APPROVAL OF MINUJTES: The members of the Council having been supplied
with copies of the minutes of Sept tuber 3rd and 3ept=;mber 5th, 1946, the motion
was made by Alderman Napieralski and seconded by Harris %that the .aid minutes be
approved. The motion was voted upon by acclamation whereupon the eiayor declared
the motion carried and the said minutes approved.
AUTOMOOLIL S ';1ITHOUT LIGHTS: Alde=rman Johnson informed the Council the
traffic ordinance did not make provision about autos being drivewithout lights.
The motion was then made by Alderman Johnson and seconded by Napieralski that the
City Attorney amend the Traffic Ordinance to include the provision about autos
bai.ng driven without lights. The motion was voted upon by acclamation whereupon
the :ayor declared the notion carried.
ADJOURNMENT: The motion was made by Alderman Kehe and seconded by

COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS,
HELD IN THE COUNCIL CHAMBERS, MONDAY,
OCTOBER 7th. 1946. AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter Pflug-
haupt, who presided, with Aldermen Johnson, Napieralski, Vavrinek, Kehe, Scharring-
hausen, McKay, Harm, Halverwon and Morava responding to roll -call.
OFFICERS' REPORTS: The City Clerk submitted the reports of City Treasurer
Ahbe, Building Inspector Scharringhausen, Electric Inspector Rieck and City Clerk
Henrich for the month of September. Also the reports of City Attorney Opeka, Al-
derman Scharringhausen and City Clerk Henrich of the Illinois Municipal League Con-
vention at Springfield...Building Inspector Scharringhausen made a verbal report.
City Engineer Fletcher gave a report on the progress on the new well.
They have gone down 590 feet.
PUBLIC RELATION COt.i:IITTEE REPORT: Alderman Harm read a letter from
Mann & Lund Company, 600 So. Michigan Avenue, Chicago, Illinois, who desired to
lease some space for that company. He was granted permission to reply to the letter.
MUNICIPAL DEVELOPMENT COMMITTEE: Alderman Napieralski reported that with
the revisions made on the Committee's suggestion, the plat of the Oakton Park Sub-
division is acceptable and he recommended that the City Clerk notify the Cook County
Zoning Board of Appeals that the City of Des Plaines has no objection to the Oakton
Park Subdivision as platted and as controlled in deed restrictions, copy of which
is also attached. The motion was made by Alderman Napieralski and seconded by
Johnson to approve the.plat and to authorize the Mayor and City Clerk to execute
same. The motion was voted upon by acclamation whereupoh the Mayor declared the
motion carried.
APPROVAL OF BILLS: The Finance Committee, through its Chairman, Alderman
Kehe, presented the following proposed resolution:

In reply to the attached Committee report we unanimously suggest that

mittee Report, be withheld because of the uncertainty of store hours as to the
evening which they may be open. Throughout the Chicago shopping area they are
changing their Saturday policies to 6 P.M. and instead, opening Monday evenings.
Des Plaines may or may not desire to do the same.
Referring to the 90 minute part, we suggest that the ordinance remain
as is, 60 minutes, for it is our contention .that the extensioh of time would de-
crease the number of parking spaces per day..

Due to increased labor and material costs the final cost of this im-
provement exceeded the estimated cost by $2440.
In order to close this account it is necessary for the City Council to
pass the attached Supplemental Resolution. .

RIVER DRIVE VACATION NOT PISSED ON: The Clerk. then read for second
reading an Ordinance vacating a portion of River Drive in the City of Des Plaines,
Illinois. be motion was made by Alderman 'vrinek and seconded by Scharringhuasen
to pass the ordinance. After several minutes of discussion, in which Alderman
Napieralski strenuously spoke desiring that a parcel of land be dedicated to the
City for public use. The Mayor put the question and the Clerk called the roll
with the following result: Ayes: Aldermen Vavrinek, Wolf, and Scharringhausen.
Nays: Aldermen Johnson, Napieralski, Kehe, McKay, Harm, Halverson and Morava.
The Mayor thereupon declared the motion lost and the ordinance not passed.

of Public Health, approving improvements to Waterworks and the drilling of new
No. 2 well.

