MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, MONDAY,
NOVEMBER 19. 1945. AT 8:00 3). M.
CALL OTO ORDER: The meeting was called to order by Mayor G. W. Pflughaupt,
presiding, with Aldermen Napieralski, Wolf, Kehe, Scharringhausen, McKay, Harm,
Campagna, and Halverson responding to roll -call. Aldermen Johnson and Vavrinek
were absent the entire meeting.
REPORTS OF OFFICERS: City Engineer E. N. Fletcher then read the fol-
lowing report:
Power consumption at Cater Well and Softening Plant:
Prior to installation of new pump, $2.86 per Kil.hr/1000 gallons
After installation of new pump, $2.87 per Kil. hr./1000 gallons
Since installation of the new deep well pump, the draw down has
increased considerably. The kilowatt hours for 1,000 gallons of water pumped
has remained approximately the same. It is evident therefore that the new
pump is operating at better overall efficiency than before the change.
City Attorney Opeka reported that one eyesore, the old brick service
station on South Des Plaines Avenue, had been removed, and that he would give
a written report on other old buildings at the next Council meeting.

C MMITTEE REPORTS: Alderman Scharringhausen of the Public Protection
Committee made the motion which was seconded by Kehe that the City Clerk notify
the Civil Service Commission to certify a policeman from the eligible list to
fill a vacancy. The motion was voted upon by acclamation whereupon the mayor
declared the motion carried.
Alderman Napieralski, Chairman of the Public Relations Committee,
requested approval of a letter regarding surplus State Funds which he desired
-o send to the State Representatives and Senator. The motion was then made by
Alderman Napieralski and seconded by Wolf to approve the letter presented, to
be sent to the State Representatives and Senator. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
Alderman Napieralski reported having sent telegrams to some Congress-
men and Senators for the Izaak Walton League asking them to approve the MO.ndt
Bill on pollution, reminding them of our river for which the alderman hopes to
receive Federal funds to clear it of pollution.
GOLF -WOLF ROAD STREET LIGHT: The Clerk then read the following letter:

In reply to your letter of November 8, concerning the need for the
installation of lights along the west walkway in back of the retaining wall along
Golf -Wolf Road, wish to advise this matter is being referred to our Main Office
for their decision as to whether or not we should proceed with this installation.
As soon as a reply is received I shall write you further.

GOLF -WOLF ROAD STOP SIGN: The Clerk then read the following letter:

Dear Mr. henrich:
In reply to your Committee report, attached herewith, our Committee
drove out to Wolf and Golf Road and made a personal inspection of this inter-
section. Since a Stop Sign already exists on Wolf approaching Golf, we do not
recommend a stop sign on Golf, approaching Wolf, from the West.
We do recommend that the City Council ask the State Highway Department
to paint the traffic lanes through the Subway, and continue on around the
Cumberland Circle.

REZONE FOR LIGHT -MANUFACTURING (EDWARD NELSON): The Clerk read the fol-
lowing letter:

Sirs:
The Zoning Board of Appeals of the City of Des Plaines, sitting as a
commission, held a public hearing after due notice thereof was given according
to law, on the 7th day of November, 1945.
This meeting was for the reclassification aC the property described
below from comme;cial district Area C to classification Industrial A, light
manufacturing.
The property is known as the South one acre of that part of the
North two-thirds of the North West quarter of the South East quarter of section
20, Township 41 North, Range 12, East of the third principal meridian, lying
West of the Wisconsin Central Railroad right of way, inGbok County, Illinois.
This area is described as approximately one acre andlies just North
of the tract of land that was reclassified for the General Moulding Products Co.
There was considerable discussion at the meeting, principally to de-
termine what affect this property classified as light manufacturing, would have
on the surrounding area. It was the consensus of opinion of those present that
the proposed reclassification would not materially affect the surrounding area
as to health and safety, as the proposed factory would be set back a considerabli
distance from the highway. The owner agreed to provide sufficient parking
space on his own property off the main highway.
At a subsequent meeting of the Zoning Board, and after very careful
consideration of all factors concerned, it the recommendation of the Zoning
Board that the classification of this property be changed from commerical district
Area C to classification Industrial A, light manufacturing.

