Gentlemen:
I herewith enclose my check for Ten Dollars to cover an ap-
plication for a petition for rezoning of the following property to be zoned for

JOHNSON'S. ELECTRIC SHOP
The .City Attorney reported the Zoning Board of Appeals had held a hearing on
a similar petition of Johnson Electric Shop but due to failure of petitioner to
appear, rejected the petition. The City Attorney suggested to the Zoning Board of
Appeals that hereafter they notify the petitioner of the hearing and the Board
has agreed to do so. The motion was made by Alderman McKay and seconded by Kehe to
refer thepetition to the Zoning Board of Appeals.
APPROVAL OF MINUTES: Each member of the City.Council havinip been sup-
plied with copies of the minutes of the regular meeting of February 4, 1946, and
the special meeting of February 14, 1946, the motion was made by Alderman Halverson
and seconded by Johnson that the said minutes be approved. Alderman Johnson asked
to make a correction in the minutes of February 4, changing the name of the Insurance
Company to Mutual County Fire Insurance Company. The motion was voted upon by ac-
clamation whereupon the Mayor declared the motion carried and the said minutes ap-
proved with the correction made.
ADOLPH.ESSER APPOINTED SUPERINTENDENT OF PUBLIC '..90RKS: The appoint-
ment of Adolph Esser as Superintendent of Public "orks, effective March lst, 1946,
was announced by Mayor G. Walter Pflughaupt after it was confirmed on the motion
by Alderman Campagna and said motion was seconded by Alderman Napieralski.
ADJOURNMENT:. The motion was made by 'Ilderman Vavrinek and seconded
by Campagna to adjourn. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the. meeting regularly adjourned.

ESPeREPORTS OF CITY OFFICIALS: The Clerk bubmitted the reports of Elec-
trical Inspector A. Rieck, Building Inspector F: Scharringhausen, City Treasurer
H. Ahbe and City Clerk Otto Henrich for the month of February.
Report of City Attorney Opeka: City Attorney Opeka reported that
the Cirduit Court of Sangamon County at Springfield, Illinois, had ruled the 2% Foreign
Insurance Tax Law unconstitutional and that unless the Illinois Supreme Court re-
versed the decision, the City would not receive any more of that tax.
- REPORTS OF WATER COMMITTEE --SMITH & HILL REQUEST FOR WATER: Alder-
man Halverson, Chairman of the Water Committee, made the following report:
Your Committee on Water has investigated the Smith and Hill request
for water suppAy and has found: That a portion of the water main is too small to
service this Subdivision. We have therefore agreed to Smith & Hill paying 75% of
the cost of a new main from Garland Place east of the existing 10" gain servicing
said subdivision, and Smith & Hill will pay $2500.00 for the increasing of the 6"
main from Garland Place west to Des Plaines Avenue.

We, your Committee on Water, therefore recommend that Smith and Hill be
granted permission to purchase water for their Subdivision from the City of Des Plaines,
and that the City Attorney bo instructed to draw up a contract stipulating the above agree-
ment and the City Engineer represent the City in the execution of said contract.

DOOLIY REQUEST FOR WATER: Alderman Halverson then made the following report:
Your committee on Water has investigated the water for Dooley Subdivision and
had found that a portion of the water main is too small to service this subdivision.
We have therefore agreed to H. A. Dooley & Co. paying 25% of the cost of a new main from
Garland Place east to existing 10" main servicing this Subdivision.
We, your Committee on Water , therofore recommend that H. A. Dooley & Co.
be granted permie8ion to purchase water from the City of Des Plaines for said subdivision
and that the City Attorney be instructed to draw up a contract stipulating above agree-
ment therein and the City Engineer represent the City in the execution of said contract.

RECOMMENDATION ON REPORT OF CITY ENGINEER FLETCHER ON WATER SUPPLY:Alderman
Halversan made the following report:
Your Committee on Water has investigated the report of City Engineer E.N.
Fletcher and has found that the water supply of the City, at present, is adequate so
long as there is no breakdown of our pumping equipment. We have discussed the possi-
bility of late water which we learn wou)d take at least 18 months to complete, which
would not give immediate relief to nur problem.
We, your Committee, on Water therefore recommend that the Engineer be in-
structed to prepare speeificetions and hids advertised For thedrilling of a new well.
The Finance Committee be instructed to prepare financial plans and procurement of land.

AGREEMENT WITH MT. PROOPECT ON BOUNDARY LINES FOR SUBDIVISION PLANNING:
Alderman McKay, Chairman of the Municipal Development Committee, made the
following reports:
The Municipal Development "ommittee met on February 13th with repre-
sentatives of Mt. Prospect, on their request, to give further consideration
to the matter of the arrangement to be effected between Des Plaines Mad Mt.
Prospect in connection with the overlapping areas outside of but within
one and one-half miles of said communities in which areas each community id
interested as regards. planning of sibdivisions, rezoning,"etc.
This metter was given much aensideration pane time ago and a report
. made by this committee on October 15,,1945. Subsequently an agreement
• and resolution was drafted by City Attorney and submitted to Mt. Prospect.
It has been auggested by representatives of Mt. Prospect and' agreed
• to by this committee, that the matter be simplified and covered merely bya
. report.by this committee to the council stating the arrangement and upon
• concurrence in the report by the council copy thereof bearing notation to
• effect that it has been duly concurred in and date oe such concurrence, be
• sent to the 'Village .Board of Mt. Prospect, and to tho Secretary of the Zoning
. Board of Appeals of Cook County, 16& N. LaSalle St., Chicago; also to the
• Superintendent of the `'ounty Map Division with a copy of marked map. It is
• understood that the Village Board of Mt. Prospect will likewise be asked
• by its representatives to concur in.a similar report and forward copy to
• this body and to the Secretary of the Zoning Board of Cook County and 'to
the Superintendent of the County Map Division, with copy of marked map
to the latter.

