CANCEL H -H ELECTRIC COMPANY'S CONTRACT: The Clerk then read the following:

Gentlemen:
For the past year we had engaged the H & H Electric Company to perform
certain services which we are now able to perform ourself. For this reason I
recommend that notice of cancellation of contract he given this company.

The motion was made by Alderman Scharringhausen and seconded by Johnson that the
City Clerk give notice of cancelation of contract., effective December 31st, 1946,
to H -H Electric Company. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
AN ORDINANCE PERTAINING TO PUBLIC IMPROVEMENT BY PRIVATE CONTRACT: The
Clerk read for first reading the following ordinance entitled:
AN ORDINANCE PERTAINING TO PUBLIC IMPROVEMENT
BY PRIVATE CONTRACT, PROVIDING FOR THE PAYMENT
THEREOF AND ESTABLISHING PERMIT FEES.
The Mayor referred the ordinance to the Finance and Street Committees for study.
APPROVAL OF MINUTES: The members of the Council having. been*supplied
with copies of the minutes of August 19, 1946, the motion was made by Alderman Hal-
verson and seconded by Johnson that the said minutes be approved. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried and the
said minutes approved.
The Mayor instructed the Clerk to write letters to the owners at
Algonquin and Des Plaines Avenue regarding the cutting of weeds and shrubbery.
CITY OFFICIALS TO ATTEND MUNICIPAL LEAGUE CONVENTION: The notion was
made by Alderman.Johnson and seconded by,Scharringhauseh_thattwo Aldermen and the
City officials be allowed expense money to attend the Municipal League Convention
at Springfield, Illinois. The motion was voted upon by acclamation whereupon the
Mayor,declared the motion carried.
ADJOURNMENT: The motion was rude by Alderman Mr,Kay and seconded by
Scharringhausen to adjourn. The motion was voted upon by acclamation whereupon
the Mayor declared the meeting regular]y,adjourned.

CALL TO ORDER: The meeting was, • called to order by Mayor G. alter
Pflughaupt, who presided, with Aldermen Johnson, Napieraiski, 7olf, Kehe, Schar-
ringhausen, Harm and Morava responding to roll -call. Alderman Vavrinek was ab-
sent due to his attendance at a convention in Canada; Alderman Mcray was out-of-
town on business; Alderman Haly rson was at Northwestern Hospital with his son
who had been struck by •n automobile.
OFFICERS' REPORTS: The City Clerk submitted the report of City Treas-
urer H. A. Ahbe for the month of August, 1946.
COMMITTEE REPORTS: Alderman Johnson, Chairman of the Public Protection

We, your Committee on Public Protection, recommend that the Superin-
tendent of Fublic Works place "no parking" signs at the following locations:

'Traffic Comr-aission letter enforcing parking ordintnce": That the
parking conditions were considerably improved by the enforcement of the Parking
Ordinance and recommend that the Traffic Commission consider extending the
one-hour parking from 8:00 to 9:00 P.M. on shopping nights, particularly on

"Canadian Thistles" That owners of vacant property have definitely
been negligent in cutting thistles and other noxious weeds, and recommend that
the City Attorney be instructed to draft an ordinance creating the office of
7eed Control Commissioner and a sum of money be appropriated, sufficiert to
carry out the duties of such a Commissioner. The notion was made by Alderman
Johnson and seconded by Napieralski to concur in the report. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried.
"Traffic Commission letter extending one hour parking restriction
on Le -D Street from eller to Park Place" -- :dvise to accept the recommendation
of the Traffic Commission :ad recommend. the City., Attorney be instructed to _mend
the Traffic Ordinance creating one hour parking, on the east side of Lee street
ff'om "a±iner Street to Park Place instead of Miner Street to alley. The motion,
was made by Aldermen Johnson and seconded by Napief'alski to concur in the re-
port. The motion was voted upon by acclamation whereupon the ayor declared
the motion carried.
"Traffic Commission letter on Laurel and Harding traffic" --- that
the traffic conditions at this point necessitate a stop sign and recommend that
the City Attorney be instructed to draw an ordinance making Herding a through
street et Laurel Avenue.
"Car parking on the streets south of Oakton Street where buses travel"
These violations were prevalent through the entire community. We attended a
meeting of the River View Civic Organization and advised them that arrests would
be made if the practice continued. The Police Department was instructed to ieaue
courtesy tickets for one week, and arrests made thereafter.
The motion was made by Alderman Johnson and ,seconded by Napieraiski
to concur in the report. The motion was.voted upon by acclamation whereupon the
P,r:for declared the motion carried.
"Vending m.chine ordinance" -- that income derived from vending machines
dispensing candy etc., does not warrant a license, nor do they create a source
of serious competition to the licensed merchants handling these commodities and
recommend that at this time an ordinance for vending machines is not necessary.
The motion was made by aldermen Johnson and seconded by Napieralski to concur
in the report. The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried.

"Traffic Commission recommendation of "no parking" signs be p1aced

accept the recoreeendation of the Traffic Commission and recommend that the Super-
intendent of Public Works be insttucted to erect "no parking" signs on both
sides of Prairie A enue between Center and lee Streets. The motion was made ba

ENGINEER'S REPORT: City Engineer Fletcher reported of progress on
the new well and they ihe down 342 feet.
PUBLIC RELATION COMMITTEE: Alderman Napieralski made a verbal report
of the meeting with the Telephone Company regarding service. He will present
a written report.

