The City of Des Plaines has lost one of its noblest citizens, measured
by any standard it might choose to judge him by, this City Council has sustained
an irreparable loss and his family has lost a husband and father whose devotion
they alone know the measure of. To them we extend our deepest sympathy.
In recognition of the esteem in which Mr.Qampagna was held and as a
mark of respect to his memory, I hereby appoint Aldermen Halverson, Napieralski,
and Harm to prepare a suitable memorial to spread upon the minutes of our next
meeting and a copy sent to the bereaved widow.
Do any of the aldermen wish to speak at this time? If not, I will
entertain a motion that this meeting be adjourned until next Monday night, May 27th.

CHAMBERS, MONDAY, MAY 27, 1946 AT 8:00 P.M.
CALL TO ORDER: The meeting was oiled to order by Mayor G.'Walter Pflug-
haupt, who presided, with Aldermen Napieralski, Vavrinek, ''golf, Kehe, S;harring-
hausen, McKay and Harm responding to roll call.
OFFICER'S REPORT: The City Clerk submitted the report of City
Treasurer H. A. Ahbe, for the month of April.
COMMITTEE REPORTS: Mayor Fflughaupt informed the Council that Alderman
Paul Scharringhausen, Vice-chairman of the Streets and Sanitation Committee, had
been appointed Chairman of that Committee to fill the vacancy due to the death
of Alderman Campagna.
Street and Sanitation Committee: Alderman Scharringhausen reported
that the two street lights had been ordered for Cumberland Terrace.
Municipal Development Committee: Alderman McKay, Chairman of the Munici-
pal Development Committee, reported that the Committee recommended the Lindstrom
Resubdivision be -approved with the understanding that necessary steps will be
taken to have approximately 33 feet of the east end of the lot south of the Lind-
strom project which blocks access to and from said project via Prospect Avenue,
dedicated to the City of Des Plaines, and with the further understanding that
the Messrs. Lindstrom have this strip of land with a pavement eighteen feet wide
and to conform with street.,paving to be placed in front of lots to be improved
by the Messrs. Lindstrom according to plat. The motion was then made by Alderman
McKay and seconded by Napieralski to concur in the report. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried and the plat
approved.
Alderman McKay reported the Mr. Dooley's Mayfield Subdivision Plat had
been returned to Mr. Dooley, who desired to make some changes on the plat.
Public Relations Committee: Alderman Napieralski reported the Committee
et with the Committee from the Des Plaines Park District and that the Park Dis-
trict agrees to again cut the grass in the Northwestern Railway Park. Also that
he received a letter from the Chicago a d Northwestern Railway granting the Park
District permission. Alderman Napieralski also reported that City Engineer Fletcher
had investigated regarding a letter and forms from the Chicago and Northwestern
Railway on encroachments of City facilities on Railroad property and the Com-
mittee recommended that the City obtain a lease from the Chicago and Northwestern
Railway, similar to the lease which expired September, 1945, sublease the park
to the Des Plaines Park District, and return the forms on encroachment unsigned.

carried.

Park June 10-16, information is desired as to whether or not written permission
is required of the City Council before aavertising pennants can be strung across
the City's various thorough -fares.
Verbal permission has already been secured from the Middle States Tele-
phone Company of Illinois and from the Public Service Company of Northern Illinois
to use their telephone and light poles on which to string said advertising pen-
nants. These pennants, or streamers will advertise the forthcoming VFW festival.
Alpo please inform as to regulations regarding displaying of said pennants.

