HOU NOUSE BILL 86 REGARDING TOWNSHIP ASSESSORS: The Clerk then read the letter from the Illinois Municipal League regarding House "ill 86 which provides amendments to Sections 613 and 94 of the "Revenue Act of 1939", so that the Township Assessors el(cted in the thirty townships in Cook County outside of the City of Chicago shall have the same independent status as do Township Assessors downstate having no county assessor. An explanation of this item was made by 'lderman Napieralski. The motion was then made by Alderman Johnson and seconded by Vavrinek to refer this letter to the Public Relations Committee. The motion was voted upon ,by acclamation whereupon the Chair declared the motion carried and so referred. CONSOLIDATION OF SCHOOL DISTRICTS: Alderman Halverson suggested the Council go on record endorsing the consolidation of the two school districts. The City Attorney informed the Council that the fact that an election was being held for the purpose of this consolidation, the C uncil could only as an individual approve of same. All the aldermen then ap- proved of the consolidation. APPROVAL OF MINUTES: Each member of the L'cuncil having been sup- plied with a copy of the minutes of the regular meeting held February 5, 1945, the motion was made by Alderman McKay and seconded by Lemke that the said minutes be approved. The motion was then made by "lderman Campagna and seconded by Vavrinek to finally pass the said proposed ordinance. ELECTRIC COioAhy CONTRACT: The Clerk then read the fol- lowing proposed contract: C O N T R A C T THIS AGREEMENT Made and entered into this day of February, 1945, by and between H. HORKAN, hereinafter referred to as the Contractor, party of the first part, and THE CITY OF DES PLAINES, a municipal corporation in Cook County, Illinois, hereinafter referred to as the City, party the second part, WITAILSSETH: WHEREAS, the contractor Is willing to render labor and services necessary to maintain the City street lighting system, including the traffic signal lights, of the City of Des Plaines, and the City is desirous of securing such services, now, therefore: Fore and in consideration of the premises and inconsideration of the oovemants and agreements hereinafter set forth, it is mutually agreed as follows: The Contractor agrees to furnish services and labor necessary for the main- tenance of the City street lighting system, including traffic signal lights, controllers and transformers as follows: 1. To replace burned out lamps on street light's once each week. 2. To check transformers once each month. 3. To wash out and clean streets lights twice in each year. 4. To check and service Traffic controllers once each week at the fol- lowing locations; a- One signal controllers and one Railrbad. Timer controller at Miner and Lee Streets. b- One signal controller and one Railroad Timer controller at Miner Street and Des Plaines Avenue 5. To employ electrical workers from the j'lecfrical Union for said electrical work. 6. To at all times carry Workmen's Compensation Insurance, and such other insurance as may be necessary for his men and equipment, and to indemnify and keep harmless the City of Des Plaines for any d.amaggs arising out of such work. The City agrees to pay to the contractor for such services and labor, the sum of Three Hundred ($300.00) Dollars for each and every month during the term of this contract, or uponany extension thereof. • 354 (ELECTRICAL CONTRACT CONT'D.) It is further mutually agreed that in the event of any major breakdown or knamcd knockdown, such items are to be replaced by the contractor on a time and material cost basis. It is further agreed thea the City shall furnish all lamps and materials, or if desired, at the election on the part of the City, the Contractor shall furnish such materials at cost. It is further agreed that payments for labor and services as herein pro- vided shall be paid monthly on invoices only, submitted by the contractor on the first day of each and every month for work and services rendered durinP; the preceding month. This agreement shall be in full force and effect from and after its exe- cution, and the provisions herein contained shall be effective as of January 1, 1945 (providing an appropriation is made therefor) and terminate on December 31, 1945. This contract may be renewed from'year to year by agreement or by action of the City 'ouncil by making an appropriation for the provisions herein contained, and such appropriation in each and any succeeding year shall be considered as assent of the said City of renew this contract for the appropriable year. This agreement may be terminated by either party upon giving notice in writing at least ninety (90) days prior to the termination of any one year period.