COUNTY ZONING HARING: The Clerk read a County Zoning Hearing regarding
property North of Devon A enue between Dee Road on the west and the City of Park
Ridge on the east, to be held October 10, 1946, at Park Ridge City Hall, Alderman
Napieralski suggested as this property is within] the Park Ridge District, the
Clerk write a letter to the County Zoning Board and inform them that the City
Council of Des Plaines desired to let the Park Ridge Council determine the re-
zoning. The Clerk was so instructed.

Dear Mayor Pflughaupt and fellow Aldermen:
With much regret I bring to you tonight my risignation as Alderman for
the Fourth Ward, City of Des Plaines. The reason for this action is my proposed
transfer by my employer, the Baltimore & Ohio•Railroad Company, from Chicago to
Baltimore.
While there is a slight possibility that the plans under way may not
work out, nevertheless, because of my inability to ie available as an alderman
should, to attend Council and Committee meetings, etc., due to my absence from
the City, I feel I should submit to you this, my resignation.
My family and I have been in the Chicago area for more than 14 years,
almost half of that time in Des Plaines, and not just because it is a pleasant
thing to say now that I must go, but also because it is a fact, I want to tell
you that the time we have spent in this friendly City has been a most enjoyable
period. Des Plaines has become home to us, especially the neighborly community
in which we pioneered - Cumberland Terrace.
Now it appears we must sever these home ties, and I must relinquish my
pleasant association with you gentlemen, I am happy to have been privileged to
serve almost my full term in office, have enjoyed mfr work in the Council, and ap-
preciate the help received in my efforts to represent my constituents and the
City generally.
With best wishes to you all and for the welfare of the City.

The Mayor commented on the faithful service of A lderman McKay and that the City

would feel proud of the promotion received by the Alderman from his Company. Sev-
eral of the Aldermen spoke regarding about the loss of the valuable ser/ice to the
Fourth Ward of Alderman McKay.
PLANS ON CONNECTION OF NEW WELL TO WATERWORKS: Engineer Fletcher pre-
sented plans on connections of Well No. 2 to Wzterworks•and the k ayor ordered them
referred to the Water Committee.
HOME TOWNERS TO PUT FLOWER GARDENS IN RAILROAD PARK: The Home Towners
having requested permission to put flower gardens in the Chicago and Northwestern
Railway Park, the Des Plaines Park District requested the City Council to get per-
mission from the Railway. The motion was made by Alderman Harm and seconded by
Napieralski that the City Clerk write to the Chicago and Northwestern Railway
asking for permission for these flower gardens. The motion was voted upon by ac-
clamation whereupon the Mayor declared the motion carried.
NEW BILLING MACH. FOR WATER DEPT.: Alderman Halverson informed the
Council of the need for a new billing machine. He said if a machine weref( ordered
now, it would be 18 to 24 months before delivery. The cost would be about $3,500.00.

minutes approved.
ADJOURNT: The motion was made by Alderman McKay and seconded by
Johnson to adjourn. The motion was voted upon by acclamation whereupon the Mayor

MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS,
HELD IN THE COUNCIL CHAMBERS, MONDAY, OCTO-,
BER 21st, 1946. AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided, and who informed the Council that the President and a rep-
resentative group of the Woman's Club were pr3sent. the Mayor informed the ladies
that the. Council appreciated their interest and the interest of other organizations
in their attendance at Council meetings. The Clerk then called the roll with the
following aldermen responding: Aldermen Johnson,gNapieralski,Wolf, Kehe, Schar-
ringhausen, harm, Halverson and Morava. Alderman Vavrinek was absent due to a
business trip out-of-town.
OFFICIAL REPORTS: The City Clerk submitted his report of receipts and
disbursements for the period ending September 30, 1946, and Chief of Police Becker's
report on the Convention held in Mexico City, Mexico. Chime Becker and Alderman Hal-
verson reported on the South side nuisance case. Alderman Halverson asked the at-
torney to complete the condemnation suit as soon as possible.
