That the Superintendent of Water of the City of Des Plaines be and he is authorized and directed to sell water service to non-residents, only during such periods when there is a surplus of water and when tro de- n.nds .;nd need of the citizens of the City of Des Plaines will not he effected thereby. Section 2. That the rates and charges to be paid upon delivery, br water takers and consumers for the use of water shall be at the rate of Fifteen (.15) cents per 100 gallons, with a minimum charge of Fifty (.50) cents. All such water supplied shall be furnished through meters, Se^tion "% That all ;;uci, water provided shall be hauled by the purchaser in a container by him provided, and said water shall be procured only at the Water softening plant situated on Thacker Street and the Belt Line. Payment shall be made for such water service at the time of procuring said water, and a receipt shalibe given for each container filled atpi the rates provided for in Section 2 of this resolution. Section 4. That the provisions of this resolution shall bd applicable to green -houses, farmers and individuals residing in the unincorporated areas adjacent to and abutting the City of lbs Plaines. Section 5. That the Superintendent of Water is hereby directed, in the event that the demands of the City increase, and there is no surplus water, to dis- continue to so provide water service to the non-residents. Section 6. That this resolution shall be in full force andeffect from and after its passage. The motion wasttaen made by Alderman Campagna and seconded by Kehe to adopt the proposed resolution. The motion was voted upon by acclamation whereupon the Chair declared the motion carried and the resolution adopted. M. Willer on inspection and •investigation of the Mike Mihalo premises. The motion was then made by al- derman Halverson and seconded by Campagna to concur in the reports. The motion was voted upon by acclamation whereupon thefhair declared the motion carried:" After explanation by City Attorney Opeka, regarding action to be taken, the motion was made by Alderman Halverson and seconded by Scharringhausen that the Building Inspector be instructed to notify the owner to demolish and remove the building occupied by the Mike Mihalo family at 1657 White Street according to the City ordinance and as a result of investigation and inspection. The motion was voted upon by acclamation whereupon the Chair declared the motion carried. The motion was then made by Alderman Halverson and seconded by Cam- pagna that the City Attorney be instructed to take such legal action as is nec- essary, to abate the nuisance if the order of Bldg. PASS FOOD REFRIGERATION LOCKER PLANT ORDINANCE: The Clerk then read for second reading a proposed ordinance entitled: AN ORDINANCE AMENDING CHAPTER 14 OF THE REVISED ORDINANCE OF TSE CITY OF DES PLAINES, 1928, BY ADDING THERETO ARTICLE IX ENTITLED "FOOD REQ FRIGERATION LOCKER PLANTS". The motion was then made' by Alderman Johnson and sedonded by Napieral- ski to finally pass' and adopt this proposed ordinance. The Chair put the question and the Clerk called the rbll with the following result: Ayes; Johnson, Napiealski, Pfflughaupt, Sctharringhausen, McKay, Campagna,"and Hal- verson.* Nays; none. The Chair thereupon declared the motion carried and this said ordinance adopted. The motion was voted upon by acclamation whereupon•the Chair declared the motion carried. ASSESSOR OF COOK COUNTY: The Clerk then read the following: Honorable Otto W. J. Henric_h City Clerk City of Des Plaines, Illinois Dear Sir: • March 26, 1945 • This will acknowledge receipt of Resolution protesting the omission of certain defense houseing from the 1944 assessment roll approved by -the City Council of the City of•Des Plaines,,on March 19, 1945. Due to the lack of•time and the•necessity of meeting the penalty date prescribed by law, said defense housing units were omitted from the 1944 assessment roll. However, this office will file an assessor's resolution with the Board of Appeals requesting said units be•assessed, as omitted property,.on the 1944 assessment roll. The taxes resulting from said assessments will be added to the second installment and•will be collee#ed with the 1944 taxes. While this action will not reduce the tax -rate nor the amount of taxes payable by other tax -payers for 1944, it will be the means of buildingup a surplus so that local governments•of Des Plaines may levy less for 1945. In the manner tax -payers of the City of Des Plaines, will get the benefit of a lower tax -rate for 1945. It should be mentioned in passing that the increase in rate in the City of Des Plaines -was not occasioned entirely by the absence of these housing units from the•assessment roll. On the basis of levies passed by the City Council of Des Plaines, the County Clerk extended $109,281.00 for 1944 as against only $80,720.00 for 1943. Your own action in levying this additional amount of $28,561.00 naturally increased the city rate for 1944. ,Increased levies by school districts in Dos.Plaines also increased the rate over 1943. Our'assessment was made in good faith and it is regrettable that this mat- ter was''not taken up with county officials concerned rather than publicizing d fre in the press. Lemke City Commissioner Dee Plaines, Illinois Dear Mr. Lemke: We are enclosing a memorandum on "Geology of Ground Water Possibilities at Des Plaines, Cook County" prepared by Mr. Robert Storm of the State Geological Sur- vey. We are also enclosing an additional report by Dr. Max Suter on "Des Plaines Water Needs and Possibilities" and a memorandum on "Water Quality in the Vicinity of Des Plaines" by Dr. T. E. Larson, both of the State Water Survey.
