VENDING MACHINES: Alderman Johnson, Chairman of the Public Protection
Committee, reported that the City Clerk referred the matter of having an ordi-
nanceR ared on vending machines; due to canteens and gum machines now in
use. The The was made by alderman Johnson and seconded by Scharringhausen
that the City Attorney prepare a vending machine ordinance. The motion was
voted upon by if,nlamation whereupon the Mayor declared the motion carried.
MR. E. R. GERNHARDT CONDOLENCE: The motion was made by Alderman
Napieralski and seconded by Johnson that a letter of condolence be sent to
Mrs. E. R. Gernhardt by the City Clerk, due to the death of Mr. E. R. Gern-
hardt, who had contributed his service as member of the City Architectural
Commission and other committees during Wait War II. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
APPROVAL OF MINUTES: Each member of the Council ha.,ing been sup-
plied with a copy of the minutes of the regular meeting of Juno 3, 1946, the
motion was made by Alderman Halverson and seconded by Napieralski that the
minutes be approved. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the said minutes approved.
ADJOURNS MB: The motion was made by Alderman McKay and sedonded by
Harm to adjourn. The motion was voted upon by acclamation whereupon the
Mayor declared.the *otion carried and the Council regularly adjourned.

DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, MONDAY, JULY 1st,
1946. AT 8:00 P. M.

CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Napieralski, Vavrinek, Wolf, Kehe,
SBharringhausen, McKay, Harm and Halverson responding to roll call. Alder-
man Johnson was absent the entire meeting.
OFFICERS' REPORTS: The City Clerk submitted the reports of Building
Inspector F. Scharringhausen, Electrical Inspector A. Rieck and City Clerk
Henrich for the month of June, 1946.
COMMITTEE REPORTS: Alderman Halverson, Chairman of the tater Com-
mittee, reported about the water being shut off due to the severe storm on
Friday, Julie 28th, while the Fire Department was at a fire.
SAFETY COUNCIL: Mrs. E. Pfeifer made the following report on shrub-
bery on corners hazard to motorists:
Your Committee on Study of shrubbery has investigated the above and
has found after an inspection trip, obstruction to motorists at
the following intersections:
Center and Forest Avenues, River and Van Buren, River
and Algonquin, River and Henry, Seventh and Golf Road
(both corners).
I, your Committee on Study of shrubbery, therefore recommend: that
for the safety of motorists, same be removed.

TRAFFIC COMMISSION: The Clerk read the following report:

carried suggesting that the City extend the one hour parking restriction on
the east side of Lee Street, from the Miner Street alley, north to Park Place.

CHICAGO AND NORTHWESTERN RAILROAD LETTER _ TRAIN WHISTLES: The Clerk reads
June 20, 1946

Dear Sir:
Replying to your letter of June 18 with reference to excessive
blowing of whistles from trains passing through the City of Des Plaines.
I presume you have reference to the whistling on our main line passing
in front of your station and over the crossings, both north and south of
your station. The sounding of the locomotive whistle is restricted passing
through Des Plaines to cases of emergency.
It is appreciated that there are certain whistles used to call in
the flagman, and also whistles used to call for signals. These of course are
necessary, and in a great many instances enginemen sound whistles when auto-
mobiles are approaching crossings at a high rate of speed due to the Engineer
not knowing whether the automobile driver will observe the signals at the
crossing, and also in a great many instances unusual whistling is the result
of carelessness on the part of automobile drivers and pedestrians.
I hesitate to warn enginemen to refrain from sounding whistles as
an indication of warning to some caxtless person, but I assure you that we
will take.such steps as will minimize the whistling through the City of Des
Plaines.

CHAMBER OF COMMERCE ON SIGNS: The Clerk read the following letter:

Dear Sirs:
The Chamber of Commerce would like to go on record as officially ob-
jecting to the present City ordinance which allows the building inspector to
charge 10¢ per square foot on signs that are on property owned or rented by
local business people.
This regulation extracts from our local business people several hun-
dred dollars annually for the privilege of installing and maintaining signs
which have nothing whatsoever to do with the city affairs.
In most cases, your inspection is not made until after the sign is
erected and the inspection is not repeated annually. Furthermore, the City
is not responsible for any accident that might occur to a pedestrian on pri-
vate property. Our local business houses all carry public liability insurance.
In the name of fair play, we request that your body immediately de-
lete this charge from the City ordinance.

cently passed by the Cook County Board of Health regulating the handling,
labeling, sale and distribution of milk and milk products.
As you will note in the ordinance and in the copy of the news re-
lease issued at that time only pasteurized milk and milk products are to be
sold within the area under the jurisdiction of the Cook County Department of
Public Health.

The motion was made by Alderman Kehe and seconded by McKay to suspend the rules
and place the proposed ordinance on its final passage. The Mayor put the
question and the Clerk called the roll with the following results: Ayes; Al-
dermen Napieralski, Vavrinek, ?olf, Kehe, Scharringhausen, McKay, Harm and
Halverson. Nays; none. The Mayor thereupon declared the motion carried and
the proposed ordinance before the Council for final passage.
The $otion was then made by Alderman Kehe and seconded by McKay to
finally pass the proposed ordinance. The Mayor put the question and the Clerk
called the roll with the following results: Aldermen Napieralski, Vavrinek,

SOAP BOX DERBY DAY: Mr.Wm. L. Fabian requested permission to block
Ellinwood Street from Pearson to Des Plaines Avenue from 6P.M. July 26, 1946,
to 6P.M. July 27, 1946, to hold the annual Soap Box Derby. The motion was made
by Alderman Kehe and seconded by Napieralski to grant permission. The motion
was voted upon by acclamation whereupon the Mayor declared the motion carried.
