09/04/1945MINUTES OF .THE REGULAR warm 0P THE CITY COUNCIL OP THE CITY 0P DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, TU SDAY, SEPTEW BER 4. 1945. AT 8:00 E. M. 403 CALL TO ORDER: The meeting was called to order by Mayor G. W. Pflughaupt, presiding, with Alderman Napieralski, Johnson, Vavrinek, Scharringhausen, McKay, Harm, Campagna, and Halverson responding to roll -call. REPORTS OF OFFICERS:: The Clerk then submitted the reports for August, 1945, of City Clerk Otto W. J. Henrich, Building Inspector F. F. Scharringhausen, Electrical Inspector A. Rieck, and the report for July, 1945, of City Treasurer Harold J. Ahbe. The Mayor ordered the reports placed on file. COMMITTEE REPORTS: The Municipal Development Committee, through its Chairman, made the following report: To the Mayor and City Council: At the Council meeting of August 20th, your committee reported on the "Dexter Acres" subdivision project, based on plat which had been sub- mitted to us, and we recommended that objection be filed because of the indi- cation on the said plat as to source of water supply and method of sewage dis- posal, and our understanding from representatives of the subdivision that septic tank systems were planned. Later in this same meeting of August 20, a revised plat was submitted to the Council bearing approval of the City Plan- ning Commission, and which revised plat was then referred to the Municipal De- velopment Committee for attention and later report. Two or three days subsequent to this Council meeting of August 20, the revised plat was removed from the custody of the City Clerk by a repre- sentative of Dexter Acres and was thereby made unavailable to the Municipal De- velopment dommittee. Your Committee was in meeting the evening of August 31, all mem- bers present, and this matter was discussed. We decided to seekcertain information in connection with this subdivision which will aid us in making recommendation on the revised plat if and when same is made available to your Committee. S. E. McKay, Chairman Municipal Development Committee The motion was made by Alderman McKay and seconded by Napieralski to concur in the report. The motion was voted upon by acclamation whereupon the Mayor de- clared the motion carried. Alderman McKay reported having written the letter to the Zoning Board of Appeals of Cook County regarding Town Development Co. Subdivision between Touhy and Devon Avenues. _ Alderman Wolf made his appearance at this time. Alderman Napieralaki, Chairman of Public Relations Committee, reported having written, a letter to United Motor Coach Company regarding extension of bus service. Alderman Napieralski reported having written to Home Towners, Inc., regarding location for light. industrial district. He was granted permission by the Mayor to have the Public Relations Committee meet with the Home Towners, Inc., Committee. HOME TOWHEES. INC.: The Clerk then read the following letter: September 3, 1945 Mr. Otto W. J. Henrich, City Clerk Des Plaines, Illinois Dear Sir: I am most gratified and happy to learn of the generous response of his Honor, Mayor Pflughaupt and the City Council, to our humble request of August 17, as conveyed in your letter dated August 22. Will you please convey to these dis- tinguished gentlemen the deep appreciation of Home Towners Inc., as well as my sincere personal gratitude. The hearty response of our City Fathers, together with that of the Northwest Industrial Development Council, the Business Men's Association, and Our Civic Groups, amply demonstrates that we have here in Des Plainest four important groups affecting our welfare and economy, that have the will to work together to create wise and judicious plans today, upon which to commence the building of that Greater Des Plaines of tomorrow. With this knowledge, need we face the future with fear and trembling? Nay, rather let us resolve to bind these units together forthwith, that we may capitalise to the full the tremendous fund of energy and wisdom that is hereby tendered us. C. & N. W. R. -R. CO: OWING TRACKS: The -C lerk then read the followings August 27, 1945 Mr: Otto W. J. Henrich, City Clerk Des Plaines, Illinois Dear Sir: Repl1iying to your letter of August 22 in connection with oiling of tracks through the City of Des Plaines. Our Engineering Department advises that the oil for this purpose has not yet been released, and we have no program for oiling the station grounds for the reason that it has been impossible to get any information with reference to the release of the oil. Honorable Mayor and City Council Des Plaines, Illinois Gentlemen: For the past two years I have worked for