The motion was then made by Alderman Kehe and seconded by McKay to concur in the
recommendation. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the recommendation concurred in.
ORDINANCE, FIRST READING: The Clerk then read for first reading the
following proposed ordinance entitled;
AN ORDINANCE AMENDING AN ORDINANCE ENTITLED
"AN ORDINANCE TO CLASSIFY, REGULATE AND RESTRICT
THE LOCATIONS OF TRADES AND INDUSTRIES AND THE
LOCATION OF BUILDINGS DESIGNED FOR SPECIFIED
USES; TO REGULATE AND LIMIT THE INTENSITY OF
THE USE OF LOT AREAS AND TO REGULATE AND DE-
TERMINE THE AREA OF YARDS, COURTS AND OTHER
OPEN SPACES WITHIN AND SURROUNDING SUCH BUILDINGS,
AND TO ESTABLISH THE BOUNDARIES OF DISTRICTS FOR
THE SAIF PURPOSES AND PREaSCRIBING PENALTIES FOR
THE VIOLATION OF ITS PROVISIONS", AS AMENDED.
The motion was then made by Alderman`Napieralski and seconded by Kehe to suspend
the rules and place the said proposed ordinance on passage. The Mayorput the
question and the Clerk called the roll with the following result: Ayes, Aldermen
Napieralski, Wolf, Kehe, Scharringhausen, McKay, Harm, Campagna and Halverson.
Nays; None. The Mayor declared the rules suspended and the proposed ordinance
before theCouncil for final passage.
The motion was then made by Alderman Kehe and seconded by Napieralski
to finally pass the proposed ordinance. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Aldermen Napieralski, Wolf,
Kehe, Scharringhausen, McKay, Harm, Campagna and Halverson. Nays; none. The
Mayor thereupon declared the motion carried and the ordinance finally passed.
The motion was then made by Alderman Napieralski and seconded by Campagna
to publish the ordinance in the Des Plaines Journal. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
DES PLAINES POST NO. 2992. V. of F. W.: The Clerk then read the fol-

On Saturday, November 24, the Wolfd War 2 members of Des Plaines Post
#?o02 Veterans of Foreign Wars of the U. S. will hold their first public affair
since VJ Day, at Rand Park Field House. The affair will be a hard time party
and dance, sponsored solely xa by these returned veterans.
They have asked me as their Commander to extend you a cordial invitation
to be their guests and afford them the opportunity of meeting each of you in a
personal way.

WIDENING OF THACKER STREET BETWEEN WOLF ROAD AND C. & N. W. R. R.: The
Clerk then read the following letter:

Dear Major Quinlan:
You referred to the Joint Committee of the Chicago Association of Com-
merce and Regional Planning Association the recent request of the City of Des
Plaines Docket No. 35785, that the County Highway Department improve Thacker Street
from Wolf Road west to the C & N W Railroad with a 36 -foot concrete pavement and
curb and gutter.
When the County's highway program was under study, the improvement of
that portion of Thacker Street was considered by the Joint Committee as a part of
a larger section extending from Wolf Road west to Algonquin Road. At that time,
the street was being planned by the County for improvement with a black top maca-
dam.nave#ent, plans for which had been approved by the City ofDes Plaines. The
project was finally recommended for 1945 construction, and we are now informed
that the work has beencompleted.
Because of the limited funds available to the County for solving a very
large volume ?of other traffic problems of the County, it was not possible to
schedule in the program all projects requested by local communities or to specify
improvements so extensive in scope as might be desired, especially where traffic
is relatively light.
In the case of Thacker Street it is believed that the pavement just
built by the County will adequately serve present and expected traffic for some
time to come. But if for local reasons a finished street is felt to be necessary
at tit time, the City of Des Plaines, like many other communities, may consider
assessment of locally benefited frontage or resort to its share of the State Motor
Fuel Tax which can be used to widen, curb and furnish drainage inlets on this street.

OUNTY ZONING: The Clerk then read the following letter:
Notice if hereby given that a public hearing will be held on a petition
for an amendment to the Zoning Ordinance of Cook County, Illinois, at 7:30 P.M.
(Central Standard Time) on November 23, 1945, in the Des Plaines City Hall, Des
Plaines, I,linois. The property involved is located on the north side of Golf
Road and the west side of the Chicago and Northwestern Railway in Maine Township,
legally described as:
Lot 10 in Superior Court Commissioners Partition of the lands of the
Minna Carle Estate in Section 9, Township 41 North, Range 12, East of
the Third Principal Meridian ih CooklCounty, Illinois.
The amendment, as proposed, seeks- to rezone the above legally described
property from its present classification as an F -(Farming) District to an I-1
(Industry -Light) District or such variation as the Board of Appeals may have the
power to grant.

