us will be made on that basis less, of course, the
trade-in allowance of $150.00 on the used sweeper.
We can only hold this sweeper a few days and for this reason we would ap-
preciate you giving this matter your prompt attention.

purchase the sweeper from the C. C. Fuller Co. based on the price quoted in their
letter of November 12th, 1946. After a lengthy discussion, the Mayor put the question.
Unable to decide on the voice vote, the Mayor ordered the Clerk to call the roll
with the following result: Ayes: Aldermen Johnson, Vavrinek, Kehe, Scharringhausen,
Halverson and Morava. Nays: Aldermen Napieralski, Wolf and Harm. The Mayor thereupon
declared the totion carried. The Mayor instructed the Clerk to write the Fuller Co.
to deliver the sweeper.

I am writing in regards to the Bus Stand stationed on the Northwest Corner

I would appreciate your immediate action as to its removal for the fol-

1. A eyesore to the surrounding community.
2. Obstructs the view from9Vblf Woad to my house.
3. Is used as a playhouse for children in nearby homes.
I am sure if this Bus Stand is really needed, a more suitable location
can be found for it.

Gentlemen:
At our Safety Council meeting of November 12th, I was requested to write
you a letter suggesting that the City surtey and mark Stewart Street, so it can be
cleared of growth and shrubs and made available for parking this winter for the
skaters. This is a safety move to keep the cars off the highway.
2. Another suggestion, is to have the Police Department check speeding
in both directions at Cumberland Station between the hours of 6:30 AM to 7:30 AM
and 6:15 PM to 6:50 PM. 1
3. Another request is to have the Streets and Sidewalks Committee ar-
range to have a cinder walk placed on both sides of Algonquin lad between the Soo
Line tracks and Lee Street, also a cinder walk on both sides of Wolf ll'oad between
Rose and Prairie Avenues for pedestrians walking to the bus. These requests are made
as a safety *easure for keeping pedestrians from walking on the highways.
Please give this matter your early attention and advise.

in your budget for the next fiscal year.
Trust that you will look favorable on our request and hope same will be
granted.

ZONING VARIATION, 916 GREENVIEN AVENUE: The clerk read the following:

Gentlemen:
Due to restrictions placed into effect since the building of my home, I
now find it impossible to obtain a building permit f/or the erection of a new garage
on my property, and therefore it is necessary for me to request a variance in the
Zoning Laws governing this property, in order to secure such a permit.
Will you please arrange to have this matter placed before the Zoning Board
of Appeals as quickly as possible, so that a hearing on the matter can be held'be-
fore bad weather makes it impossible to carry out the building of this needed garage.
