MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS HELD IN THE
COUNCIL CHAMFERS MONDAY EVENING,
AUGUST 20, 1945.
CALL TO ORDER: The teeting was called to order by Mayor G. W.
Pflughaupt, presiding with Aldermen Napieralski, Vavrinek, Wolf,
Kehe, Scharringhausen, Mc Yr, Harm, Campaga , and iilaverson responding
to roll call. ("lderman Johnson was absent during the entire meeting.)
E% - MAYOR WM WICKE Ex -mayor Wm. Wicke was then introduced by
Mayor Pflughaupt. Mr. Wicke'spoke regarding the purchase of land &
erecting a building for the men and women who are returting home from
war service. He thought this could be done by special assessment.
.The mayor referred this item to the Public Relation Committee and City
Attorney Frank M. Opeka.
ZONING - GENEI1L MOLDED PROIIUCTS CO. The Clerk then read the
following letter:

Gentlemen:
Sometime ago the Zoning Brd. of Appeals, after publiscation
and public hearing make a recommendation that the following described
real estate be reclassified from Commercial to Light Industrial Dist;
The South one-third of that part of the Northwest
quarter of the Southeast quarter, Section 20, Town-
ship 41 North, Range 12, East of 3rd P. M., lying west of
the Wisconsin Central RR. Cook County, Illinois,
which said hearing was had upon the application of Mr. N. Anderson
of the General Molded Products Co. This recommendation was
referred to the Municiapl Development ('ommittee for recommendation.
Since that time, it has been brought to the attention of the under
signed and the committee that the legal description as submitter -
was wrong and had been wrong for many years. The correct descript-
idn is as follows.
That part of the South one-third of the Northwest
quarter of the Southeast Wuatter Section 20, Town-
ship 41 N. Range 12, East of the 3rd P. M. lying
West of the Wisconsin Central RR, Cook County,
To correct tiis error, it shall be necessary to hold another
hearing after publication of notice showing the corrrect legal
description. Accordingly, it is suggested that the City Council
by motion duly passed, re-refer this matter to the Zoning Brd. of
Appleas sitting as a commission, to enable the Brd. to publich
a new, and hold another meeting and make their recommendation
to this "o ncil.

voted upon by acclamation whereupan the Mayor dec]ared the motion

KLEIN PROPERTY - COUNTY ZONING: Alderman Mc Kay, chairman
Municipal Develepemtn committee then read the following report:
REPORT
We have been informed that the City of Park Ridge has elected to stand
on its' original obje tion regarding the Twon Develop ent Co. sub-
div5_sion south of Tough, Ave. This is known as the°Line property.
The Municiapl Development Committee, and the Des Plaines Zoning Brd.

worked out a 100 % better plan origna1iy contemplated for the
area, and were pleased to find that subdivider was so cooperative,
in spite of the fact that his costs very substantially increased.
We feel that the City :f Park Ridge did not go into this matter very
thoroughly. It is obivious that they chose the less desirable alter-
native and are actually working against their own interest in submitting
an objection to the County Zoning Brd. Pa k Ridge is separated from the
tract in question by several natural barriers, including a large tract of
forest preserve, and the Des PlainesRiver. Des Plaines, on the other
hand, is• adjacent to the "ract in question and what goes on there is
more our business than that of Park Ridge,.
It appears that the "ounty Zoning Brd. favors the Des Plaines recommena-
tion, but in order to prevent the possibility of nullifying our good
work, the Municipal Development Committee, asks authorization to
communicate with the County Zoning Brd. or the Brd. of Oommissioners, to
reaffirm our stand in spite of Park Ridge objection.

to the Dexcor Acres Subdivisio4 plat of which indicates
would be located immediately adjacent to the city limits
along Lee Street just west of Everett, and directly east
and comprised of lots a -proximately half acre in area.

It is noted that project provides for septic tank system
for sewage dis:osal and wells for drinking water and other needs, for
each individual lot.
This location is well withing the sphere of influence of the City
of Des Plaines and in direct line with its future development, and your y
Committee feels a responsibility in connection with the helath Hazard tha
would be presented, not lnly involving the people who might come to linve'in
such a subdivision but also to those who already live in the "ity of Des
Plaines, through school and other contacts.
Your committee is opposed to the project as presented to us be-
cause of the•inclusion of BOTh the septic tank systems and wells to
provide water for drinking proposes, etc., on the same lots. We would
be musch less opposed to the project if it provided for sewer connection;
although we feel it would be rather risky to depend on wells,as a source of
water supply.
It is our recommendation that the City Attorney be instructed to
file immediately with the proper body objection the part of the
City of Des Plaines o proposed DexterAcres subd.vision because of
helth hazard involved if BOTH septic tanks and wells for drinking and
other household purposes are installed in the same indiVic?ual lots.