The Municipal Development Committee of the Ci 'ef Des Plaines -met on
February 13th, 1946, to consider the subject of allocation.of overlapping area as
between Mt. Prapect and Des Plaines in the one and one-half mile zones of'influenee
of those communities in county zoning matters.
In addition to the full membership of the Municipal Development Committee
there were present at this meeting City Attorney Opeka, representatives of the Mt.
Prospect Village Board, and the Chairman of the Mt. Prospect Planning 6ormission.
It was agreed at this meeting that the overlapping area in question would
be divided, insofar as Mt. Prospect and Des Plaines are concerned, as follows:
Starting at a point due south of the SE corner of the Rob Roy Golf
course and one and one-half miles from Des Plaines City limits, proceed
south to that city limits at Central Road, west to Mt. Prospect Road,
south to a point just south of Northwest Highway where the limits of
Des Plaines and Mt. Prospect have boundary in common; follow this common
boundary around the angle and approximate]y one-fourth mile west, then
follow the Des Plaines boundary south to Golf Road; thence westward into.
the overlapping area as tar as point due south of Mt. Prospect's'School
Street, thence south to the arc of Mt. Prospect's one and one-half mile
limit.
The.above-described dividing line is narked on map now on file with the
City Clerk of the City c'f Des Plaines.
It is understood that the proper representatives of the City of Des Plaines
and of the Village of Mt. Prospect will process plats, etc., covering residential,
or business and residential, areas, on its side of the line, and matters involving in-
dustrial
ndustrial or light industrial undertakings in overlapping territory, will in all cases
be reviewed by the proper representatives of both communities.
It is the recommendation of the Municipal Development Committee that the
above outlined arrangement be placed in effect as between the City of Des P&aines
and the Village of Mt. Prospect.
• Mr. Mayor, I move that the foregoing 'recommendation be concurred in- by this
Council.

Alderman McKay reported attending the Cook County Zoning Board hearing at
Park Ridge 9'ity Hall on the Smith and Hill Subdivision, also the Harry Dooley Sub-
division. City of Park Ridge filed objections gegarding water and sewers. Alderman
McKay informed the Zoning Board that the City of Des Plaines had been requested to
furnish water to both subdivisions. Mr. R. Kingery, of the County Zoning Board said
he would withhold his decision until he -heard of what action would be taken by the
City Council of Des Plaines on the water question. Alderman McKay requested that City
Clerk Henrich should inform Mr. Kingery immediately that the request for water has been
granted.

ALDERMAN CAMPAGNA INQUIRED IF THE C. & N. W. R. R. HAD REPLIED REGARDING
THE SIDEWALKS IN THE PARK AT BUS STANDS: Alderman Campagna requesidthe Clerk to write
a latter to the Chicago and North Western Railroad Co. regarding the sidewalks at bus
stands.

The motion was made by Alderman Campagna and seconded by McKay to suspend the rules
and pass the proposed ordinance. The Mayor put tha question and the '1erk called the
roll with the following result: Ayes: Aldermen Nohnson, Napieralski, Vavrinek, Wolfs
Scharringhausen McKay, Harm, Campagna and Halverson. Nays: None. The Mayor declared
the motion carried, the rules suspended, and the proposed ordinance before the
Council for final passage. •
The motion was then made by Alderman Campagna and seconded by Napieralski
to finally pass the proposed ordinance. The Mayor put the question and the Clerk
called the roll with•the following result: Ayes: Aldermen Johnson, Napieralski, Vav-

ILLINOIS, RILD IN THE COUNCIL CHAMBERS,
MONDAY, MARCH 18% 1946.
CALL TO ORDER: The meeting was called to order by Mayor•G. Iter Pflug-
haupt, who presided, with Aldermen Johnson, Nalpieralski, Vavrinek, Wolf, Kehe, Schar-
ringhausen, McKay, Harm, Campagna and Halverson responding to roll call.
The Mayor informed the Council that a number of citizens of South Des
Plaines were attending the'Council meeting, and if there were no objections, he
would allow thiMr spokesman to address the Council with whatever was on their mind.
Mr. P. Callaghan then spoke regarding thej condition of several streets in their
section and that they would like immediate action regarding their repair. The Mayor
then called on Engineer E. N. Fletcher to explain City plans of street repair. Al-
derman Halverson and Campagna also spoke about the repair work needed. The Mayor
then informed those citizens that no doubt these repairs would be made as soon as
possible and to their satisfaction.'
APPROVAL OF BILLS: The Finance Committee, through its Chairman, Aldeanan