the City of Des Plaines, the last year in the opacity of Deputy City Clerk. At this time I must regign my position as Deputy City Clerk to takeup my duties as housewife. I regret very much having to leave, inasmuch as it has been a pleasure to wcjrk for one as conscientious and cooperative as Mr. Henrich. In closing, I would like to say that if at any time I can be of assistance in the City Clerk's office, do not hesitate to call upon me. Sincerely, Pat Edgren 'The Mayor ordered it placed on file. APPLICATION OF EAGLE BUS. INC.: The Clerk read the notice of ap- plication for a certificate of Public Convenience and Necessity to operate as a motor carrier for the transportation of persons from the City of Chicago to various race tracks. The motion was made by Ilderman Campagna and seconded by Johnson that City Attorny F. Opeka represent the City of Des Plaines and file a protest against the use -of the City streets. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. VOUNT PROSPECT PLANNING COMM.: The Clerk reported that. the'Des Plaines Plan Commission received a letter from the Mount prospect Plan Commission re- garding the fixing of a dividing line between the two communities for Cook County Zoning plats. The Des laines Commission approved the area and advised the Mount Prospect Commission that they had referred the matter to the Des Plaines City Council for their approval. The Mayor referred the matter to the Municipal Development Committee. DIVISION OF HIGHWAYS AGREEMENT: The Clerk presented the agreement for maintenance of City Streets (U. S. 14 and S. B. I 62) with the Department of Public Works and Building Division of Highways, Sate of Illinois, for the year ending'June 30, 1946. 'he motion was made by Alderman Johnson and seconded by Scharringhausen to authorize the Mayor and City Clerk to execute the agreement. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Alderman 'rapieralski suggested studying the Official Pian of Des Plaines on new subdivisions,about making some changes in the Official Plan. The motion, was then made by Alderman Napieralski and seconded by McKay to. refer the matter to the Municipal Degelopment and Finance Committees. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. (MINtn s CONT I D-.) APPROVAL OF MINUTES: Each member of the Council having been sup- plied with a copy of the minutes of the regular meeting of August 20, 1945, the motion was made .by Alderman Johnson and seconded by Halverson that the said minutes be approved. Tie motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved. ADJOURNMENT: The motion was made by Alderman Vavrinek and seconded by Scharringhausen to adjourn. CALL TO ORDER: The meeting was called to order by Mayor G. W. Pflughaupt, presiding, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, Scharringhausen, McKay, Harm, Campagna and Halverson responding to roll -call. STANLEY REDMAR was .given permission to talk regarding a light in- dustrial zone. REPORTS OF OFFICERS: The Clerk then submitted the report of City Treasurer H. J..Ahbe for the month of August, 1945. COMMITTEE REPORTS: The Public Relations Committee through its Chair- man,Alderman Napieralskilreported on the Home 'bwners, Inc. Fair being a success, and commented on the fine display in the City booth. The motion was then made by Alderman Napieralski.and seconded by Halverson that a letter be writ- ten by 'Mayor Pflughaupt to Home Towners, Inc. commenting on the Fair. ZONING BOARD OF APPEALS RECO6MENDATION: The Clerk then read the following redommendation: At the request of Mr. Paul F. M. Amling, your Zoning Board of Appeals, sitting as a Commission, held a public hearing September 10, 1945, in the Council Chambers of the Municipal Building on the following described property: That part,of the South One -Third of the Northwest quarter of the Southeast quarter, Section 20, Township 41 North, Range 12, East of the 3rd P.M., lying West of the Wisconsin Central Railroad, Cook County, Illinois, in accordance with the motion passed by the City Council referring this proposed amendment to this Commission. The primary reason for this hearing was due to the fact that there was an error in the legal description of this property as originally published and the Zoning Board recommendation under date of November 6, 1944. The above description is correct legally. The Zoning Board of Appeals sitting as a Commiss ion requests that their original recommendation under date of November 6, 1944, be followed in changing the classification of the above described property from the classification of Commerical District to the classification as a light industrial district.
