APPROVAL OF MINUTES: Each member of the City Council having been supplied with a copy of the minutes of the regular meeting of January 21, 1946, the motion was made by Alderman Johnson and seconded by Halverson that the said minutes be approved. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved. COOK COUNTY FARMER'S MUTUAL INSURANCE CO.: Alderman Johnson reported that the Cook Co. Farmers Mutual Ins. Co. only wants to pay $50.00 for a Fire De- partment call and suggested the City Clerk write a letter to the Company that if they do not agree to pay the $100.00 that their policy holders' contracts will be voided. Alderman Johnson then made the motion and it was seconded by glipieralski that the City Clerk write a letter to that Insurance Co. and inform that that if they will not issue the $100.00 clause for Fire Department call, that the City will void all contracts issued to their policy holders. Henrich, City Clerk City of Des Plaines, Illinois Dear Sir: • Answering your communication of the 8th instant regarding fire pro• tection in rural districts and the articles appearing in the Des Plaines Suburban Times of February 8, 1946 and in the Des Plaines Journal of February 7, 1946. rihis company takes exception to the statements appearing in those publications as well as to your letter for the reason that they do not state the true facts. This company has an agreement with your city, made through Mayor Garland and the Chief of the Fire Department, to pay for any calls made by your fire department involving fires of policy holders of our company residing in your rurual districts, and the company was to be billed in each of sucli instances, in furtherance of said agreement a complete list of our policy holders was fur- nished to the department. You state in•your letter that you have offered fire protection at no cost to this company, yet our records disclose that two checks were issued to. your city during the year 1945 for $50.00 each, namely #2960, :sated April 11), 1945 and #2961 dated April 17, 1945, said checks bear the endorsement of your city of- ficial authorized to cash said checks. Therefore, this company feels that it has been most unjustly dealt with and should not be subjected to the published statements that appeared in your local newspapers, wherein reference is made to the Codi County Mutual Fire Inaurancd Company, which obviously was intended to mean our company, since there is no other mutual fire insurance company in this area of a similar name, Since these statements are untrue, and incorrectly state the facts, we demand an open retraction of the statements made in these publications, as far as this company•is concerned. • In our annual meeting of January 8, 1946, the members and policy holders of this company approved a plan whereby riders, calling for payment to fire departments making calls outside of incorporated areas, were made a part of each policy effected thereby. Halverson 1763 Prospect Avenue Des Plaines, Illinois Dear Sir: We are owners and developers of the 120 -acre tract of land known as the Koffman Farm. This property is adjacent to the Maine bwnship High School. It was formerly a part of Park Ridge, but has been disconnected by order of the County Court. ' We are interested in making arrangements to purchase water from the City of Des Plaines. The water would be block metered where it enters our property. We would be responsible for the maintenance of all mains installed in our property, and would deposit with you the amount you determine_ as necessary to guarantee the payment of water used. 449 Our development program will cover the next five year period. ,Eventually, there will be some four hundred'homes built in this tract of land. They will range in valuation from t12,000.00 to #18,000.00. The minimum lot size will be 10,000 square feet. We have discussed in a general way with your engineer, Mr. E. N. Fletcher, the technical problems involved in the extension of your water system to this property. We propose to install a supplemental main in accordance with your engineer's specifications so as to eliminate this condition. It is our further understanding that we would pay the present rates established by your ordinances as they apply to the sale of water to usersout_side of the City limits. It is our understanding that the present capacity of your well sys- tem is adequate to service this additional number of homes, but that it would not be sufficient if your large well should for any reason be put out of operation. However, as we understand the situation, the small well would not be sufficient to service all of Des Plaines without considering the additional homes that would be serviced in our tract of land. It is our opinion that when the area between the center of Des Plaines and the center of Park Ridge is developed with homes as a result of the next ten years' building program, no piece of prciperty of the size of our tract will remain unincorporated. It would unquestionably be the case that the piece of property would be annexed to that community from which it was obtaining water. Accordingly„ the high type of development resulting, the high values in our tradt would bo a considerable asset if incorporated within the city limits of Des Plaines. The extension of this water service is the mutual problem of Mr. Harry Dooley and ourselves. It is ourunderstand.ing that you now have his` application for water pending with your committee. We are enclosing a tentative layout of our tract, in connection with which allow us to point out that we are planning to increase the lot sizes from the present 7500 square feet o 10,000 square feet. Two skethhes are presented herewith to indicate the types of homes that are now under construction on Potter Road. We shall appreciate the opportunity to meet with you at an early date and disduss this application in further detail.
