JEANETTE JENSEN APPOINTED FIRST DEPUTY CITY CLERK: Mayor Pflughaupt, at the request of City Clerk Henrich, appointed Jeanette Jensen, First Deputy City Clerk. The motion was made by Alderman Johnson and seconded by Campagna to confirm the appointment. The.motion was voted upon by acclamation where- upon the Mayor declared the motion carried and the said appointment approved. Alderman Campagna reported about the damage done on Halloween to street lamps and suggested the City spend about $100.00 for parties in schools to keep the children indoors. The Mayor said the City had made no provision for funds forsuchan item but referred it to the Public Relations Committee. APPROVAL OF MINUTES: Each member of the City Council having been supplied with a copy of the minutes of the regular meeting of October 1st, 1945, the motion was made by Alderman Kehe and seconded by. Halversons that the said minutes be approved. The motion was voted upon by acclamation where- upon the Mayor declared the motion carried and the saflminutes approved. MINUTES OF THE REGULAR MEETING OF THE • CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY, NOVEMBER 5, 1945. AT 8:00 P. M. • CALL TO ORDER: The meeting was called to order by Mayot G. W. Pflug- haupt, who presided, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, Schar-ringhausen, McKay and Halverson responding to roll -call. Alderman Campagna was absent the entire meeting. - OFFICERS' REPORTS: The City Clerk then submitted the reports of Treasurer H. J. Ahbe, City Clerk 0. W. J. Henrich, Building Inspector F. Schar- ringhausen, and Electrical Inspector A. Rieck for the month -of October, 1945. The Gity Clerk's report for the first nine months of 1945 was also submitted. - MOMMITTEE REPORTS: Alderman Halverson, Chairman of the Water Commitee, reported the following figures for the consumption of water for the month of October, 1945: Daily High, 967,000 gals.; Daily Low, 820,000 gals.; Average, 874,742 gals., Total for month, 27,197,000 gals. Alderman McKay, Chairman of the Municipal Development Committee, sub- mitted the following report: 417 418 (COMMITTEE REPORTS CONT'D.) Oct. 25, 1945 With reference to the three notices of hearing next attached, - The Municipal Development Committee, represented by Messrs, Kehe, Napieralski and McKay inspected the locations involved on Sunday, October 21st, and at the hearings on October 24th the City of Des Plaines was repre- sented by the Chairman of the Committee, who advised the Zoning Board of Ap- peals as indicated: In the matter of setback variation for property located west side of Plainview north of Touhy. It was indicated in the hearing that if variation was granted the front of the building. involved would still be about 23 feet from the building line. Advised no objection as far as the City of Des Plaines is concerned. In the utter of rezoning N.E. corner of Plainview and Touhy from F - area to B - 1. It developed that the present owner would like to be in position to operate a delicatessen, sell bread, milk, etc. There were several objections to the propo4tion, which in my judg- ment were more than offset by those who favored same. Advised the Board that the store would serve a useful purpose in the neighbor- hood, and no objection as far as Des Plaines concerned. In the matter of rezoning the S.E. corner of B&hard Road and Cumberland Avenue from F - farming area to B - 1 Business area. Mr. Lawrence, representing the Trust Company interested, presented his ease, and was the only person who spoke for the proposal. I brought out the point that the request was for four lots, 100 foot frontage and stated that while Des Plaines had no objection to the change I did want to register the doubt that it would be advis- able to rezone as muck as 100 feet. Mr. Lawrence responded that it would be quite satisfactory if it was decided to rezone only the two corner lots, or 50 feet. Move that the foregoing report be concurred in. This petition had been presented to United Motor Coach Co. riecting to the proposed change in bus route. The United Motor Coach Co. had informed Alderman Halverson that if the people so desired, they would continue timepresent route when they receive permission to extend the route further south. OPERA: The Clerk then read the following: November 5, 1945 Mayor and City Council Des Plaines, Illinois Gentlemen: I submit herewith my report of the 32nd Annual Municipal League Convention held at Springfield on October 23rd, 24th and 25th. The opening session deal priimarily with addresses of welcome and then a thorough discussion on Post War plans, discussed by various State representa- tives, and urging municipalities to make application for grants to cover one- half ,of the cost of making plans and specifications. A report was made on the question of utility franchises, with the resultant conclusion that if too much. is asked by way of monetary return for the use of public property, that it eventually is added on to the bills o,f the consumers. The consideration for franchises appears very similar through most of the communities in the State. The subject was left open for further consideration. The second session was devoted to the new tax laws enacted at the close of the last General Assembly. It would appear that more confusions exists after the Passage of the bills than did before. It seems evident that the system of as- sessing will not change, but the State Tax Commission will strike an average of value for the State an& then ask the taxing bodies to add to or take away from the amount assessed in that particular County. Counties which assessed a 50% or more of the actual value may suffer until such time as a referendum is to be had, whereas counties with lower rations will gain. The equalization factor for the 1945 levy will be based on the valuation of the assessor times the 1942 factor, which in Cook County was about 27% instead of 37% times, (for corporate fund) .66 2/3 per $100.00 of assessed valuation. It is the in- tent of the law that revenues comparable to 1942 lievies be obtained, making AN ALLowance of additional. The results are anyone's guess. The legal section discussed the foregoing and othermatters. It was agreed that the tax situation in Illinois is more confusing now than it ever has been. It was the hope that the 5 year transition period will make it possible to cor- rect any errors that may have occurred in the passage of these tax measures. Respectfully submitted, (signed) Frank M. DEM OF LIBRARIAN MRS. HARRIET COOK: Mayor Pflughaupt reported the death of Mrs. Harriet Cook, who for many years had been librarian. The Mayor instructed the City Clerk to write a letter of condolence to the family. PHILLIP PAULSON APPOINTMENT AS MEMBER OF LIBRARY BOARD: Mayor Pflug- haupt then made the appointment of Phillip Paulson as members of the L brary Board to complete the unexpired term of A. R. McAlpin. The Council confirmed the appointment on motion by Alderman Napieralski and seconded by Johnson. PASS TAXICAB ORDINANCE: The Clerk then read for first reading the following proposed ordinance: AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 17 OF THE REVISED O.'DINANCES OF THE CITY OF DES PLAINES 1928 BY ADDING THERETO SECTIONS 608.1 to 608.4 The motion was then made by Alderman Johnson and seconded by Scharringhausento suspend the rules and pass to proposed ordinance. The Mayorput the question and the Clerk called the roll with the following result: Ayes; Johnson, Napi- ieralski, Vavrinek, Wolf, Iehe, Scharringhausen, McKay, Harm and Halverson. Nays; none. Whereupon the mayor declared the rules suspended and the proposed ordinance before the Council for final passage. The motion was then made by 41derman Johnson and seconded by Schar- ringhausen to finally pass the proposed ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, Scharringhausen, McKay, Harm and Halverson. Nays; none. Alderman Napieralski reported the need of a street light on Jef- ferson Street between Lee and Pearson Streets. The Mayor referred the matter to Streets Committee. Alderman Napieralski also brought up the matter of skating pounds. Alderman McKay reported the need of a street light at Golf -Wolf Roads section. The Mayor instructed the Clerk to communicate with State Highway De- partment regarding same.
