07/15/1946LiiNUT1sS O THE REGULAR THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS. MONDAY. JULY 15. 1946. AT 8:00 P.M. CALL TO ORDER: In the absence of Mayor G. Walter Pflughaupt, due to his vacation, the meeting was called to order by Otto W. J. Henrich, City Clerk, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, Scharringhausen, McKay and Halverson responding to roll -call. Alderman Harm, on vacation, was absent. DESIGNATE MAYOR PRO -TEM: The motioh was then wade by Alderman Wolf and seconded by Vavrinek that Alderman Kehe serve as jor pro tem. The City Clerk put -the question and called the roll with the following result: Ayes: Aldermen Johnson, Napieralski, Wolf, Vavrinek,.Kehe, Scharringhausen, McKay and Halverson. Nays: None. The Clerk thereupon declared the motion carried. Alderman Kehe there- upon took -the Chair. ' OFFICERS' REPORTS: The Clerk submitted the report of City Treasurer H. The Chairput the question and the Clerk called the roll with the following result: Ayes: Aldermen Johnson, Napieralski, Vavrinek, Wolf, Schar- ringhausen, Kehe, McKay and Halverson. Nays: None. The Chair thereupon declared the motion carried and the said resolutionalopted. PHICAGO AND NORTHWESTERN RAILWAY PARK LEAS/: The Clerk informed the Council that he had received the lease for the Chicago and Northwestern Railway Park and the form for sub -lease to Des Plaines Park District. Alderman Napieralski inquired of the Mayor pro tem, Alderman Kehe, if the City Attorney had approved the lease, City At- torney Opeka informed the Council that he had read the lease and approved same. The motion was then made by Alderman Napieralski and seconded by McKay that the Mayor and City Clerk be authorised to execute the lease with the Chicago and Northwestern Rail- way and the sub -lease with the Des Plaines Park District. The motion was voted upon by acclamation whereupon the Mayor pro tem declared the motion carried. Alderman Nap- teralski suggested that City Attorney Opeka see that tax exemption is made on the park. The property involved, consisting of 40 acres, is located at the southwest corner of Wolf and itgonquin Roads, in Maine lbwnship, legally described as: The Northwest quarter (k) of the southeast quarter aftof Section 19, Township 41, Range 12, Fast of the 3rd P.N. (except that part thereof conveyed to the Des Plaines Valley Railroad Company, a corporation, by deed dated September 21, 1909, and recorded September 22, 1909. as IDcument #4441508). The amendment, as proposed, seeks to rezone the above legally described property from its present classification as an F (Farling) District and a B-1(BUsi• ness) Disttict to an I-2 (Industry -heavy) District, or such variation as tbe Board of Appeals may have the power to grant. All persons interested should attend and will be given an opportunity to be heard. ILLINOIS,COMMBRCE COMMISSIO4 HEARING: The Clerk read a letter regarding a hearing of the Illinois Commerce Commission on an increase of freight rates which was held July 10th, 1946. PETITIQ F EZONING Obi THAC, STREI�T: The Clerk read the following petition which was signed by sixty property owners: - We, the undersigned property owners, respectfully request the City Council to amend the City Zoning Ordinance so as to classify the following property as Reaidential District Area District A, as defined in the Zoning Ordinance of the City of Des Plaines, DESCRIPTION - Lott 1 to 10 in Block 1 of Sunset Gardens (2nd Ave. to Webster Lane) - Lots 1 to 5 in Block 2 of Sunset Gardens (Webster Lane to_middle of blk.west) Lots 1 to 5 in Block 1 of Homerican Villas(Middle of blk.west to 1rd Ave.) Lots 1 to 10 in Sock 2 of D.P.Villas (3rd Ave. to N.E. Place) Lots 39 to 56 and Lots 1 to 18 in $lock 3 of Des Plaines Villas (From N. E. Place to N. W„ Place) . Lots 1 to 17 in Block 4 of D.P. The Mayor pro tem referred the petition to the City Attorney. ITASCA GARBAGE CONTRACT: Alderman Scharringhaaaen, Chairman of the Streets and Sanitation Committee, reported that the Village of Itasca desired garbage incin- eration service and that Superinteddent of Public Works, Adolph Esser, had gaited them a price of three dollars.per ton. The motion was then made by Alderman Scharringhausen and seconded by Napieralaki that the City Attorney draw up a three year contract for incineration at three dollars per ton, with the village of Itasca. The motion was . voted upon by acclamation whereupon the Chair declared the motion carried. LAUREL-WEBFORD TRAFFIC HAZARD: Mayor pro -tea Kehe informed the Council he had been contacted regarding the removal of a.amall island in the pavement at Laurel and Webford...The City Employees having filled in the part with conorete...reaidents .claiming that it has become more of a hazard due to speeding of autos on the curve. Mr. R. G. Osborn, 608 Webford Avenue and J. W. Rohde, 598 Webford, were present at the Council meeting. Mr. Osborn was granted permission to explain about the hazard to children playing at this intersection. There being a curve at this section, there is danger of speeding cars to avoid collis4inn to run upon the sidewalk, endangering lives of the children. The motion was then made by Alderman Scharringhausen and seconded by Napieralski to refer the matter to the Traffic Commission and the Public Protection Committee. The motion was voted upon by acclamation whereupon the Chair declared the motion carried. 4PPROV4 OF MINUTES: The members of the Councilrhaving.been supplied with a copy of the minutes of the regular meeting of July, 1,1946, the motion was made by Al- derman Halverson and seconded by Vavrinek that the minutes be approved. The motion was voted upon by acclamation whereupon the Chair declared the motion carried and the said minutes approved. ADJOURNMENT: The motion was made by Alderman Vavrinek and seconded by Hal• verson to adjourn.