The motion was made by Alderman Kehe and seconded by Campagna to adopt
the said proposed resolution. The Mayor put the question and the
clerk called the roll with the following results; Ayes; Napieralski,
Vavrinek, Wolf, Kehe, Scharringhausen, McKay, Harm Campagna and Halverson
Nays: none The Mayor thereupon declared the motion carried and
the said resolution adonted.
DEXTER ACRES PLAT: The, clerk presented the plat of Dexter
Acres which had been approved by theDes Plaines Plan 'omission.
The motion was mde by alderma,n Kehe and seconded by Halverson to refer
the plat to theMunicipal Development Committee to report back at the
next council meeting. The motion was voted upon by Acclamation where,
upon the the Mayor declared the motion carried.
RESOLUTION REQUESTING FEDERAL BID IN PREPARATION Bil OF
PLANS FOR THE POST WAR WORK: The 'lerj* then read the following resolution
entitled:

to adopt the said proposed resolution. The motion was voted upon

You are no doubt already aware of the fact that your Home
Towners Inc., is laying plans fora great home Town Fair to be
held dt Rand Park Field House, September 16th and 16th, 1945.
The purpose of this Fair is to bring together in an ekhibit, all of
the activities and interest of our community, to show the great
potentials we have, and the op,ourtunities for community advancement
that can berealized by working together to get things done.
The attached outline will show something of the scope of
the project.
Thirty organizations of our city, including the usiness Men's
Assn., the Northwest Industrial "ounciland our civic organizations have
already signified that they will not only exhibit, but will also take
and active part in the entire program.
You will riot that one of the features of the program attending
the opening of the Fair, included a Parade of rather large proportions.
It is proposed to organise this Parade on north Laurel Ave., north of
Bus terminal garc_ge. This organising will commence at 1:00 P. M.
Saturday September 15, 1945. The Parade will start to mover at about
2;00 P. M. and proceed along Miner St. to Rand 'Pk.
We respectfully seek your permssion to stage this Parade, and
further request tha you grant us such Police escort as you deem expedient.

May we also suggest that in view of the all Des Plaines aspect
of this Fair, embracing as it does, all of the mOjor interest of our
great city, you might want to Nave a part in snaking it thesucess we
are striving to attain. Gentlemen, you can contribute immeasurably
tot eh ultimate success of this Fair by offically appointing Sautrady
September 16, 1945 as All Des Plaines Day. A day of thanksgiving to
Almighty God for the blessings thatare ours, and a day of uniting
atter theS comer vacation season, to work toget er toward the building
of an ever greater Des Planes.
Finally, gray we extend a most cordial invitation to all
of y6Q, to be present at the official opening of the Home Town Fair,
at Rand Park Field House, Saturday afternoon September 15, c 4:00 P. M.
Gentlemen, the cessation of hostilities brings us face to face
with stern e9conomic realities affecting our entire community. Each
community that strives to sdove its own problems, contributes its
share, however samll, td the general welfere of the nation. No
problem is insurmountable if enough people are untied to work out
1st solution.

uniting of al our forces, to work together for the establishment and
maintainance of ecconomic keynote of the HomeTown Fair.

to grant permission for the parade, grant police escort as needed
also the Mayor proclaim Sept. 1,i, 1945 as Des Plained Day and to refer '
the matter of participation at the Fair to the Public Relation Comm.

Gentlemen:
On segeral occasions in the past several weeks we, oT Riverview,
have had the inconvenience of not being able to use the water from
our faucets for human consumption. This inconvenience was due to
our not being notified when the water department of this cit; was
either tapping or adding on to the water maind in this community'.
We would appreciate any effimt you might put forth in notifying the
residents of this community when such an event is to take place.
By having a notification of this kind, we would be able to draw
enough water, in advance, f'or our family needs to carry us over a
specified length of time.

Gentlemen:
At the inception of 0. C. D., we were confronted with the probb m of
arranging for division headquaters. A central location was not only
desirable, but •.-ery essential. You former mayor, Mr. Charles H. Garland
and then acting Cit Countil invited us to use space in your

Municipal Bldg. in the City of Des Plaines. We were not only extneded
the privilege of using the space, but received full cooperation from
all of the officials and the employees of the city'of Des Plaines,
During the past year our 19th Division staff continued to function,
but meetings were only held on rare ocassions and then only *hen
absolutely necessary. In line with recent directives, theoffice is being
closed and allunits in the 10th Division ha\Ee been so informed.
We of the 10th division, aid I am sure that I can include the officals
of all unties in the 10th division, want to express to your our
ap'reciation for you valuavle assistance that has mant so much in
working out themany problems that confronted us. In my work at Des Plaines,
I always had the feeling of being with friends, and others in the
10th division have voiced similar expressions. We wilmusss the
frequetnt contatr with our frind at Plaines

C. & N. W. R. RY CROSSINGS: The Mayor was made by Alderman
Napieralski and seconded by Campagna that the matter of repairing the
C. N. W. RR Crossings which was delayed do to the war be refered
to the Municiapl Developemta Comm. and tie Public Protection Comm.
The motion was voted upon by acclamation whereupon themayor declared the
maxim= motion carried.

Alderman Mckay suggested a stop sign be placed on Golf Rd. West
of Wold R. The mayor ordered the ma -.ter refered to the Traffic omm.
APPROVAL OF I'INUTES: Each member of the council having been
supplied with a copy of the minutes of the regualar meeting of theaugust
3, 1945. tine motion was made by Alderman Mc Kay and seconded by
Charringhausen that the said minutes he approved. Themot on was voted
upon by acclamation whereupon the mayor declared the motion carried
and said minutes approved.
ADJOURNMOT : The motion was made by Alderman Vaurinek
and seconded by Campagna to adjourn. The motion was voted upon by
acclamation whereupon the mayor declared the motion carried and the
meeting regularly adjourned.
