CAMPAGNA 1946 Alderman 1935-1946 Born in moderate circumstances, Alderman Campagna was the symbol and model of true American citizenship, Laying aside civilian life, he answered his country's call to the colors, and served it well in time of war. Never abandoning the close relationship with his comrades -at -arms, he pursued the normal life of a loving husband and kind father, ever ready to perform any service or task for the welfare of his many friends and neighbors. Elected to the City Cquncil of Des Plaines in 1935, he served our people continuously to the time of his death, giving unstintingly of his energy, and lending the foree of his many talents with a vigorous devotion to the common -good which was so characteristic of his deeds. Strong in his concepts of justice, gentle, tolerant, we, his colleagues on the City Council shall retain in memory his exemplification of a life well spent. Alderman Napieralska, made the motion and seconded by Kehe, that the memorial be placed in the minutes and a suitable copy be prepared and presented to the widow and family. The motion was voted upon by acclamation whereupon the Mayor de- clared the motion carried. CITY ENGINEER Fletcher suggested the City purchase pipes for water main from the new well to the Softening Plant. The motion was made by Alderman Kehe and seconded by Scharringhausen to authorize the purchase of the pipes for the water main suggested by Engineer Fletcher. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. APPROVAL OF MINUTES: Each member of the council havinb been supplied with a copy of the minutes of the regular meeting of May 6, 1946, the motion was made by Alderman Vavrinek and seconded by Kehe that the minutes be approved. CALL TO ORDER: The meeting was called to order by Mayor G. Ilter Plfug- haupt, who presided, with Aldermen Napieralski, Vavrinek, Wolf, Kehe, Schar- ringhausen, McKay, Harm and Halverson responding to roll -call. Alderman John' son was absent due to the death of a relative. OFFIERS# REPORTS: The City Clerk submitted the reports of Building Inspector F. Scharringhausen, Electrical Inspector A. Rieck and the City Clerk's report of receipts for the month of May, 1946. City Attorney Opeka reported of two arrests of merchants in regard to their paper containers being thrown in the street. On promise of cooperating to keep the streets clean, he said the cases were not pressed. City Attorney Opeka and Alderman Scharringhausen both reported regarding the broken sidewalk on Thicker Street west of wolf Road. Alderman Scharring- hausen suggested the City Clerk write a letter to Mr. A.Schroeder informing him about these walks. AGREEMENT STATES MAINTENANCE OF STREETS: Alderman Scharringhausen, Chairman of Street Committee, made the motion which was seconded by Wolf that the Mayor and City Clerk be authorized to sign the agreement regarding the State maintenance of Streets. PASS ORDINANCE ON THACKER STREET TRARFIC SPiv: The City Clerk read for second reading the following proposed ordinance titled: AN ORDINANCE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS:_, Section 1. It shall be unlawful for any person to drive a motor ve- hicle on or upon that portioh of Thacker Street, within the City of Des Plaines, lying west of Wolf Road, at a speed greater than fifteen (15) miles per hour. The motion was,made by Alderman Kehe and seconded by McKay idto pass the or- dinance. PASS ORDINANCE ON REZONING AT 1819 AND 1825 NHITE STREET: The Clerk read for first reading the following proposed ordinance:entitled: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE TO CLASSIFY, REGULATE AND RE- STRICT THE LOCATIONS OF TRADES AND INDUSTHHES AND THE LOCATION OF BUILDINGS DESIGNED FOR SPECIFIED USES: TO REGULATE AND LIMIT THE IN- TENSITY OF THE USE OF LOT AREAS AND TO REGULATE AND DETERMINE THE AREA OF YARDS, COURTS AND OTHER OPEN SPACES "I ITHIN AND SURROUNDING SUCK BUILDINGS, AND TO ESTABLISH THE BOUNDARIES OF DISTRICTS FOR THE SAID PURPOSES AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS" PASSED FEBRUARY 5, 1923, AS HERETOFORE AMENDED. ZONING BOARD OF APPEALS REPORT ON REZONING: The Clerk read the following: June 3, 1946 City C ouncil of Des Plaines yllinois . are Report on action taken by the Zoning Board of Appealson Petition to/Classi- fy Lot 10, Block 17, in McIntosh addition to Des Plaines, Town 41, North Range 12, East of 3rd PAM. in Cook Gbunty,, Des Plaines, Illinois, from commer- cial Gass C to Light I dustiial Classification. Petitioner, Joseph Kuna, 1825 White Street, Des Plaines. Pursuant to direction of the City Council, Zoning Board held a Public Hearing May -28, 1946, after publication of notice of hearing in Des Plaines Journal, May' 10, 1946. After hearing comment for and against proposed change, the petitioner, Mr. Kuna, withdrew his petition. Therefore, the Zoning Board wishes to report that the presett classification stands by virture of withdrawl of the petition. A. W. Kasper, Acting Secy. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the report to be placed on file. STREET LIGHT: Alderman Kehe xagg requested a new street light on Thacker. Street between Wolf Road and the Belt Line Railroad. Alderman Halverson jested a new street light onWhitcomb Avenue between White Street and Des Plaines Avenue. The Mayor instructed the Clerk and Alderman Scharringhausen to see about having the lights installed. SHRUBBERY: The motion was made by .alderman Napieralski and seconded.by Kehe that the City Clerk write to the Safety Council to make a ctudy of shrubbery blocking view at street corners with the intent of adopting an ordinance eliminating this Eng hazard. DUST: Alderman Napierdalki reported having received complaints from residents near Laurel Avenue between Harding and,Willow regarding the dust created from traffic on that section of Laurel A enue. He desired to know if this street would be given an oil coating. The Mayor referred the matter to the Chairman of Streets and the City Engineer. Alderman Kehe suggested that stop signs be placed on Laurel or Harding. The Mayor referred the matter to the Traffic Commission for investigation. CHAS. PARRIOTT APPOINTED TO LIBRARY BOARD: On the motion made by Alder- man Napieralski and seconded by McKay, the appointment of Chas. Parriott to the Library Board was approved. APPROVAL OF MINUTES: Each member of the G,uncil having been supplied with a copy of the minutes of the regular meeting of May 20, 1946, and the adjourned meeting of May 27, 1946, mat the motion was made by Aderman M'Kay and seconded by Napieralski that the minutes be approved with a correction in the May 27th minutes (Municipal Development Committee report with the addition of the word paved.) The motion was voted upon by acclamation where- upon the Mayor declared the motion carried and the minutes approved as corrected.
