AND BE IT FURTHER RESOLVED that at least one member of such committee shall be a
member of the City Council of the City of Des Plhines and that in addition to such
five members above mentioned that the Mayor and the City Attorney shallact, ex officio,
as members of such committee.
AND BE IT FURTHER RESOLVED that such committee shallreport its doings and activities
from time to time, to_ the City Council together with its recommendations for such
action by the Council as it shall deem necessary or advisable.
The -motion was made by Alderman Johnson and seconded by Scharringhausen to adopt the
said proposed resolution. The Motion was voted upon by acclamation whereupon the Mayor
dedlared the said resolution adopted.
Alderman Napieralski, who earlier had told of some of the plans for clean-
up week, said he had walked along Miner Street.on Saturday morning and found paper
littered the sidewalk for some distance from the theatre, whose patrons no doubt were
responsible. After some discussion Alderman Napieralski made the motion which was
seconded by Johnson that the City Attorney prepare an ordinance regarding this item.
APPROVAL OF MINUTFMS: Each member of the City Council having been supplied
with a copy of the minutes of the regular meeting of March 18, 1946, the motion was
made by Alderman Johnson and seconded by Kehe that the said minutes be approved. The
motion was voted upon by acclamation whereupon the Mayor declared the mottbn carried
and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Vavrinek and seconded by
Wolf that the meting be adjourned to meet Monday, April 8, 1946, at 8:00 P.M. The
$ motion was voted upon by acclamation whereupon the Mayor declared the motion carried
and the meeting adjourned to meet April 8, 1946.

CALL TO ORDER: The meeting was called to order with mayor G. Walter Pflug-
haupt presiding, with Aldermen Johnstn, Napieralski, Wolf, Kehe,Scharringhausen, McKay,
Harm, Campagna and Halverson responding to x oll call. Alderman Vavrinek was absent
the entire meeting. ,
OPEN BIDS ON NEW 1NELL: The Mayor inquired if there were any other bids to
be turned in on the new well before instructing the City Clerk to proceed with the
opening of bids. The following are the bids presented:

The motion was made by Alderman Halverson and seconded by Kehe that the bids be re..
ferrel to the C.ty Engineer E. N. Fletcher and the Water Committee for study and re•
pert as soon as possible. Alderman Campagna suggested that it be referred to the
entire council. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried. Alderman Halverson, Chairman of the Water Uommittee, then invited
the Council to meet with his Committee on Friday, April 12th, 1946.

Gentlemen:
We, the undersigned, being the property owners of more than 80% of the
property located onfbse A enue between Fifth avenue and. the Des Plaines Valley Rail-
way in the City Des P1ainis; herewith petition the City Council of the City of Des
Plaines through the Board of Local Improvement to improve Rose Avenue by constructing
therein, sewer, pavement, curb and gutter, and sidewalk where said improvements are
not now in or are kit now under contract. Said improvements to be performed by_
special assessment.

COMMITTEE REPORTS: 41derman Mc ay reported he informed the Simpson Op-
tical Company that the City had no building available for.that company to locate.
TThe Municipal Development Committee made the following report:
We recommend that the request of Toepper & Smith be approved for a period
not to exceed one year, and that the City Attorney prepare an agreement speeif&e as
to location of the temporary enterprise and the nature of the business to be con-
ducted; and specifying that they shall transfer their plant as soon as possible to
permanent location where there shall be no conflict with zoning. Petitioners to deposit
with the City of Des Plaines cahh or bond in the amount of 0500.00 to guarantee
compliance with all particulars of the agreement.

Alderman McKay,.Chairman of the Municipal Development Committee, reported
that the Committee had investigated the recommendation of the Zoning Board of Appeals
regarding the rezoning application of Chas. Johnson on 927 Thacker Street, and recom-
mended that the change of zoning be denied. The -motion was made by Alderman McKay
and seconded by Harm to concur in the report. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
Alderman Napieralski., Chairman of the Public Relations Committee, reported
of having planned a meeting with Mr. Perry of the Chicago and Northwestern Railway
for Wednesday morning, April 10th, at the T'es Plaines Station to discuss the several
items in which the City Council is interested. He invited the Aldermen who would be
able to attend the meeting.