The motion was made by Alderman Kehe and seconded by eapierelski that the said
resolution be adopted. The Mayor put the question and the Clerk called the roll
with the following result: Ayes: Aldermen Johnson, Napieralski, Wolf, Kehe,
lcharringhausen, Harm and :orava. Nays: None. The 14eyor thereupon declred the
motion carried and the said resolution adopted.
REPORTS OF CITY ATTORNEY OPEKA: The City Attorney made verbal reports
on the Mrs. F. J. Schmol1 letter and Moore voucher on Ellinwood pavement. The
Attorney said he desired to meet with the Finance Committee to study these items
so that the Committee could recommend what procedure the Attorney should follow.
The Mayor referred the items to the Finance Committee.
CHICAGO AND NORTHWESTERN RAILWAY LETTER ON WHISTLING: The Clerk read
the following letter

Replying to your letter of August 7 in regard to whistling of locomo-
tives and ringing of crossing bels within the Des Plaines City limits.
Our division officers have been making checks, and I am advised that
there is no cause for complaint as to the whistling. 'Whistling as is being done
is for the protection of trains; such as, whistling their flagmen out or calling
them back, which is necessary end which is called for- and expected.
No crossing whistling was observed by the division officers, and we be-
lieve that the whistling referred to is that of calling in the flagman.
Crossing bells and flashers were recently installed at Thacker Street,
and there is no doubt khat while the crew of the Switch Run are performing their
work at Norma Aid leave the rear end of their train on the main line, these
crossing bells with ring, as should be the case, but during such times a man is
stationed at the crossing to direct traffic.
We will continue to check the whistling of locomotives and the exces-
sive ringing of these crossing bells in order to eliminate cause for further com-
plaints.

1ST READING OF AN ORDINANCE VACATING RIVER DRIVE: Alderman Johnson
inquired if they could discuss the ordinance on first reading and the ;payor in-
C\t formed him that it could be discussed. He dasired that Stewart :.rive should
r`rg be opened to the river by Mr. Hunting dedicating a piece of his land. Sote
of the other aldermen were in accord with Alderman Johnson, stating this was the
only street by which the people could reach the river from Desrlaines Avenue.
Mr. Hunting informed the Council that Stewart Drive never extended to the river
and people have been trespassing on the property. He said he intended to build
his home at that spot,but would by willing to grant the City twenty-five feet
(251) along Algonquin Road to the river. The aldermen then agreed to accept
the twenty-five feet on Algonquin Road and the Mayor requested Ter. Hunting to
put this in writing to the City Council.
GRANT OF EASEMENT ON THACKER STREET FOR WATER MAINS: City Attorney
Opeka presented an easement granted by Henry E. and Amanda Moeller for water
main: from the new well to the softening plant on Thacker Street. The 14.ayor
instructed the City Attorney to record the grant of easement.

ATTENTION: MR. OTTO HENRICH
Dear Sir:
Some months ago I became very interested in organizing a' small,
light manufacturing establishment. I then combed the town in an effort to locate
manufacturing space. Thissexrch proved, as one might expect, to be very fruit-
less. The next step was to purchase land and erect n building, but the recent
government orders prohibiting the construction of factory buildings put an end
to those plans.
Now the only alternative I have left is to use.th concrete block garage
located at 871 Welter Avenue. I discussed the possibility of a temporary variance
in the zoning lags which apply to this location with Torr. acharringhausen. He sug-s
gested that I discuss the problem with someone on the Zoning Committee. This was
done and I am now appealing to you for your help in placing this matter before
the proper authorities.
I have lived in Des Plaines all of my life and thereby feel somewhat
justified in making this request. I intend to build a regular factory building
as soon as the government lirts restrictions on industrial construction.
Your cooperation and .any help you might be able to offer in the solution
of this problem would be greatly appreciated.

AUTOMOLILES WITHOUT LIGHTS: Alderman Johnson informed the Council the
traffic ordinance did not make provision about autos being drivenwithout lights.
The motion was then made by alderman Johnson and seconded by Napieralski that the
City Attorney amend the Traffic Orci.nance to inelud.e the provision about autos
bai.ngdriven without lights. The motion was voted upon by acclamation whereupon
the :mayor declared the notion carried.

OFFICERS' REPORTS: The City Clerk submitted the reports of City Treasurer
Ahbe, Building Inspector Scharringhausen, Electric Inspector Rieck and City Clerk
Henrich for the month of September. Also the reports of City Attorney Opeka, Al-
derman Scharringhausen and City Clerk Henrich of the tfllinois Municipal League Con-
vention at Springfield...Building Inspector Scharringhausen made a verbal report.
City Engineer Fletcher gave a report on the progress on the new well.
They have gone down 590 feet.
PUBLIC RELATION COMMITTEE REPORT: Alderman Harm read a letter from
Mann & Lund Company, 600 So. Michigan Avenue, Chicago, Illinois, who desired to
lease some space for that company. He was granted permission: to reply to the letter.
MUNICIPAL DEVELOPMENT COMMITTEE: Alderman Napieralski reported that with
the revisions made on the Committee's suggestion, the plat of the Oakton Park Sub-
division is acceptable and he recommended that the City Clerk notify the Cook County
Zoning Board of Appea&s that the City of Des Plaines has no objection to the Oakton
Park Subdivision as platted and as controlled in deed restrictions, copy of which
is also attached. The motion was made by Alderman Napieralski and seconded by
Johnson to approve the.plat and to authorize the Mayor and City Clerk to execute
same. The motion was voted upon by acclamation whereupoh the Mayor declared the
motion carried.
