OFFICER REPORTS: The City Clerk presented the report of City Treasurer, Harold J. Ahbe, for March, 1945. COMMITTEE REPORTS: The Water Committee, through its Chairman Al- derman Lemke, reported having conferred with Dr. Max Sutter on "Des Plaines -Water Needs and Possibilities". Alderman Lemke also presented the following: April 5, 1945 Mr. J. W. Lemke City Commissioner Des Plaines, Illinois Dear Mr. Lemke: We are enclosing a memorandum on "Geology of Ground Water Possibilities at Des Plaines, Cook County" prepared by Mr. Robert Storm of the State Geological Sur- vey. We are also enclosing an additional report by Dr. Max Suter on "Des Plaines Water Needs and Possibilities" and a memorandum on "Water Quality in the Vicinity of Des Plaines" by Dr. T. E. Larson, both of the State Water Survey. (STATE WATER SURVEY LETTER CONT'D.) With full realization of the urgent need for an additional source of water and .in view of the complexity of the local problem and the difficulty of estimating the goat of such an improvement, we have suggested a meeting of the City Council with the agencies which are prepared to help you. The Sanitation Committee, through its Chairman Alderman Campagna, pre- sented a license issued by the Forests Preserve in regard the "Borro Pit" for dumping ashes and trash. The motion was then made by 41derman Campagna and seconded by Lemke to authorize the Mayor pro tem and City Clerk to accept and attest the license. The motion was voted upon by acclamation whereupon the -Chair declared the motion carried. The motion was then made by Alderman Napieralski and seconded by Campagna that the City Clerk be instructed to write letters of thanks to President C. Smith, and Commissioners Bussee, Erickson, and Bobritzke of the Cook,County Board for their help in procuring this license. The motion was voted upon by acclamation whereupon the Mayor pro tem declared the motion n,Z carried and Clerk so instructed. PARK RIDGE GARBAGE CONTRACT: The motion was made by Alderman Campaga and seconded by Napieralski that the City Attorney draw up a garbage contract agreement with the City of Park Ridge, the rate to be $3.00 per ton beginning May 1, 1945. The motion was voted upon by acclamation whereupon the Chair declared the motion carried and the Attorney so instructed. The motion was then made by Aderman Campagna and seconded by McKay that the Mayor pro tem and City Clerk be authorized to sign said garbage contract. The motion was voted upon by acclamation whereupon the Chair declared the motion carried. AUSTIN -WESTERN PATROL SWEEPER: The Streets and Sanitation Committee through its Chairman, Aderman Campagna, reported that they recommended the purchase of the Austin -Western Patrol Sweeper. The motion was then made by Alderman Campagna and seconded by Scharringhausen to purchase from the C. C. Fuller Co. the Austin -Western Patrol Sweeper net cost $4,074.91. Gentlemen: The Zoning Board of Appeals of the City of Des Plaines, at a regularly held meeting after due notice thereof was given according to law, and at several subsequent conferences, have considered the request of Mr. W. J. Gedde, of Des Plaines, for reclassification of the property in the 1300 Block on the north side of Walnut Street, known as Lots 23, 24, 25, 26, 29, 30, and 31.in A look 4, in A. C.Robiason's addition to Des Plaines, from a zoning classification of Class A, single family residence, to a classification of Class B, apartment dwellings* The particular area involved at the present time constitutes single family dwellings in accordance with the Class A zoning ordinance of the City on both sides of Walnut Street in the 1300 Blook. Further, at our hearing, it was the coneensus of opinion of the property holders along this street, that User would like to see this particular piece of property left as Class A, single family residential area. It will be noted that the lots in question do not run consecutively and that there is a piece of property in the middle of these two parcels that would be left as a Class A single family residential area. Further, there were no definite plans for the development of this area if the classification was changed, so it was exceedingly difficult for the Zoning Board to determine whether such a change would be for the best interests of the City from a health, safety, moral, or property value consideration in this particular locality. After very careful consideration of all factors concerned by your Zoning Board, it is the recommendation of the Zoning Board that the classification of this property be left as it is, that is Class A residential are. Subdivisions north of Higgins at River Road. The C ounty Toning Board refused to rezone due to objections of the City of Des Plaines. The Company was considering making changes in their plats and Alderman Napieralski thought the City should withdraw theft* objections. The City Attorney, Frank Opeka, was asked for an opinion on this matter and he advised that the T wn Developmet Co. should withdraw their petition and present a new petition in keeping with the requirements of the City of Des Plaines. The motion was then made by Alderman Napieralski and seconded by Halverson that the City Council authorize the Mu- nicipal Development Committee to advise the Town Development Co. to withdraw the petition before the County ?oning Board and present a new petition with the requirements of the City cribs Plaines.
