Henrich, City Clerk City of Des Plaines, Illinois • Dear Mr. Henrich: At a meeting of the board of Education of Community Consolidated School District #62 held Monday evening, February 11, 1946, the Board voted to undertake the maintenance of the underpass at Lee & Tracker Streets as outlined in your letter of February 8, with the understanding that this will be for one year as a trial, beginning March 1, 1946. And also with the understanding that the Board is not obligated to undertake any repairs of the underpass or the pump necessary for its maintenance. k Very truly yours, DES PLAINES PUBLIC SCHOOLS (SIGNED) E. COMMITTEE REPORTS: Alderman Napieralski, Chairman of the Public Relations Committee, reported having contadted the Township officials regarding Helier Creek bridge repairs and that they would take it under consideration. PASS 1946 APPROPRIATION ORDINANCE: The City Clerk read for the second reading the proposed 1946 Appropriation Ordinance. The motion was then made by Alderman Kehe and seconded by Napieralski to pass the proposed. 1946 Ap- propriation Ordinance. the Mayor put the question and the Clerk called the roll with the following result: Ayes: Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, Scharringhausen, McKay, Harm, Campagna, and Halverson. Nays: None. The Mayor thereupon declared the motion carried and the proposed ordinance passed. ELECTRIC SHOP The .City Attorney reported the Zoning Board of Appeals had held a hearing on a similar petition of Johnson Electric Shop but due to failure of petitioner to appear, rejected the petition. The City Attorney suggested to the Zoning Board of Appeals that hereafter they notify the petitioner of the hearing and the Board has agreed to do so. The motion was made by Alderman McKay and seconded by Kehe to refer thepetition to the Zoning Board of Appeals. APPROVAL OF MINUTES: Each member of the City.Council having been sup- plied with copies of the minutes of the regular meeting of February 4, 1946, and the special meeting of February 14, 1946, the motion was made by Alderman Halverson and seconded by Johnson that the said minutes be approved. Alderman Johnson asked to make a correction in the minutes of February 4, changing the name of the Insurance Company to Mutual County Fire Insurance Company. The motion was voted upon by ac- clamation whereupon the Mayor declared the motion carried and the said minutes ap- proved with the correction made. ADOLPH.ESSER APPOINTED SUPERINTENDENT OF PUBLIC 'WORKS: The appoint- ment of Adolph Esser as Superintendent of Public "orks, effective March 1st, 1946, was announced by Mayor G. Report of City Attorney Opeka: City Attorney Opeka reported that the Cireuit Court of Sangamon County at Springfield, Illinois, had ruled the 2% Foreign Insurance Tax Law unconstitutional and that unless the Illinois Supreme Court re- versed the decision, the City would not receive any more of that tax. . REPORTS OF WATER COMMITTEE --SMITH & HILL REQUEST FOR WATER: Alder- man Halverson, Chairman of the Water Committee, made the following report: Your Committee on Water has investigated the Smith and Hill request for water supp4y and has found: That a portion of the water main is too small to service this Subdivision. We have therefore agreed to Smits & Hill paying 75% of the cost of a new main from Garland Place east of the existing 10" gain servicing said subdivision, and Smitja & Hill will patty $2500.00 for the increasing of the 6" main from Garland Place west to Des Plaines Avenue.
