MINUTES OF THE REGULAR MEETING OF
.THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, MONDAY, JUNE 18,
1945, AT 8:00 P. M.
CAL TO ORDER: The meeting was called to order by 'ayor Pflughaupt,
presiding, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, S charringhausen,
McKay, Harm, (hmpagna., and Halverson responding to roll -call.
PRINCE CASTLE BUILDING: The Clerk read the following letter:

bear Mr. Scharringhausen:
In reference to your letter of May 24th, concerning complaint on our
building on Lee Street, we wish to advise as follows:
The writer personally made an inspection of this building and finds
that at some time a small amount of mortar has fallen from between adjacent stone
sections in two places. These places are on one side of each door.
Your surmise that no danger exists is correct, inasmuch as the matar
_is not used as a binding agent, but rather as a matter of covering up an`unsightly
joint.
A cross section free hand sketch of our construction is attached.
Our building sections are composed of channel sections with inwardly turned flanges
at the open face of each channel. The store facing consists of a concrete slab with
stone inlaid, and with a groove formed on each side to serve as anchor and guide
for the block which is slipped into the sections from the top. These keys are very
substantial and we have had no occurance of any breakage. Mortar is used to fill
between vertical and horizontal joints only as a decoration and weather protection
device. Many of our stores have only caulking compound between these joints.
We have instructed our maintenance department to tuck point the of..
fending places and regret very much that such a fuss seemed to have been caused by
a condition that is indeed negligible. We refer to the newspaper article concerning
this.

COMMITTEE REPORTS:: The Public Protection Committee through its chair-
man, Alderman Johnson, recommended the approval of the Illinois Municipal League
Resolution regarding the.2% Fire Department Tax collections. Alderman Johnson then
made the motion and it was seconded by Napieralski to approve the said proposed
resolution. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said resolution adopted.
Alderman Campagna, Chairman of Streets and Sanitation,Comrnittee, re-
ported on the improvement of Laurel Avenue north of Harding. After considerable
discussion, Alderman Campagna made the motion and seconded by Kehe to refer the
matter back to the Streets Committee for further study. The motion was toted
upon by acclamation whereupon the Mayor declared the motion carried so referred.
After further discussion, a report by City Engineer Fletcher and an opinion by
City Attorney Opeka, the motion was made by Alderman Campagna and seconded by
Halverson to turn down the improvement'of City section of Laurel Avenue. The
Mayor put the question and Alderman Johnson asked for a roll call on the vote.
The Mayor instructed the Clerk to call the roil with the following result: Ayes;
Aldermen Johnson, Vavrinek, Wolf, Scharringhausen, Harm, Campagna, and Halverson.
Nays; alderman Napieralski, Kehe, and McKay. The Mayor declared the motion carried.
Alderman Halverson, Chairman of the Water Committee, reported the
death of A. B. Cater of Cater Company who was installing the booster pump at the
Softening Plant and said there may be some delay in the installation of the pump.
The Water Committee, through its Chairman Alderman Halverson, recom-
mended the approval of. the. $11035.00 Joe Divito item which had been referred to
that committee. The motion was then made by Alderman Halverson and seconded by Kehe
to concur in the recommendation. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.

The motion w as then made by Alderman Kehe and seconded by Vavrinek to
adopt the said resolution. The Mayor put the question and the Clerk called the roll
with the following result: Ayes; Aldermen Johnson, Napieralski, Vavrinek, Wolf,
Kehe, Scharringhausen, McKay, Harm, Campagna, and Halverson. Nays; none. The Mayor
thereupon declared the motion carried and the said resolution adopted.
The Clerk then read the following letter:

CHICAGO "HAVE A HEART" DAY: The Clerk then reported a request from
Mrs. J. B. McKeane of 1026 South Knight avenue, Park Ridge, Illinois, requesting
the Chicago #Have a Heart" Tag Day on September 10, 1945. The motion was made
by Alderman Campagna and seconded by McKay to grant the request. The motion was
voted upon by acclamation whereupon the Mayor declared the motion carried.
ZONING BOARD OF APPEALS OF COOK COUNTY: The Clerk then reported a
meeting of the County Zoning Board of Appeals in the City "all, June 28, 194$, at
8:30 P. M., regarding the Devon and Higginds Road Subdivisions. The motion
was made by `ylderman Napieralski and seconded by Kehe that the -Municipal Develop-
ment Committee be instructed to attend this meeting. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
SOUTH GOLF RUL DE SAC IMPROVEMENT: The Clerk then read the following:

Gentlemen:
Attached please find one blue print of the proposed improvement of
South Golf Cul de Sac.

The plan for this improvement provides for Concrete Sidewaik,Increte
Curb and Gutter, an eight inch water bound macadam base surfaced with a Subclass
A-1 asphalt surfacing.
The width of the roadway will be 26 feet back to back of curb.
All the above is in accordance with the Ordinance governing subdivision
improvements in the City of Des Plaines and I herewith request your concurrence in
the approval of the attached plans.

to the Streets Committee and the City'Engineer. The motion was voted upon by
acclamatidn whereupon the Mayor declared the motion carried and so referred.
• The Clerk reported a meeting of City Zoning Board of Appeals, June
29, 1945, at E:00 P. M. regarding Doall property:
' APPROVAL OF MINUTES: Each member of the ‘'ouncil havinbbeen supplied
with a copy of the minutes of the regular meeting of June 4, 1945, and the adjourned
regular meeting June 11, 1945, the motion was made by Alderman Johnson and seconded
by Halverson that the said minutes b gapproved. The motion was voted upon by ac-
clamation whereupon the Mayor declared the motion carried.
ADJOURNMENT:' The motion was made by Alderman Vavrinek and seconded
by Halverson to adjourn. The motion Was voted upon by acclamation whereupon the
Mayor declared the motion carried and' the meeting regularly adjourned.

CALL TO ORDER: The meeting was called to order by Mayor Pflughaupt,
who presided, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe,.Schar-
ringhausen, McKay, Harm, Campagna, and Halverson responding to roll -call.
REPORTS OF OFFICERS: The Clerk then read the reports of June, 1945,
of the following: Building Inspector F. F. Scharringhausen, and Electrical In-
spector A. Rieck. The Mayor ordered said reports placed on file.
• COMMITTEE RZPORTS: The Street Committee, through its Chairman
Alderman Campagna, recommended the approval of the plans of improvement of South
Golf Cul de Sac. The motion was then made by Alderman Campagna and seconded by
Johnson to concur in the recommendation. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried. Alderman Campagna also reported
that Laurel Avenue north of Harding was to be improved by the Doall Company with
the aid of the owner of land on the City section.
The Municipal Development Committee, through its Chairman Alderman
McKay, reported the following on the hearing by the County Zoning Board of .Appeals
in the petitions of Town Development Co., June 28, 1945:
The Municipal Development Committee attended the above hearing
in the Council Chambers, the entire Committee being present. The hearing
was fairly well -attended including a group representing Park Ridge headed
by their City Attorney. This group seemed very much interested in the pro-
ceedings, but were not prepared to definitely state their views, and were
granted ten days in which to register protest or approval.
Representing the City of Des Plaines, the Municipal Development
Committee recommended to the County Zoning Board that favorable action be
taken in connection with the present petitions of the Town Development
Company, and copy of recommendation as filed with the Board as part of its
record of the hearing, is attached hereto, with other papers bearing on this
case; also attached are blue prints filed by the petitioner as exhibits in the
hearing.
Recommend this report and the action of the Municipal Development
Committee as set forth above be formally approved.
