SEPTEMBER 5. 19 6 AT •00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter Pflugi
haupt, who presided, and the Clerk called the roll with Aldermen Johnson, Vavrinek,
Wolf, Kehe, Scharringhausen, McKay, Harm, Halverson and Morava responding to roll -
call. Alderman Napieralski was absent the entire meeting.
OFFICERS' REPORTS: The Clerk submitted the reports of Building Inspector
Scharringhausen, Electrical Inspector Rieck, and the City Clerk, for the month of
August.
City Engineer Fletcher reported that they were down 256' with the new
well.
COMMITTEE REPORTS: STREET COMMITTEE: Alderman Scharringhausen made the
following report on Doall Company's desire of dedication for street on their part
of Laurel Avenue:
Your Street Committee has investigated and has found that the street is
in need of repair. The limestone surface contains many holes or depressions which
should be filled. The surface of the street has never been treated to prevent dust
and we have had several complaints of this from the people who live just west of
this street on .11ow and Evergreen Streets. This street carries considerable traf•
fic, some of it heavy. The Doall Company has constructed concrete curb and gutter
along their portion of the street and the owner of the lot at the NE corner of Laurel
and Harding has also constructed curb and gutter along his property, however the
balance of the street is without curb and gutter. We believe that if the street
is accepted by the City it should be completed with curb and gutter and surfaced
with a good substantial asphalt surface in order to prevent dust and to keep main-
tenance costs to a minimum.
We, your "ommittee on9treets, therefore recommend, that the dedication of
the street be not accepted until the street has been completed as above specified,or,
until all parties concerned have agreed to the City of Des Plaines completing the
street by Special Assessment.

The motion was then made by Alderman Scharringhausen and seconded by Halverson to
concur in the report. After some discussion, the motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the report concurred in.
Alderman Scharringhausen reported that the Committee had investigated
the vacating of River Drive from Steward Avenue to Algonquinlbad which had been
requested by Mr. C. R. Hunting, sole owner of property on both sides of River Drive
and then made the motion which was seconded by Kehe that the City Attorney draft
an Ordinance for vacating the street. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried.
WA'IEtt COMMITTEE REPORT: Alderman Halverson reported that the Committee
had investigated the resolution and State Highway Permit requested by Mr. J. DiVito
for the installation of sewer and water mains on Busse Highway near Mason Lane and
found that the Water and Sewer mains were adequate to handle the additional mains..
that the City Clerk be instructed to fill out the resolution and that the request
be granted. The motion was xmixixigiumbxxx made by Alderman Halverson and seconded
by Johnson to concur in the report. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the report concurred in.
MUNICIPAL DEVELOPMENT COMMITTEE: Elderman McKay reported there would be
a joint meeting of the Aeronautic Commission and the City Council, Wednesday,
September llth, 1946, at 5:00 P.. M. and he desired the Aldermen to be present.

- COUNTY ZONING HEARING REPORT OF ATTORNEY OPEKA: The Clerk then read:

Gentlemen:
Pursuant to request of the Municipal Development Committee, I attended
the public hearing at the Village Hall, Schiller Park, on Wednesday, September 4,
1946 with reference to the reclassification F FarmIlstrict to a B-2 Business, tavern
and Amusement District on property situated at the northwest corner of Higgins
and River Road.

The purpose of the request was to enable the owners to lease a portion
of this land for a golf driving range extending between Higgins Road and River Road,
in the triangular portion of the tract. The remaining property to have a business
classification in anticipation of future developments because of the proximity to
the airport.
It would appear from the County Zoning Ordinance that a B-2 classification
is necessary to provide for this driving range. Hence the request. Mr. Schiesle
of Park hidge is the owner of this land and is not desirous of permitting any liquor
establishments on any portion of it, but do want this classification of B-2, so
that businesses within that classification may operate on said premises.
As an alternative, the applicant requests a classification to B-1, with a
variation to permit a golf driving range for the period beginning January 1, 1947
and ending December 31, 1952. The proposed operators of the driving range now have
a similar range at the intersection of Lincoln and Tuohy Avenue in Chicago and in-
tend to construct a driveway from Higgins Road to River Road and to provide ample
parking facilities for their trade.
The lease, when executed, will provide that said operators may sell soft
drinks and specifically prohibit the sale of any intoxicants.
jhe Board of Appeals has granted the City of Des Plaines until Monday,
September 9, 1946, to make its recommendations.

The motion was made by Alderman McKay and seconded by Harm that the Clerk write a
letter to the County Zoning Board of tippeals advising them that a B-2 classification
be denied but recommending a B-1 classification with a variation to permit a golf
driving range. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried. Alderman McKay requested that the Clerk instruct the Zoning
Board by phone of the action taken.
APPROVAL OF BILLS: The Finance Committee, through its'Chairman, Alder-
man Kehe, presented the following proposed resolution:

The motion was made by Alderman Kehe and seconded by Johnson that the said reso-
lution be adopted. The Mayor put the question and the Clerk called the roll with
the following result: Ayes: Aldermen Johnson, Vavrinek, Wolf, Kehe,Scharringhausen,
McKay, Harm, Halverson and Morava. Nays: None. The Mayor thereupon declared the
motion carried and the said resolution adopted.
COUNTY HIGHWAY PETTIT: The Clerk presented three copies of County
Highway Permit for construction of 10 inch water main by the City on Thacker Street.,
from the new well to the Cater Nell. The motion was made by Alderman Halverson and
seconded by Johnson that the Mayor and City Clerk be authorized to execute the
permit. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.

CANCEL H -H ELECTRIC COMPANY'S CONTRACT: The Clerk then read the following:

Gentlemen:
For the past year we had engaged the H & H Electric Company to perform
certain services which we are now able to perform ourself. For this reason I
recommend that notice of cancellation of contract be given this company.

The motion was made by Alderman Scharringhausen and seconded by Johnson that the
City Clerk give notice of cancelation of contract., effective December 31st, 1946,
to H -H Electric Company. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.
AN ORDINANCE PERTAINING TO PUBLIC IMPROVEMENT BY PRIVATE CONTRACT: The
Clerk read for first reading the following ordinance entitled:

BY PRIVATE CONTRACT, PROVIDII?G FOR THE PAYMENT
THEREOF AND ESTABLISHING PERMIT FEES.
The Mayor referred the ordinance to the Finance and Street Committees for study.
APPROVAL OF MINUTES: The members of the Council having.been.suptlied
with copies of the minutes of August 19, 1946, the motion was made by Alderman Hal-
verson and seconded by Johnson that the said minutes be approved. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried and the
said minutes approved.
The Mayor instructed the Clerk to write letters to the owners at
Algonquin and Des Plaines Avenue regarding the cutting of weeds and shrubbery.
CITY OFFICIALS TO ATTEND MUNICIPAL LEAGUE CONVENTION: The motion was
made by Alderman.Johnson and seconded by, Scharringhausen_that two Aldermen and the
City offl99ials be allowed expense money to attend the Municipal League Convention -
at Spx•ing£ield, Illinois. The motion was voted upon by acclamation whereupon the
Mayor,declared the motion carried.
ADJOURNMENT: The motion was made by Alderman M,Kay and seconded by
Scharringbausen to adjourn. The motion was voted upon by acclamation whereupon
the Mayor declared the meeting regularly adjourned.
