CALL TO ORDER: The meeting was called to order by Mayor G. Walter Pflug- haupt, who presided, with Aldermen Johnson, Napieralaki, Vavrinek, Wolf, Kehe, Scharringhausen, and McKay responding to roll -call. Tidy READING OF CALL: Waiver of Notice r We, the undersigned *embers of the City Council of the City of Des Plaines, do hereby waive notice of the time, place, date and purpose of a special meeting of the City Council of the City of Des Plaines to be held on July 22, 1946 A.D. at 8:00 P. M., in the Council Chambers, and do hereby consent (to the holding of such meeting and to transaction of any and all business that may come before such meeting. The Clerk then read: July 15, 1946 Mr. Otto W. J. Henrich, CLty Clerk Des Plaines, Illinois Section 11 -CS Dear Sir: The plans, specifications and estimate for the above section were ap- proved by this Department today. The proposed improvement is located on Columbia Avenue, Woodbridge Road and Washington Avenue and consists of an 18 foot subclass A-1 bituminous surface treatment constructed on an existing 18 foot waterbound macadam base (8" thick- ness) which is to be strengthened with additional crushed stone surfacing ma- terial. The improvement on Columbia Avenue also includes storm sewer and appur• tenances. We have reduced the unit price for preparation of base and increased the unit price for cover coat aggregate. These changes reduce the total estimated cost of the improvement from $9,234.00 to $8,832.35. On the schedule of prices sheet the quantity for two items has been corrected to agree with the plans. We have inserted in the proposal special provisions pertaining to changes in freight rates and have inserted in the plans standards 1514, 1516 and 1527. The storm sewer work is approved with the understanding that no sanitary sewer including house connections, cesspools, eeptic tanks or basement drains will be connected to the storm sewer and that a certified copy of such ordinances prohibiting these connections will be furnished for our records and the records of the State Sanitary Water Board, Springfield, Illinois. If it is desired, a sample ordinance may be obtained from the district office of the Division of High- ways. One set of the approved plans is being sent to Mr. E. N. Fletcher. REPORT ON SEWER RgpugpT OF H.A.DOOLEY: The ''lerk read the following: To the Mayor and City Council: We your Committee on Water, Sewer and Public Buildings has investigated and found there are 2 sewer mains in Dempster Street, an 8" in.the center of the street and a 12" along the curb. The latter sewer was built by the State with State funds and has 1 building connected to it. Both sewers empty into the inter- cepter sewer. y • We, your Committee recommend that inasmuch as this sewer was built by the State, Mr. H. A. Dooley be permitted to connect to said 12" sewer providing permission is granted by the State. The City Attorney draw up a contract between the City and Mr. Dooley, prohibiting roof and drainage water to empty into said sewer. The City Engineer be authorized to inspect the connections to said sewer. VETERAN CAB COMPANY,: The Clerk read the following letter: July 17, 1946 Honorable Mayor and Council: Through sept experience in driving a taxi -cab in this City, I find that the people are not satisfied with the length of time they have to wait and are -often unable to make their trains and buses on time. In other words, there are not enough cabs to meet the demands of the people. With the above in mind, I have become very much interested in organizing a VETERANS.CAB COMPANY for the people of Des Plaines. I am a veteran of the Pacific and all the drivers of the company would be veterans, and if possible, they would all be froml'bs Plaines. I believe the people of this City.would patronize a good service without interfering with the business of other companies. Information I have been able to gather from the people who have ridden in my cab shows they would like a Veteran Cab Co., and at this time I an asking for a permit to put four (4) VETERAN CABS into operation in this City. This number would enable me to do as I would promise the people --GIVE THEM FIRST CLASS SERVICE. If at any time you would like more details, I should be glad to come to see you a t your convenience. . Yours very truly, (signed) Irwin L. SCHILLER PARK COUNTY ZONING HEARING: The City.Attorney reported on the County Zoning Hearing of three subdivisions of the old Greenview Golf Course in Leyden Township. _ The motion was made by Alderman McKay and seconded by Napieralski that the City Clerk inform the County Zoning Board that the City Council would be in favor of the rezoning, providing the installation of the proposed sewer and water systems. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Alderman McKay suggested that the City Clerk obtain plats of these proposed subdivisions. O4KTON PARK 4UBDIVISIOI(: The City Clerk presented the following described plat which had been approved by the City Plan Commission: BEING MARTIN F. BEER'S SUBDIVISION OF THE SOUTH HALF OF THE NEk OF THE SErk OF SECTION 24, TOWNSHIP 41 NORTH, - RANGE 11 EAST OF THE THIRD PRINCIPAL MEHDIAN. (The Subdivision being west on Mount Prospect Road and north-onlbrest Ave.) The Mayor referred the plat to the Municipal Development vommittee. • CARTER JENKINS: The City Clerk then read the following letters July 13, 1946 Dear Mayor Pflughaupt: You will recall my recent visit when I mentioned the fact that I owned the many tracings which were made in order to supply the City of Des Plaines years ago with several copies of a comprehensive Atlas showing all recorded information, and oS which were later placed data pertaining to underground and other utilities. These tracings, as part of the agreement, remained the property of myself at the time of preAeration, since it was believed that sales of prints of them could be made to landowners, real estate operators L tax authorities and others in a position to require such information. However, the depression and my ex- tended absences from the City of Des Plaines during past years made that impossible. These tracings are of great value to the City, show superb research add draftsmanship, and would cost many thousands of dollars to duplicate. I believe that the City should own these tracings, as they represent basic records which should be kept in the saftest of storage. The tracings are in excellent con- dition, and I offer them for sale to the City for the sum of $500.00, which is but a fraction of the cost of preparation. This information is for your presenta- tion to the City GounciEl, if you so elect, and for ouch subsequent action in the matter of appropriation as the City authorities may decide to take. I am sure that you and many of the City officials will recall the large amount of work which I performed for the City of D es Plaines, for which I was never paid; one of the improvements being pavement of Riverview, on which the attorney collected a substantial sum, and on which I refused to sue although the contract was let and in addition to all plans, specification s and estimates, I also staked out the job after the contractor moved his equipxent onto the site. 507 5'03 (MINUTES CONTID.*LETTER)) The price of $500.00, which I am quoting you for the tracings, has been determined in the same spirit of consideration and in view of the City's financial situation, an attitude which I consistently showed while performing engineering work for the City of Des Plaines. He informed the Council that the City should purchase the tracings as they were valuable to the City and the price was very low. The motion was made by Alderman Napieralski and seconded by McKay that the City Clark communicate with Mr. Jenkins telling him -that we have made no provision in our ordinance to purchase these tracings, but would purchase them at a future date. The Motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The Mayor informed the Council that they would receive notice from the City Clerk for a call of special meeting for Friday, July 26th, at 9:3Q P. M. to give consideration to the proposal of the Aluminum Company of America to erect a plant adjacent flto the City of Des Plaines. , BIDS ON NEW POLICE CAR: The motion w as.made by Alderman Johnson and seconded by Scharringhauaen that the City Clerk advertise bids in both local newspapers for a new police car. Bids to be opened at the August 5th, 1946, Council meeting. The motion was voted upon by acclamation whereupon the 'r'ayor declared the motion carried.