THIRD AVENUE AND NORTH GOLFCUL DE SAC PETIT ION FCR PAVING: The C]edc
read the following petition:
May 17, 1946
We, the undersigned, (being owners of lot or -lots numbered opposite our names)
do hereby petition the authorities of the City of Des Plaines, Illinois, to con-
struct an asphalt covered street and concrete curbing on the streets oflhird
Avenue and North Golf Cul de Sac in the Subdivision known as Cumberland East.
The costs of the improvement to be borne by the City and the property
owners.
• Because of the legal restrictions placed upon the person making the
spread of the assessment and of the rights of the dissenters to object, if the as-
sessment is not made on a legal basis, we are not requesting that the spread be
made pro -rata. We do ask that the City give recognition to the fact that the
maintenance costs of the future will be reduced and contribute to this project
generously.
Also we ask that the person making the spread of the assessment give special
consideration to the costs to be placed upon the corner lots.
The financing of this prolject shall be accomplished by the issuance of
legal special assessment bonds to mature serially in ten years.
Signed by 22 lot owners out of 33 lots involved. The Mayor referred the petition
to the Board of Local Improvements.
AERONAUTIC COMMISSION: The Clerk then read the following letter:
May 10, 1946
Honorable Mayor and Aldermen:
Following is a report of the progress to date of the Aeronautic Com-
mission of Des Plaines, Illinois.
A preliminary meeting was held on Wendesday, April 24th and in a casual
wpy the aims and future activities of the committee were discussed. These aims
centered around traffic control to and from the new airport in so far as the City
of Des Plaines is concerned; safety regulations concerning the altitude of air-
praft approaching the airport over D es Plaines; the establishment of an airport or
the use of the airport facilities at Douglas for the municipalities of Des Plaines
and Park Ridge; and lastly, the zoning control of the -type of buildings and es-
tablishments that probably will follow the development of the Douglas Airport within
the mine and one-half zone outside the boundary limits of Park Ridge -and Des Plaines.
At this meeting it was also decided that we would meet with representa-
tives of the Park Ridge Aeronautic Commission sometime during the week of `'pril
29th to May 3rd.
On Thursday May 2nd, members of the Aeronautic Commission of both Park
Ridge and Des Plaines met in the Mayor's Office of the City Hall of Des Plaines
and discussed unanimously the following:
1. To work together as a group and to hold out meetings in joint session.
2. To request the 'honing Boards of each of our respective towns to pay
particular emphasis to the type of building that will follow the development of
the new airport.
3. Each commission agreed that they would make no decisions regarding
the zoning without discussing the particular problem with each other, in other
words Perk Ridge will not render a decision on any request put to them without
first discussing the situation with the Aeronautic Commission of Des Plaines and
the Des 'Maines Zoninf Board. The D es Plaines Aeronautic Commission would pro -
Geed in turn in a similar manner.

4. Mr. John W. Carroll, Chairman of the Park Ridge Commission, and I
will contact Mr. Wright of the City Hall of Chicago and in a preliminary way ad-
vise him of our organization and our plans for the future and offer him our
cooperation.
5. Mr. Carroll and I will also contact the State Highway Department Road
Engineer to determine what plans have been made routing auto traffic from /anston
and points north of Des Plaines to the Iuglas Airport.
6. Ne will discuss with Parks Aircraft, the present owner of Pal -
Waukee Airport, the possibilities of this airport becoming the municipal airport
for Des Plaines and Park Ridge.
The above is respectfully submitted as a report to date of the activities of my
committee.

AGREEMENT OF STATE MAINTENANCE OF CITY STREETS: The Clerk read:

Dear Sir:
Five copies of the agreement for maintenance of City streets for the
year July 1, 1946, to June 30, 1947, are attached. This agreement, when properly
signed by both the City officials and those of the D ivi&ion ofHighways, State of
Illinois, sets up a maintenance budget aginst which work done in accordance with
the terms of the contract may be charge.d
Before the agreement is effective, it must be approved by the City offi-
cials of Des Plaines in a regular meeting, be signed by the Mayor and Clerk and
bear the corporate seal as indicated. The certificate at the bottom of the agree-
ment must be filled in, signed and sealed. Afterthis has been done, all copies
of the agreement should be returned to me for State signatures. One fully signed
copy will be returned for your records.
Funds set up by this contract will be available for the duration of the
contract only and no maintenance work may be done from these funds after June 30,
1947.
At any time you have questions concerning this agreement for maintenance
of City streets, you may feel free to consult me.

SECTION 1. It shall be unlawful for ay person to drive a motor vehicle
on or upon that portion of Thacker Street, within the City of Des Plaines, lying
west of Wolf Road, at a speed greater than fifteen '15' miles pr hour.