tion for a variation from the terms of the Zoning Ordinance of Cook County, Illi-
nois, on November 23, 1945, at 3:30 P.M. (C ntral Standard Time) in Room 300,
160 N^rth LaSalle Street, Chicago, Illinois. The property involved is located
on the west side of Lee Street (Mannheim toad) just north of Oakton Street in
Maine Township, legally described as:
Lot 6 in Carl Lagerhausen Estate in Section 20, Township 41 North,
Range 12, East of the Third Principal Meridian, totalling 3.853 acres,
(except street) and (except W. 976.6 feet thereof).
The proposed variation is with respect to the Minimum Setbacks from
the Front Road or Street provision of said ordinance. All persons interested
should attend and will be given an opportunity to be heard.

City Attorney Opeka and Alderman Napieralski said they would attend the meeting.
RESOLUTION REQUESTING STATE AID FOR POST WAR PLANS: The Clerk then
read the following proposed resolution:
A RESOLUTION REQUESTING STATE AID IN THE PREPARATION
OF PLANS AND SPECIFICATIONS FOR POST-WAR WORK
WHEREAS, the State of Illinois under Senate Bill 303, (hereinafter
called the Act) has appropriated funds to the State Department of Finance to be
expended pursuant to allocations to Counties, M&nicipa]iiies, School Districts,
Sanitary Districts and Park Districts through the recommendations of the Ill*
nois Post --War Planning Commission (hereinafter designated as "Commission") for
the purpose of defraying a portion of the cost of preparation of engineering sur-
veys, engineering or architectural designs, working and detailed drawings, speci-
fications, estimates of cost, and reports required for specific post-war public
works projects; and
WHEREAS, the CITY OF DES PLAINES, (hereinafter designated as "Local
Agency") desires to apply for an allotment to defray a portion of the cost of
preparing the plans, specifications, and studies for the hereinafter particular
project and there has been prepared and presented to this Governmental Body for
consideration anapplication for such purpose; and
WHEREAS, Local Agency has provided or will make available the balance
of the funds to prepare the completed plans, specifications and studies for the
hereinafter particular project;
NOW THEREFORE BE IT RESOLVED, that Local Agency approve the aforesaid
application and that it be submitted to the Commission requesting an allotment
of Two Thousand ($2,000.00) dollars or for such amount as may be recommended by
the Commission in accordance with the provisions of the Act for the particular
project to be undertaken by Local Agency and herewith designated as additions
to water sys.em.
BE IT'FURTHER RESOLVED, that for the purposes of such application,
G. WALTER PFLUGHAUPT be and hereby is designated as the authorized agent of Lo-
cal Agency and is hereby authorized and directed to sign the above mentioned ap-
plication on behalf of Local Agency and submit the same to -the Commission together
with supporting data and such other information as may be required; and said agent
is further authorized and directed a the representative of Local Agency to con-
clude all arrangements which may be necessary to secure disbursement for the State's
share of the expenditure in preparing said completed plans, specifications, and
studies.
The motion was made by Alderman Harm and seconded by Napieralski to adopt the
proposed resolution. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried and the said. resolution adopted.

covered by the allotment as finally determined by the Commission:

• RESOLUTION FOR STATE -HIGHWAY PERMITt•The Clerk then read a proposed
resolution for Highway Permit to construct approximately 270 feet of six-inch
(6") water main and of(8")eight-inch sewer along Busse Highway from Mason Lane
northwesterly along the north side of said highway and then to cross the high-
way by tunneling.
The motion was then made by Alderman -Halverson and seconded -by Mckay
to adopt the,said resolution. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried an d•the said resolution -adopted.
, ORDINANCE: FIRST READING: The Clerk then read for first reading a
proposed ordinance regarding retainment of E. N. Fletcher as City Engineer sub-
ject to.the conditions of a contract. The Mayor referred the proposed ordinance
to City Engineer Fletcher and the Finance Committee to report next Council meeting.
• ORDINANCE: FIRST READING: The Clerk then read for first reading a pro-
posed ordinance requiring an escrow deposit in a bank for any public improvement.
The Mayor then referred the proposed ordinance to City Attorney for study and re-
quested the Clerk to furnish a copy to all the aldermen.
. RESOLUTION AUTHORIZING THE CITY CLERK TO MAINTAIN A BANK ACCOUNT FOR
SPECIFIED PURPOSES: The Clerk .0.ien read the following proposed resolution:

