The Mayor asked City Ehgineer Fletcher.if he desired to make a report of the matter
referred to in the letter. He informed the Council that the City should purchase
the tracings as they were valuable to the City and the price was very low.
The motion was made by Alderman Napieralski and seconded by McKay that the City
Clerk communicate with Mr. Jenkins telling him that we have made no provision in
our ordinance to purchase these tracings, but would purchase them at a future
date. The Motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.
The Mayor informed the Council that they would receive notice from the
City Clerk for a call of special meeting for Friday, July 26th, at 9:39 P. M.
to give consideration to the proposal of the Aluminum Company of America to
erect a plant adjacent 9Sto the City of Des Plaines. .
BIDS ON NEW POLICE CAR: The motion w as_made by Alderman Johnson and
seconded by Scharringhauuen that the City Clerk advertise bids in both local
newspapers for a new police car. Bids to be opened at the August 5th, 1946,
Council meeting. The motion was voted upon by acclamation whereupon the "payor
declared the motion carried.
ADJOURNMUNT: The motion was made by Alderman McKay and,seconded �y
Vavrinek toadjourn. The motion was voted upon by acclamation whereupon the
Mayor declared the special meeting regularly adjourned.

McKay responding to roll -call. The Clerk reported only four (4) Aldermen
present, whereupon Mayor Pflughaupt declared the meeting adjourned for want of
a quorum.

ALCOA OR ALUMINUM CORPORATION OF AMERICA ZONING: Alderman McKay, Chair-
man of the Municipal Development Committee, read the following report:

Submitted herewith'is the report -and recommendation of your Municipal
Development Committee, concerning the proposed establishment of an industrial
site by the Aluminum Corporation of America on a 40 acre tract, located in the
southwest corner of the intersection of Wolf and "lgonquin!bads.
Your Committee has carefully weighed the many factors, both physical
and social, which would come to bear upon our community and its people by the la*
cation of the Alcoa plant in our environs.
In the public hearing held before the County Zoning Board ofkppeals
on July 17, 1946, the Board suggested to the Attorney for Alcoa that their pe-
tition for re -zoning from F (farm) classification to I-2 (heavy industrial) clas-
sification, be amended to I-1 (light industrial) classification. Such suggestion
was made at the instance of the Chairman of the Municipal Development "ommittee.
Your Committee is opposed to the establishment of a heavy industrial classification
on the site in question.
However, predicated on the apparent acceptance of the light industrial
classification by Alcoa, we find that the detrimental factors incidental $o the
placing of this plant in our bcality are very substantially outweighed by benefits
to the general welfare of our community, if the following conditions are met.
1. That Alcoa be required to furnish adequate sewer facilities, leading
their sanitary sewer into the River Road interceptor, and their storm sewer into
the Des Plaines River; the sewers to be between 24 and 30 inches in diameter.
2. That Alcoa be required to commit itself to annexation to the City
of Des Plaines at such time as duly constituted authorities of the City request
that the site of the plant or a portion thereof be incopporated within the limits
of Des Plaines.
3. That Alcoa formally signify to the Gook County Zoning Board of Ap-
peals their willingness to accept a light industrial classification for the area
in question.
4, That Alcoa be required to commit itself to full cooperation with our
Architectural Commission, Engineering, and other "ity Departments in all phases of
construction, landscaping, and maintenance, within reasonable limits fdr the pur-
pose of protecting the health, welfare, and safety of our citizens.
On the basis of the foregoing, your Committee recommends that the City
Council of Des Plaines notify the ook County ming Board of Appeals that said City
has no objection to the re -zoning of the subject property for I-1 light industrial
use, and that the City council does object to the re -zoning of the subject parcel
for heavy I-2 industrial use.

The motion was then made by Alderman McKay and seconded by Napieralski to concur
in the report. Alderman Kehe, on discussion, said he vie»ld vote "no" on concurrence
of report, due to the fact that the property owners of his ward, being adjacent to
the proposed land to be reaoned, had objected to the rezoning at the Cout$' Re-
zoning Hearing/ and had called at his home requesting him to object to the rezoning

at the Council meeting. The Mayor then put the question and the Clerk called the
roll with the following results: Ayes: 41dermen Johnson, Napieralski, Vavrinek,
Wolf, McKay and. Halvorson. Nays: Kehe. The thereupon f?.eclared the motion
carried And the revert concurred in.
The Mayor inquired of Alderman McKay if he would deliver to the. Cook
County Zoning Board of Appeals the tetter written by the Municipal Development Com-
mittee, along with the Mayor's and Clerk's signatured, informing that Board of
the action taken at the Council meeting. Alderman McKay replied that Alderman
Napieralski would deliver the letter. •

ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY. AUGUST 5. 1946. AT 8:00 P. M,
CALLTO ORDER: The meeting was called to order by Mayor G. Iter Pflugw
haupt, who presided, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe,
McKay, Harm and Halferson. Alderman Scharringhausen was absent the entire meeting.
OFFICIAL REPORTS: The Clerk submitted the reports of. City Treasurer
H. Ahbe, Building Inspector F. Scharringhausen, Electrical Inspector A. Rieck and
the City Clerk for the month of Judy, 1946. City Engineer Fletcher reported the
drilling of the new well had been delayed due to striking rock.
REZONING AT 1460 HENRY AVENUE AND 1418 PERRY STRE!T: The Clerk sub-
mitted the following recommendations:

Gentlemen:
•- Pursuant to notice published, a public hearing was held on July 30, 1946,
to consider the application to zone from Class A Residentddl to Class B'multiple
family dwellings on the following described property:
Lots 7 and 8 in Block 3 in Riverside Addition to Des Plaines in
Sections 20 and 21, Township 41 North, Range 12, East of the 3rd
P. M. This property is commonly known as 1460 Henry Avenue.
The hearing disclosed the block in which this reclassification was re-
quested, to be built up of single family units. There was presented to this Board
a petition signed by 21 owners of home within the block affected, indicating that
there is no objection on their part to permit this reclassification. There were
no objectors.
A petitioner at the hearing, in view of the disclosure that the exterior
appearance of the structure will not be changed in any way, requested his appli-
cation be amended as a request for a variation, thereby permitting said property
to remain classified as a single family residence area with a variation to permit
the use of same by two families. The proposed occupant of the addition to the
premises is a returned G.I. and a member of the family.
Your Zoning Board of "ppeals pursuant to authority vested in it has
granted a variation in this matter and asks concurrence of -the City Council.
