CALL TO ORDER: The meeting was called to order by Mayor pro tem G. W.
Pflughaupt, presiding, with Aldermen Johnson, flapieralski, Vavrinek, Pflughaupt,
Kehe, Scharringhausen, Lemke, McKay, Campagna, and Halverson responding to roll -call.
OFFICER'S REPORT: The clerk then submitted the reports for December, 1944,
of Harold J. Ahbe, City Treasurer, and Otto Henrich, City Clerk. The Mayor ordered
the said reports placed on file.
ATTORNEY' S REPORT: City Attorney Frank Opeka reported about the Sales
Tax Discussion at the Munic$pal District meeting, held at Maywood. Alderman Schar•
ringhausen also attended this meeting.

MARSHAL H. BECKER: Marshal H. Becker reported on the F. B. I. course
available to all officers .

STREET SNOW PLOWING: Mayor pro tem Pflughaupt commented upon the good
work of Superintendent Sam Atkins in cleaning snow off the City streets. Al-
derman McKay also commented on the streets being cleared of snow in Cumberland
Terrace.
REDISTRICTING WARDS: The spedial committee through its chdrman, Alder-
man Kehe, reported it was unanimously decided not to redistrict at this time, but
to table this matter for the duration. The motion was then made by Alderman Kehe
and seconded by Lemke to concur in the report. After some discussion in which
Alderman McKay opposed the motion because he believed the state law called for
redistricting. the Mayor pro tem put the question. The ayes carried. The
Chair declared the motion carried and the report concurred in.
RESOLUTION FOR DESIGNATION'OF ART kIAL STRE!TS: The Clerk then read the

REVISED ORDINANCES OF THE CITY OF DES
PLANES 1928, BY ADDING THERETO ARTICLE
II, BILLBOARDS AND SIGNBOARDS, SECTIONS 658 to 662.
After explaining the proposed ordinance, the motion was made by Alderman Kehe and
seconded by Campggna to suspend the rules and place the proposed ordinance upon
its final passage. The Chair put•the question on the motion to suspend the rules,
and the Clerk called the roll with the following result: Ayes; Johnson, Napieral-

WHEREAS, the City Df Des Plaines located in the County of Cook, State of -Illinois,
wishes to construct a water and wewer systems along the east side of Wolf Road be..
tween Algonquin Road and Thacker Street, in the City of D es Plaines. WHICH by
lair comes under 'the jurisdiction and cool Of the lepartment of Public, Works and
"uildings of'the'State of Illinois. and WHEREAS, a permit from said Department is
required before said work cal be legally undertaken by said City now THEREFORE,
be'it resolved by the City of Des Plaines, C eunty of Cook, State of Illinois
FIST: That we do hereby request from the Department of Public Works and Buildings,
State of Illinbis, a permit authorizing the City If Des Plaines to proceed with the
work herein described,
SECOND: That we do hereby pledge the good faith of the City of Des Plaineskand
guar'an'tee that all work shall be performed in accordance with the conditions of the
permit to be granted bytthe Department of Public Works and Buildings of the Sate
of "Illinois, and to hold the State of Illinois, Department of Public Works and Buildings,

SPECIFICATIONS AND PLANS OF WOLF ROAD IMPROVEMENTS: The Mayor pro tem in-
structed the Clerk to give the specifications and plans of sewer and water'improve-
ments to the Committee on Sewer and Water.
The motion was then made by Alderman i�apieralski and seconded by McKay
that the Sewer and Tater `'ommittee be given power to act on the speeifications and
plans of Wolf Road improvements. The motion was voted upon by acclamation whereupon
the Chair declared the motion carried.
CENSUS LEGALITY: The motion was made by Alderman Napieralski and seconded
by McKay that the City Attorney, Frank Opeka, communicate with the Secretary of
State regarding legality of the census taken by the City.* The motion was voted
upon by acclamation whereupon the Chair declared the motion carried.
APPROVAL OF MINUTES: Each membef of theCbuncil having been supplied a
..� copy of the minutes of the regular Council meeting held January 2, 1945, and the

REPORTS OF COMMITTEE: The Water, Sewer & Publ. Bldgs. through its chairman
reported regarding an ordinance repealing Paragraph (B) of Section 193, of Article
X1X of the Revised Bldg. Code of the City of Des Plaines, 1939. The Committee
recomeend;d that the provision of the Para. (B) of Sect. 193 of Article X1X of the
Revise Code of 1939 remain as they are. It.furthur recommended that to insure proper
inspection that the City Clerk be instructed to deliver a copy of every "Street
Openin" permit application to the Building Commission after approved by the Supt of
Streets pod that no permit issue until approved by theBuMing Commissioner where it
pertains to sewer % Water taps. The Building Commissioner with these applications wil
have notice of intended work and will thereby be enabled to provide for necesary
inspection as provided by existing ordinances. The motion was then made by Alderman
Lemke and seconded by Napieralski to concur in the report. The motion was voted upon
