06/02/194538Q (MINUTES CONTINUiD) Alderman Kehe reported about an old passenger car on the C. & N. W. R. R. at Miner and Laurel, which has been at that place .for several months. The Mayor instructed the Clerk to write the Railroad Co. to have it removed. The motion was made by Alderman Napieralski and seanded by Halverson that there being some unsightly buildings and structures which are eye -sores in the City, recommend that this be referred to the Municipal Development Committee. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. APPROVAL OF MINUTES: Each member of the Council having been supplied with a copy of the minutes of the regular meeting of. May 7, 1945, the motion was made by Alderman Johnson and seconded by Seharringhausen the the said minutes be approved. The motion was voted upon by acclamation whereupon the Mayor de- clared the motion carried. ADJOURNMENT: The motion was made by Alderman "arm and seconded by Napieralski to adjourn. CALL TO ORDER: The meeting was called to order by Mayor Pflughaupt, presiding, with Aldermen Johnson, Napieralski, Vavrinek, Kehe, Scharringhausen, McKay, Harm, Campagna, and Halverson responding to roll call. Alderman Wolf was absent during the entire meeting. REPORTS OF OFFICES: The Clerk then read the reports of May, 1945, of the followings City Clerk Otto W. J. Henrich, Building Inspector Frank F. Scharringhausen, and Electrical Inspector Arthur Rieck. The Mayor ordered the said reports placed on•file. MOUNT PROSPECT GARBAGE CONTRACT: City Attorney Opeke reported that the garbage contract with Mount Prospect does not expire until September 30, 1945 and that no new contract will be executed until the current one expires. RESOLUTION AUTHORIZING COURT ACTION IN CHANCERY TO ABATE CERTAIN NUISANCES: The Clerk then read the following resolution: RESOLUTION AUTHORIZING COURT ACTION IN CHANCERY TO ABATE CERTAIN NUISANCES. *HEREAS, it has been brought to the attention of the dity Council that certain nuisances exist in the City of Des Planes, which are detrimental to the public health, welfare and safety, and WHEREAS, it is desirable and necessary in the public interest that these nuisances be abated, now, therefore: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS: Section 1. That the City A+torney be and he is hereby directed and authorized to proceed to abate certain nuisances by filing Complaints in Chancery in either the Circuit or Superior Court of Cook(bunty, and to do all the things necessary to remedy the following nuisances : (1) The dilapidated and dangerous building known as the Hunt property, located,on Prospect Avenue. (2) The unsanitary and infested premises known as the Mihalo property, located on White Street. (3) The dilapidated and dangerous building formerly used as a filling station, located.at River Road and Riverfiew Avenue, and owned by Max Bensettler. Section 2. That this resolution shall be in fullforce and effect from`and aafter its passage and approval. 1 ('RESOLUTION CONT'D.) The motion was then made by Alderman Kehe acid seconded by Halverson to adopt this proposed resolution. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said resolution adopted. COMMITTEE REPORTS: The Public protection Committee, through its Chairman Alderman Johnson, reported the need of a dog catcher. Ile said they had been unable to obtain a dog catcher and that if any of the aldermen knew of any person who would take over the job to inform his committee. Alderman Campagna, Chairman 1f the Streets Committee, reported in- vestiga• ting the Weller Creek Bridge. Superintendent of Streets S. S. Atkina, at the raquest of Alderman Campagna, reported that he had erectedawooden barricade at the bridge on Washington Street and as soon as possible, he would erect a more suitable guard-rail for protection. Alderman Halverson, Chairman of the Water Committee, reported having a verba• l offer for the motor at the Softening Plant. The motion was then made by Alderman Halverson and seconded by Johnson that the Water Committee be given power to act regarding the sale of the motor and tm other equipment at the Softening Plant. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Alderman Napieralski, Chairman of the Public Relations Committee, pre- sen• ted two samples of name plates regarding the honor roll. He also reported that the Doall Company was going to improve half of the street on Laurel Avenue, north of Harding, and suggested the City improve the other -half of the street. Alder- man Napieralski then made the motion and it was seconded by McKay that the improve. went of half of Laurel Avenue be referred to the Committee on Streets and the City_Engineer for immediatei condideration. The motion was voted upon by accla- mation whereupon the Mayor declared the motion carried. The Clerk then read the following resolution entitled: RESOLUTION AUTHORIZING THE ILLINOIS MUNICIPAL LEAGUE TO ACT AS A CLEARING HOUSE IN THE COLLECTION AND DISTRIBUTION OF THE 2% FIRE DEPARTMENT TAX DUE MUNICIPALITIES AND IN THE RECORDING OF PERMANENT INFORMATION AS TO SUCH COLLECTIONS. The motion was then made by Alderman Johnson and seconded by Campagna to refer the resolution to the Public Protection C ommittee.f The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. a proposed PASS 145 TAX LEVY ORDINANCE: The Clerk then read for ordinance entitled: AN ORDINANCE PROVIDING FOR THE LEVYING OF AN ASSESSMENT OF TAXES FOR THE FISCAL YEAR OF THE CITY OF DES PLAINES, COOK COUNTY,. ILLINOIS, COMMENCING JANUARY 1, 1945, AND 1NDING DECEMBER 31, 1945. The motion was made by Alderman Kehe and seconded by Napieralski to suspend the rules and place the proposed ordinance upon its final passage. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Johnson, "apieralski, Vavrinek, Kehe, Scharringhausen, McKay, Harm, Campagna, and Halverson. Nays; none. The Mayor declared the motion carried and the rules sus- pended and the said proposed ordinance before the Q uracil for final passage. The motion was then made by Alderman Kehe and seconded by Campagna to finally pass the said proposed ordinance. Nays; none. The Mayor declared the motion carried and the said ordinance passed.