WHEREAS, the City Clerk, by ordinances of this City is required to accept depodits
for the faithful performance on part of the contract when securing street opening
permits; and
WHEREAS' it has been the policy heretofore to hold said funds deposited in the
office of the City Clerk; and
WHEREAS, it would be most desirable that such funds be deposited in a bank and re-
funds be made by check; now, therefore:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS:
Section 1. That the City Clerk be and he is hereby authorized and directed to open
an account with the First National Bank of Des Plaines under the name and title of
"City of Des Plaines" for the deposit of funds required by the City in the matter
of securing street opening permits.
Section 2. That all rebates and refunds from said fund shall be made upon the
written direction or check signed by the City Clerk, upon compliance of the ordi-
nances as therein set forth.
Section 3. That this resolution shall be in full force and effect forthwith
upon its adoption and approval.
The motion was then made by Alderman McKay and seconded by Halverson to adopt
the proposed resolution. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the said resolution adopted.

roll, after inquiry by Aldermen Scharringhausen and Halverson on two items, with
the following result: Ayes; Aldermen Napieralski, Wolf Kehe, Scharringhausen,
McKay, Harm, Campagna and Halverson. Nays; None. The '4ayor thereupon declared
the motion carried and thesaid resolutionadopted.
Mr. Chas. Hodlmair, representing the Kiwanis Club was granted permission
to address the Council. He told about the plans of the Kiwanis Club to supply a
slide and skating on the river at Ashland Avenue this winter. He asked for ap-
proval from the Council for their plans. The Mayor informed him that as long as
there would be no money to be spent by the City, they certainly would approve
the plans and that if the Public Relations Committee could be of any help to call
upon them.
Alderman Campagna reported about the need of,sidewalks between Lee Street
and the railroad tracks on Algonquin Road. The Mayor referred the matter to City
Attorney Opeka to check on owner of property where sidewalks are needed.

APPROVAL OF MINUTES: Each member of the City Council having been sup-
plied with a copy of the minutes of the regular meeting of November 5, 1945, the
motion was made by Alderman Kehe and seconded by Campagna that the said minutes
be approved. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said minutes approved.

CALL TO ORDER: The meeting was called to order with 'ayor G. Walter
Pflughaupt, presiding, with Aldermen Johnson, Napieralski, Vavrinek, Kehe, °char-

REZONING AT GOLF ROAD AND C. & N. W. R. R, IN MAINE TOWNSHIP: Alderman
McKay reported attending the meeting of County Zoning November 23, regarding the
III land at Golf Road.and the C. & N. W. R. n. in Maine Township from farming to
light manufacturing, and that the owners of property, Frank Renner and Mary
Schneider, were present and that with the permission of the Council they would
present and inform the,Council with and of their plays. The permission was
granted. Mr. F. Renner then presented the plans and questions of Aldermen were
answered by him. Alderman Kehe reported having inspected the property and described
same to Council. Alderman Napieralski and Campagna questioned Mr. Renner about
the water supply and sewer disposal which he explained to their satisfaction.
After all inquiried by the Aldermen had been satisfactorily answered, Alderman
McKay made themotion which was seconded by Campagna that the City Council take
noaction apposing the rezoning to light manufacturing. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.

Dear -Mr. Henrich,
On November 8 you wrote to me concerning the need for two lights to
illuminate the cinder walkway in back of the concrete retaining wall near the
Chicago & Northwestern Cumberland Station, along S.B.I. Route 58, andcgoted a
letter to the City Council written by Alderman S. E. McKay.
I referred this matter to our Maine ''ffice at Springfield and I am in-
formed by them that if it is the desire of the local people tocarry out this im-
provement, the department will require that the work be done by the City atkihor-
ities of Ides Plaines. If your city desires to, proceed with this installation,
a permit issued by the department will be necessary.

The motion was made by Alderman McKay and seconded by Campagna to refer the matter
to the Street Committee. The motion was voted upon by acclamation whereupon
the Mayor -declared the motion carried.
,DEATH OF.EX-ALDERMAN HENRY HEESE: The Clerk reported tis death of Ex -
Alderman Henry Heese (1927-1931). The Mayor instructed the Clerk to writ a
letter of condolence to Mrs. Heesch.