RESOLUTION TO FORECLOSE THE LIEN OF SPECIAL ASSESSMENT IN HOMERICAN VILLAS:
The Clerk read the following proposed resolution:
WHEREAS, the City Council has heretofore adopted ordinances providing
for sewer, water mains, sidewalk and paving improvements covering in part the
premises hereinafter set forth; and
WHEREAS, special assessments were levied to pay the costs of said im-
provements, and, pusuant to the Sfatute applicable thereto, said improvements were
constructed and the report of cost and completion was in manner and form provided
by law; and
WHEREAS, only a portion of installments -of said special assessment levied
against said land have been paid and all other installments are now past due and
delinquent; and

of the bonds covering the .foresaid improvement, requestipng the foreclosure

presecute said foreclosure suit or suits as he may deem best and to cooperate with

the general taxes upon said lots, which this City Council requests the States At-
torney to foreclose, that said City Attorney is hereby authorized to filesuit for
foreclosure or to join in any suit or suits for foreclosure instituted by the
States Attorney to foreclose the lien of general taxes and to take such other steps
as he may deem proper to procure theprompt sale of said property to satisfy
said tax liens.
SECTION 3. That the City Clerk be and he hereby is directed to forward

RESOLUTION TO FORECLOSE THE LIEN OF SPECIAL ASSESSMENT IN CHERRY HIGHLANDS:
--, The Clerk read the following proposed resolution:
WHEREAS, The City Council has heretofore adopted ordinances providing
for sewer, water mains, sidewalk and paring improvements covering in part the
premises hereinafter set forth; and
WHEREAS, special assessments were levied to pay the costs of said im-
d provements and, pursuant to the Statute applicable thereto, said improvements
were constructed and the report of cost and completion was in manner and form
provided by law; and
WHEREAS, only a portion of installments of said special assessment levied
against siad land have been paid and all other installments are now past due and
delinquent; and
WHEREAS, all other remedies available under the law have been without
avail; and
WHEREAS, the City Council finds that it will be for the best interests
of this City thatsaid special assessment liens be foreclosed; now, therefore:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DESPLAINES, COOK COUNTY, ILL.:

1935-1946
Born in moderate circumstances, Alderman Campagna was the symbol and model of
true American citizenship, Laying aside civilian life, he answered his country's -
call to the colors, and served it well in time of war.
Never abandoning the close relationship wits his comrades -at -arms, he pursued
the normal life of a loving husband and kind father, ever ready to perform any
service or task for the welfare of his many friends and neighbors. Elected to
the City Cquncil of Des Plaines in 1935, he served our people continuously to
the time of his death, giving unstintingly of his energy, and lending the foree
of his many talents with a vigorous devotion to the common'good which was so
characteristic of his deeds.
Strong inhis concepts of justice, gentle, tolerant, we, his colleagues on the
City Council shall retain in memory his exemplification of a life well spent.
Alderman Napieralski, made the motion and seconded by Kehe, that the memorial be
placed in the minutes and a suitable copy be prepared and presented to the widow
and family. The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried.
CITY ENGINEER Fletcher suggested the City purchase pipes for water main
from the new well to the Softening Plant. The motion was made by Alderman Kehe
and seconded by Scharringhausen to authorize the purchase of the pipes for the
water main suggested by Engineer Fletcher. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
APPROVAL OF MINUTES: Each member of the Council havinig been supplied
with a copy of the minutes of the regular meeting of May 6, 1946, the motion
was made by Alderman Vavrinek and seconded by Kehe that the minutes be approved.
The motion was voted upon by acclamation whereupon the Mayor declared the motion
carried.
ADJOURNMENT: The *otion was made by Alderman Vavrinek and seconded jy
Wolf to adjourn. The motion was voted upon by acclamation whereupon theMayor
declared the motion carried and the Council regularly adjourned.
MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCLCHAMBERS,
MONDAY, JUNE 3rd, 1946, AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor G. Ater Plfug-
haupt, who presided, with Aldermen Napieralski, Vavrinek, golf, Kehe, Scher
ringhausen, McKay, Harm and Halverson responding to roll -call. Alderman John*
son was absent due to the death of a relative.
OFFIERS ` REPORTS: The City Clerk submitted the reports of Building
Inspector F. Scharringhausen, Electrical Inspector A. Rieck and the City Clerk's
report of receipts for the month of May, 1946.
City Attorney Opeka reported of two arrests of merchants in regard to
their paper containers being thrown in the street. On promise of cooperating
to keep the streets clean, he said the cases were not pressed.
City Attorney Opeka and Alderman Scharringhausen both reported regarding
the broken sidewalk on Thacker Street west of Wolf Road. Alderman Scharring-
hausen suggested the City Clerk write a letter to Mr. A. Schroeder informing
him about these walks.
AGREEMENT STATES MAINTENANCE OF STREETS: Alderman Scharringhausen,
Chairman of Street Committee, made the motion which was seconded by Wolf that
the Mayor and. City Clerk be authorized to sign the agreement regarding the
State maintenance of Streets. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried.
