FROM Lee to Pearson streets in the center of the street, thus allowing a free curb
and gutter. He said the streets could be kept free of snow and refuse in this way.
The motion was made by Alderman Campagna and seconded by Scharringhausen to refer
the parking to TrafBcCommission for immediate action. The motion was voted upon by
acclamation whereupon the Mayor declared themotion carried.
APPOINT AERONAUTICS =MISSION: On the motion of Alderman Johnson and
the seconding of the motion by McKay, the approval of the appointment of the members
of -the Aeronautic Commission who are the following, was passed:

CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY EVENING, APRIL 15, 1946.
CALL TO ORDER: The meting was called to order by Mayor G. Walter
Pflughaupt, who presided, with. Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe,
Scharringhausen, McKay, Harm, Campagna and Halverson responding to roll -call.
OFFICERS' REPORTS: the City Clerk submitted the reports of the City
Treasurer, Harold Ahbe, and City ‘'lerk Otto Henrich, for the month of March, 1946.
Building Inspector F. Scharringhausen reported on the new standard
building code books on hand. He told the Mayor that if the Council desired to study
these code books and report if they wished to adopt the code, the City Clerk had
several copies.
COMMITTEE REPORTS: Alderman Napieralski reported of the meeting with Mr.
Parish of the Chicago and Northwestern Railroad Company and discussing the several
items of interest to the Council.
THACKER STREET IMPROVEMENT: The Clerk read the following letter:

Wolf Road to Chgo. & N.W. R. R.
Dear Mr. Henrich:
Your letter of April 4th, 1946, regarding Dempster Street, from Wolf
Road west to the Chgo. & N.W.R.R. , has been received.
It ispossiblefor you to pass an ordinance limiting the load on this
road within your illage and, it would retest with the approval of this Department.
According to our records this south line is in the center of the street, so that
your records should apply to that portion of Dempster Street from Wolf Road to the
U.N.W.R.R. Forward a copy of the ordinance and signs will be installed at the nearest
intersection applicable to this section between :golf Road and the Railroad. It will
be necessary for the Village to enforce their ordinance.
The widening of this section meets with the approval of this Department
and recommendations will be made to the Plan Commission for this improvement. Details
will necessarily have to be worked out in the future. Your suggestions are well taken
and we appreciate your cooperation.

After some discussion, the Mayor referred the item of ordinance to the City Attorney
Opeka to prepare an ordinance.on a 15 mile speed limit from Wolf Road to the West

PASS BUREAU OF FIRE PREVENTION ORDINANCE: The Clerk read for second
reading the following proposed ordinancd entitled:
AN ORDINANCE ESTABLISHING A BUREAU OF
FIRE PREVENTION, PROVIDING OFFICERS
THEREFOR, AND DEFINING THEIR POWERS AND DUTIES
The motion was made by Alderman Johnson and seconded by Napieralski to adopt the said
proposed ordinance. flirt Mayor put the question and the Clerk called the roll with the
following result: Ayes: Aldermen Johnson, Napieralski,.Vavrinek, Wolf, Kehe, Schar-
ringhausen, McKay, Harm, Campagna and Halverson. Nays: None. The Mayor thereupon de-
clared the motion carried and the said proposed ordinance adopted.
The motion was made by Johnson and seconded by Halverson to publish the
ordinance in the Des Plaines Journal. The motion was voted upon by acclamation -where-
upon the Mayor declared the motion carried.

rent approximately 10000 square feet of floor space in his garage at 1578 Miner St.
I iqtend to operate a metal spbnning business under the name of Bingaman
Metal Spinning Company. I believe this type of business is cilassed as light manu-
facturing.
My intentions originally were to build a building but the '`overnment re-
strictions on commercial structures had retarded my plans.
Therefore I am herewith requesting permission of your committee and the
City Council to operate the above described business at said location until the com-
mercial building restrictions are removed and I will be able to proceed with the
contemplated building program.

APPROVAL OF MINUTES: Each member of the City Council havin§ been supplied
with a copy of the minutes of the regular meeting of April 1st, 1946 and the adjourned
meeting of April 8th, 1946, the motion was made by Alderman Halverson and seconded by
Napieralski that the said minuted be approved. The motion was voted upon by acclamation
whereupon the Mayor dedlared the motion carried and the said minutes approved.
The Mayor informed the Council that after the Council adjourned that the
Council would reconvene for a meeting of the Board of Local Improvemants.
• ADJOURNMENT: The motion was made by Alderman Napieralski and secondedlr

CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Johnson, Napieralski, Vavrinek, golf,
Kehe, S charringhausen, 'cKay, Campagna and Halverson responding to roll -call.
Alderman Harm was absent due to illness.
OFFICERS' REPORTS: The City Clerk submitted the reports of the
Building Inspector, F.*harringhausen, Electrical Inspector Rieck and City Clerk
Henrich.
COMMITTEE REPORTS: STREET COMMITTEE: Alderman Campagna reported that a
test was made in regards to center parking on Ellinwood Street and that it would be
impractical.
WATER. COMMITTEE: Alderman Halverson reported on the meetings held re-
garding the water problem and that the Water Committee recommended the drilling of,
a new Municipal well, the contract to be awarded to the S. B. Geiger & Co. of Chi-
cago for the contract price of $28,76135....Work to be started as soon as the land
was procured, performance bond presented by the contractor, and that the Mayor and
City Clerk be authorized to enter into contract with said eontracting firm. -The
motion was then made by Alderman Halverson and seconded by Johnson to concur in the
report. The motion was voted upon by adclamation whereupon the Mayor declared the
motion carried.
The motion was then made by Alderman Halverson and seconded by Johnson
that the Mayor and City Clerk be authorized to execute the contract with the S. B.
Geiger & Company regarding the well for the bid price $28,761.75.
MUNICIPAL DEVELOPMENT COMMITTEE: Alderman McKay reported that the Mu-
nicipal Development ommittee granted permission to the Bingaman Metal Spinning Com-
pany to operate their business at 1578 Miner Street, subject to an agreement as in
the case of Toepper & Smith. The motion was made by Alderman McKay and seconded by
Napieralski to concur in the report. The motion was voted upon by acclamation where-
upon the Mayor ddclared the motion carried.
Alderman McKa also reported he had received the agreements for the two
companies from the City Attorney and would refer them to the City Clerk for signatures.
Alderman McKay reported that the Committee did not attend the County
Zoning Hearing on rezoning of a piece of land on the Northwest corner of Potter and
Ballard Roads from eommerdial to Farming) because it was more of interest to Park
Ridge. Alderman Napieralski reportedhe had.cailed the County Zoning Board .and told
them that the Des Plaines Council had no objections.
PUBLIC RELATIONS COMMITTEE: Alderman Napieralski reported receiving a
letter from Mrs. Ambroise, the American Legion representative in the City Hall, re-
garding the need for apartments for veterans. He requested the press to take notice
and give some publicity in their papers.