APPROVE ALFINI'S ROSE AVENUE PLAT: The City Clerk presented a plat which
had been approved by the Plan Commission of the City of Des Plaine:,. The plat is as
follows: RESUBDIVISION of
Lots 8,9,10,11,12,21,22,23,24,25 and 26 in Spiking's Subdivision of part
Blocks 52 and 53 in Des Plaines Manor Tract No.3, a subdivision of that part of the
SES of Section•18, Township 41 North, Range 12 Est of the 3rd Principal Meridian
lying south and east of the C.& N.W. Ry Co's. lands, together with that part of vacated
Rose avenue lying west of the west lire of lots 11 and 22 in said. Spiking's Sub-
division and East of the C.& N.W. fir. Co's. lands.
The Mayor declared a recess for the Council to s tudy the plat. After some
discussion, the motion was made by Alderman Kehe and seconded by Johnson to approve
the plat. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the plat approved.

Alderman Campagna informed the Council that that parking lanes would be
painted in the near future and that any change on parking to be made before this
painting. He asked Alderman Scharringhausen to explain a new parking idea. Alderman
Scharringhausen thought that the City should try the parking of cars an alinwood Street

FROM Lee to Pearson streets in the center of the street, thus allowing a free curb
and gutter. He said the streets could be kept free of snow and refuse in this way.
The motion was made by Alderman Campagna and seconded by Scharringhausen to refer
the parking to VraffIcCommission for immediate action. The motion was voted upon by
acclamation whereupon the Mayor declared themotion carried.
APPOINT AERONAUTICS (MISSION: On the motion of Alderman Johnson and
the seconding of the motion by McKay, the approval of the appointment of the members
of.the Aeronautic Commission who are the following, was palmed:

MINUTES OF THE REGULAR METING OF THE

MONDAY EVENING, APRIL 15. 1946.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided, with.Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe,
Scharringhausen, McKay, Harm, Campagna and Halverson responding to roll -call.
OFFICERS' REPORTS: hhe City Clerk submitted the reports of the City
Treasurer, Harold Ahbe, and City "1erk Otto Henrich, for the month of March, 1946.
Building Inspector F. Scharringhausen reported on the new standard
building code books on hand. He told the Mayor that if the Council desired to study
these code books and report if they wished to adopt the code, the City Clerk had
several copies.
COMMITTEE REPORTS: Alderman Napieralski reported of the meeting with Mr.
Parish of the Chicago and Northwestern Railroad Company and discussing the several
items of interest to the Council.
TRACKER STREET IMPROVEMENT: The Clerk read the following letter:

Wolf Road to Chgo. & N.W. R. R.
Dear Mr. Henrich:
Your letter of April 4th, 1946, regarding Dempster Street, from Wolf
Road west to the Chgo. & N.W.R.R. , has been received.
It iso possible for you to pass an ordinance limiting the load on this
road within your illage and, it would meet with the approval of this Department.
According to our records this south line is in the center of the street, so that
your records should apply to that portion of Dempster Street from Wolf Road to the
C.N.W.R.R. Forward a copy of the ordinance and signs will be installed at the nearest
intersection applicable to this section between "golf Road and the Railroad. It will
be necessary for the Village to enforce their ordinance.
The widening of this section meets with the approval of this Department
and recommendations will be made to the Plan Commission for this improvement. Details
will necessarily have to be worked out in the future. Your suggestions are well taken
and we appreciate your cooperation.

After some discussion, the Mayor referred the item of ordinance to the City Attorney
Opeka to prepare an ordinance.on a 15 mile speed limit from Wolf Road to the West
boundary line of the City.
