APPROVAL OF MINUTES: Each member of the City Council havinig been supplied
with a copy of the minutes of the regular meeting of April 1st, 1946 and the adjourned
meeting of April 8th, 1946, the motion was made by alderman Halverson and seconded by
Napieralski that the said minuted be approved. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said minutes approved.
The Mayor informed the Council that after the Council adjourned that the
Council would reconvene for a meeting of the Board of Local Improvemants.
ADJOURNMENT: The motion was made by Alderman Napieralski and secondedly
SCharringhausen to adjourn. The Ototion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the Council regularly adjourned.

CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY, MAY 6, 1946, AT 8:00 P. M.
CALL TO ORDER: The meeting was called to 'order by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Johnson, Napieralski, Vavrinek, golf,
Kehe, S charringhausen, McKay, Campagna and Halverson responding to roll -call.
Alderman Harm was absent due to illness.
OFFICERS' REPORTS: The City Clerk submitted the reports of the
Building Inspector, F. Stharringhausen, Electrical Inspector Rieck and City Clerk
Henrich.
COMMITTEE REPORTS: STREET COMMITTEE: Alderman Campagna reported that a
test was made in regards to center parking on Ellinwood Street and that it would be
impractical.
WATER COMMITTEE: Alderman Halverson reported on the meetings held re-
garding the water problem and that the :'dater Committee recommended the drilling of,
a new Municipal well, the contract to be awarded to the S. B. Geiger & Co. of Chi-
cago for the contract price of 28,761315....Work to be started as soon as the land
was procured, performance bond presented by the contractor, and that the Mayor and
City Clerk be authorized to enter into contract with said eontracting firm. -The
motion was then made by Alderman Halverson and seconded by Johnson to concur in the
report. The motion was voted upon by adclamation whereupon the Mayor declared the
motion carried. -
The motion was then made by alderman Halverson and seconded by Johnson
that the Mayor and City Clerk be authorized to execute the contract with the S. B.
Geiger & Company regarding the well for the bid price $28,761.75.
MUNICIPAL DEVELOPMENT COMMITTEE: Alderman McKay reported that the Mu-
nicipal Development ommittee granted permission to the Bingaman Metal Spinning Com-
pany to operate their business at 1578 Miner Street, subject to an agreement as in
the case. of Toepper & Smith. The motion was made by Alderman McKay and seconded by
Napieralski to concur in the report. The motion was voted upon by acclamation where-
upon the Mayor ddclared the motion carried.
Alderman McKay also reported he had received the agreements for the two
companies from the City Attorney and would refer them to the City Clerk for signatures.
Alderman McKay reported that the Committee did not attend the County
Zoning Hearing on rezoning of a piece of land on the Northwest corner of Potter and
Ballard Roads fromeo,mmerdiai to Farming) because it was more of interest to Park
Ridge. Alderman hapieralski reportedhe had.called the County Zoning Hoardandtold
them that the Des Plaines Council had no objections.
PUBLIC RELATIONS COMMITTEE: Alderman Napieralski reported receiving a
letter from Mrs. Ambroise, the American Legion representative in the City Hall, re-
garding the need for apartments for veterans. He requested the press to take notice
and give some publicity in their papers.

CUMBERLAND CIVIC CLUB: The Clerk read the following letter:

Dear. Sam:
In behalf of the 'timberland Terrace Civic Club, I wish to thank you
and any other members or employees of the City government of Des Plaines concerned,
for the new lights which were installed along the path'leading from the `'timberland
Railroad station to the corner of Golf and 'golf Roads. The presence of these lights
is greatly appreciated by all of us who use the Chicago and Northwestern and come
home late at night. We feel that they are not only a convenience but that they are
actually a useful safety measure in the control of possible accidents in that area.
To the best of our knowledge there are now only two corners in the sub-
division which do not have street lights. One of these is at the corner of War-
rington and Washington where three new houses now are being built. The other is at
the western end of 'ashington Street which has not needed lights before this, but
where also a group of houses are being built, and where the need will exist when the
houses are finished.
We believe that the present greatly improved relationships between the
residents of Cumberland Terrace as represented by the Civic Club and the city govern-
ment of Des Plaines will be of great mutual benefit to both, and w4 hope that they
may continue.

PURCHASE OF LAND FOR NEW WELL: The motion was made by Alderman Halverson
and seconded by Napiersiski that the Council hereby exercise its option procured by
the Finance Committee for the purchase of one acre of land at the Northeast corner of
Mount Prospect Road and Thacker Street of which Five Hundred Dollars ($500.00) has
been paid and the Finance Committee is directed to conclude the transaction of pur-
chase for the purpose of drilling a new well. The Mayr puti$ae question and the Clerk
called the roll with the following result: Ayes: Aldermen Johnson, Napieralski, Vav-
rinek, Wolf, Kehe, Scharringhausen, McKay, Campagna, Halverson. Nay;s: None. The
Mayor declared the motion carried.

the Finance Committee be instructed to exercise the option to purchase one acre
of land 132 x x.30 lying north and adjacent /to the present water softening plant at
a price of Two Thousand Dollars (2,000.00). A payment of rive Hundred Dollars
($500;00) has been made and the balance of F'iftepn hundred Lollars (1500.00) to be
paid as -soon as title has been found good. The inance Committee/ is further in-
structed to consummate the transaction as quickly as possible. The Mayorput the

Commission regarding hearing on Eagle Bus Lines to be held May 14t4 1946, Chicago,

City Attorney Opeka represent the City Council at this hearing. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried.
CARDINAL LINES, INC.:: The Clerk read the letter from the Illinois ‘'om-
merceChmmission regarding the appeal of several Bus Lines to the Circuit Court of
McHenry County. The motion was made by Alderman "apieralski and seconded by Mn"ay that
the City Attorney represent the City Council. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.

REQUEST CHICAGO AND NORTH WESTERN RAILROAD COMPANY TO CIL TRACTS:
Alderman Kehe suggested that the Chicago and North '. ;estern Railway' Company be
requested to oil their right of way through the City. Alderman Napieralski said
he had discussed this matter with the official of the Company and that if the
Mayor desired, he would communicate with the official regarding this item.
The Mayor granted permission.
MAYFIELD PLAT AND LINDSTROM'S RESUBDIVISION: The City Clerk presented
two plats of subdivisions which had been approved by the Plan Commission. The
Mayor declared a recess so the Council could study the plats. After several
minutes, the Council reconvened. Tne motion was then made by Aldermen Kehe and
seconded by Campagna to refer the H. Dooley's Mayfield Plat to the Municipal De—
velopment Committee for study and report to the next L'ouncil meeting. Mr. Dooley
was allowed to speak and he desired to have the plat approved immediately. The
Mayor informed Mrl Dooley that the Committee needed more time to study the plat,
but perhaps would call a special meeting on Monday, May 13th.
The motion was made by Alderman Campagna and seconded by McKay to also
refer the Lindstrom Plat to the Municipal Development Committee for study and re—
port.

It is my sad duty to announce the sudden death of Sam Campagna, Senior
Alderman of the Fifth ward and Dean of the City Council, Chairman of the Streets
and Sanitation Committee, which occurred yesterday afternoon following a heart
attack.
I find it difficult to transmit into words the mixed emotions I'feel
when attempting to eulogize our late fellow—worker. Mr. Campagna began his work
on this Council in 1935, and to you gentlemen there is nothing I could say that
would adequately describe his unselfish devotion to his official duties, the
