MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY, FEBRUARY 4, 1946.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, presiding, with Aldermen Johnson, Napieralski, 'Volf, Kehe, Scharring-
hausen, McKay, Harm, Campagna and Halverson responding to roll call. Mayor Pflug-
haupt reported that due to illness, Alderman Vavrinek was unable to attend the meeting.
REPORTS OF OFFICERS: The Clerk submitted reports*of City Treasurer
Harold J. Ahbe, Building Inspector F. Scharringhausen, Electrical Inspector, A.
Rieck, and City Clerk Otto Henrich, for the month of anuary. The Clerk also sub-
mitted the annual report for 1945 of the Des Plaines Fire Department by Ray Kolze,
Secretary, and City Clerk Henrich's annual report for 1945.
Alderman Halverson reported the following water consumption for*the
month of January: Minimum: $46,000 Maximum: 916,742 Total: 28,419,000
RESOLUTION STATE HIGH"IAY PERMIT: The City Clerk then read a resolution
for requesting a permit for tunneling the highway at 2804 Miner Street. The motion
was made by Alderman Kehe and seconded by Campagna to adopt the said proposed reso-
lution. The motion was voted upon by acclamation whereupon the tayor declared the
motion carried and the said resolution adopted.
1946 APPROPRIATION ORDINANCE, FIRST READING: The City Clerk then
read for the first reading the following proposed ordinance:
AN ORDINANCE
MAKING APPROPRIATIONS TO DEFRAY THE EXPENSES OF
THE CITY OF DES PLAINES FOR MUNICIPAL PURPOSES
DESIGNATED THE "ANNUAL APPROPRIATION BILL" FOR
THE FISCAL YEAR ENDING DECEMBER 31, 1946.
LEE STREET UNDERPASS MAINTENANC EJ: Alderman Campagna, Chairman of
the Streets Committee, reported the Board of Education would maintain the Lee and
Thacker Street underpass for Fifteen Dollars 415.00) per month, including the re-
placing of light bulbs. The motion was made by Alderman Campagna and seconded by
Scharringhausen to authorize the toard of Education to maintain the underpass at
Lee and Thacker Street, including the replacing of light bulbs,at total cost of
Fifteen Dollars 415.00) per month, effective March 1st, 1946. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried and
insttucted the City Clerk to write a letter to the Board of Education informing
them of the action taken.
APPROVAL OF BILLS: The Finance Committee, through its Chairman Al-
derman Kehe, then present the following proposed resolution:

The Ootion was then made by Alderman Kehe and seconded by Halverson to adopt the
said proposed resolution. The Mayor put the question and the Clerk called the
roll with the following result: Ayes: Aldermen Johnson, Napieralski, wolf, Kehe,
Scharringhausen, McKay, Harm, Campagna and Halverson. Nays: none. The Mayor
thereupon declared the motion carried and the said resolution ;.;_dopted.
APPROVAL OF MINUTES: Each member of the City Council having been
supplied wjth a copy of the minutes of the regular meeting of January 21, 1946,
the motion was made by Alderman Johnson and seconded by Halverson that the said
minutes be approved. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the said minutes approved.
COOK COUNTY FARMER'S MUTUAL INSURANCE CO.: Alderman Johnson reported
that the Cook Co. Farmers Mutual Ins. Co. only wants to pay $50.00 for a Fire De-
partment call and suggested the City Clerk wiite a letter to the Company that if
they do not agree to pay the $100.00 that their policy holders' contracts will be
voided. Alderman Johnson then made the motion and it was seconded by hpieralski
that the City Clerk write a letter to that Insurance Co. and inform that that if
they will not issue the t100.00 clause for Fire Department call, that the City will
void all contracts issued to their policy holders. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
ADJOURNMENT: The motion was made,by Alderman Halverson and seconded
by Scharringhausen to adjourn. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the me4ing regularly adjourned.

CHAMBERS. THRUSDAY. FEBRUARY 14. 1946, 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, presiding, with Aldermen Napieralski, Vavrinek, Wolf, Kehe, McKay, Cam-
pagna and Halverson responding to roll call. Alderman Johnson and Scharringhaussn
made their appearance later during the meeting. Alderman Harm was absent the entire
meeting.
The reading of the call: Waiver Notice
We, the undersigned members of the City Council of Des Plaines, do
hereby waive notice of the time, place, date and purpose of a special meeting of
the City Council of the City of Des Plaines to be held on Thursday, February 14,
1946 A.D. at 8:00 P.M., in the Council Chambers, and do hereby consent to the
holding of such meeting and to transaction of any and all business that may come

OPEN BIDS FOR DECORATING INTERIOR CITY HALL: Mayor Pflu ►haupt in-
structed the City C lerk to ppen bids received for the decorating of the interior of
the City Hall.
The following bids were received:

The motion was then made by Alderman -Halverson and seconded-by-Kehe
to refer the bids to the Public Buildings Committee -with power to 'let. The motion
was voted upon by acclamation whereupon the Mayor declared the motion carried.

• FRED KAUFMAN ILLNESSr The motion was made by Alderman HaW and
seconded by-Kehe that -the -City Clerk write a letter -to Fred Kaufman, Junior Engi-
neer at the -Water Plant, that due to his extended illness he -would receive his
salary to February 28, 1946, and after he regains his health will reemploy him per-
haps as relief man or other work. Alderman McKay suggested that the City Clerk
write a letter to a Mr. C. A. Goelz, a subdivided north of Des Plaines, asking
him to meet with the Municipal Development Committee on February 20th, or any
other date convenient.
MUTUAL COUNTY FIRE INSURANCE CO.: The Clerk then read the following:

Dear Sir:
Answering your communication of the 8th instant regarding fire pro
tection in rural districts and the articles appearing in the Des Plaines Suburban
Times of February 8, 1946 and in the Des Plaines Journal of February 7, 1946.
Phis company takes exception to the statenents appearing in those
publications as well as to your letter for the reason that they do not state the
true facts.
This company has an agreement with your city, made through Mayor
Garland and the Chief of the Fire Department, to pay for any calls made by your
fire department involving fires of policy holders of our company residing in your
rurual districts, and the company was to be billed in each of such instances, in
furtherance of said agreement a complete list of our policy holders was fur-
nished to the department.
You state in'your letter that you have offered fire protection at
no cost to this company, yet our records disclose that two checks were issued to
your city during the year 1945 dor $50.00 each, namely #2960, ::sated April le, 1945
and #2961 dated April 17, 1945, said checks bear the endorsement of your city of-
ficial authorized to cash said checks.
Therefore, this company feels that it has been most unjustly dealt
with and should not be subjected to the published statements that appeared in your
local newspapers, wherein reference is made to the Coolf County Mutual Fire Insurance►
Company, which obviously was intended to mean our company, since there is no other
mutual fire insurance company in this aroa of a similar name.
Since these statements are untrue, and incorrectly state the facts,
we demand an open retraction of the statements made in these publications, as far
as this eompany'is concerned, _
In our annual meeting of January 8, 1946, the members and policy
holders of this company approved a plan whereby riders, calling for payment to
fire departments making calls outside of incorporated areas, were made a part of
each policy effected thereby. •
