MINUTES OF THE' REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES HELD IN THE COUNCIL
CHAMBERS, MONDAY, DECEMBER 18,
1944 AT 8:00 P. M.
CALL TO.ORDER: In the absence of Mayor Charles H. Garland, the
meeting was called to order by Otto W. J. Henrich, City Clerk, with Aldermen
Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, McKay,
Campagna, and Halverson responding to roll -call.
DESIGNATE MAYOR PRO -TEM: The motion was then made by Alderman Hal»
verson and seconded by Lemke that Alderman Pflughaupt be elected Mayor pro tem
to act as such during the temporary absence from the City of Mayor Garlands The
Clerk put the question and called the roll With the following result: Ayes;
Aldermen Johnson, Napieralski, Vavrinek, Kehe, Scharringhausen, Lemke, McKay,
Campagna, and Halverson. Nays; None. Alderman Pflughaupt asked to pass his
vote. The Clerk thereuponcbclared the motion carried, and Alderman Pflughaupt
thereupon took the chair.
OFFICERS' REPORT$: The Clerk then read the reports for November 1944
of the following:

COMMITTEE REPORTS: The Committee on Streets and Sanitation through
its chairman, Alderman Campagna, reported the expense of clearing the streets
of -snow, and damage to glass in street lights caused by children throwing
snow balls. Also reported on a site in Forest Preserve known as a "borro"
pit, which may be obtained from the County Board to be used for dumping
grounds and that he had presented a resolution to the City Clerk regarding
this -site. The Clerk then read the said resolution: ---
RESOLUTION
WHEREAS, THE City of Des Plaines finds it necessary to procure,
immediately, a new dumping ground for the disposal of ashes, tin cans and
dry -rubbish, its Incinerator facilities taking care of garbage as such; and
WHEREAS, a site that is suitable for this purpose is located on
Route 62, and known as "borro" pit, and is under the control and jurildiction
of the County Commissioners of(bok County, Illinois; and
WUREAS, the site under consideration is an attractive nuisance to
the children who use it as a swimming hole and for other youthful activities,
and is n addition, a breeding.place for mosquitoes; and
WHEREAS, said pit should be filled and levelled in the interest
of health and safety; now, therefore:
BE IT ROLVEQ by the City Council of the Qty of Des Plaines, Cook
County, Illinois that request be and the same is hereby made to the Com-
missioners of Cook County, Illinois for permission to use the "borro" pit on
Route 62 for the purpose of dumping ashes, tin cans and dry rubbish, which pit
should he filled and levelled.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded
to the said Calk County Commissioners as a formal request with the desire that
it receive4 immediate auction and apprcival.
The motion was then made by Alderman Campagna and seconded by McKiy to adopt
the said proposed resolution. The motion was voted upon by acclamation wherapon
the Mayor pro tem declared the motion carried and the said resolution adopted.
ORDINANCE: TRAFFIC AT CORA AND THACKER STREETS: The Clerk then read
for first reading a proposed ordinance entitled:

BE IT ORDAINED BY THE CITY COITNCIL OF THE CITY OF DES PLAINES, COOK
COUNTY, ILLINOIS:
Section 1. That all vehicular traffic travelling in and upon Cora
Street shall, when approaching the intersection with Thacker Street come to a
full stop before entering in or upon said Thacker Street.
Section 2. Thit any person, firm or corporation violating the pro-
visions of t',is.ordinance shall be fined not more than Two Hundred Dollars.
Section 3. That this ordinance shall be in full force and effect
from and after its passage, approval and publication acoording to law.

The motion was then made by Alderman Johnson and seconded by Halverson
to suspend the rules and place the ordinance upon its final passage. The
Mayor pro tem put the question and the Clerk called the roll with the following
result: Ayes; aldermen Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe, Schar-
ringhausen, Lemke, '.'cKay, Gadpagna, and Halverson. Nays; None. The_ Maypr pro
tem thereupon declared the motion carried, the rules suspended, and the said
ordinance before the Council for final dispositioh.
The motion was then made by Alderman Johnson and seconded by Halverson
to finally pass the said proposed ordinance. The Mayor pro tem put the question
and_ the Clerk called the roll with the following result: Ayes; Aldermen Hohnson,
Napieralski, Pflughaupt, Vavrinek, Kehe, Scharringhausen, Lemke, McKay Campagna,
and Halverson. Nays; None. The Mayor pro tem thereupon declared the motion
carr5ed and the said ordinance passed.
The motion was then made by Alderman Johnson and seconded. by apier-
alski to publish the ordinance in the Des Plaines Suburban Times. The motion
was voted upon by acclamation whereupon the Chair declared the motion carried.
ORDINANCE REPEALING SECTION 193- REVISED BLDG. CODE: jhe Clerk then
read for first reading the following proposed ordinance entitled:
AN ORDINANCE REPEALING. PARAGRAPH (b) OF
SECTION 193, OF ARTICLE XIX OF THE RE.=
VISED BUILDING CODE OF THE CITY OF
DESPLAINES of 1939.
The motion was then made by Alderman McKay and seconded by fapieralski to sus-
pend the rules and place the ordinance upon its final passage. The Chair put
the question and the Clerk called the roll with the following result: Ayes;
Aldermen Johnson, Napieralski, I'flughaupt, Vavrinek, Kehe, Scharringhausen,
Lemke, McKay, Campagna, and Halverson. Nays; None. The Chair thereupon de-
clared the motion carried, the rules suspended, and the said ordinance before
the Council for final disposition.
The motion was then made by Alderman Kehe and sedonded by McKay to
finally pass the said proposed ordinance. After some discussion, the motion
was then made by Alderman McKay and seconded by Napieralski to table the pas.-
sage of the proposed ordinance. The motion was voted upon by acclamation
whereupon the Chair declared the motion carried.
The motion was then made by Alderman McKay indsseconded by apieralski
to refeZ the matter in the tabled ordinance to the Committee,on Water, Sewer
and.Public Buildings. The motion was voted upon by acclamation whereupon the
Chairs'declared the motion carried and so referred.
APPROVAL OF BILLS: The Finance Committee through its Vice -Chairman
Alderman Kehe, then introduced the proposed resolution that follows:

The motion teras then made by Alderman Kehe and seconded by Vavrinek that the
said resolution be adopted. The Chair put the question and the Clerk called
the roll with the following result: Ayes; aldermen Johnson, Napieralski,

Gentlemen,
I am the owner of the following described parcels which at present
time, I understand, are zoned for single family residential use.
"Lots 23, 24, 25, 26 and 29, 30 and 31, in Block 4, in A.C. Robinson's
Addition to Des Plaines, Section 20, Township 41,' Range 12,".
Nor associates and I feel that there is a great 'need for small apart•
ments in the City of Des Plaines and we contemplate the erection of court
typo garden apartments on the above described propertyif it can be rezoned
for apartment use.
The buildings would containey1 3� room apartments and would be
rr`▪ : three stories (approximately -

You maybe assured that the buildings would be well constructed
and in keeping with existing building ordinances and would be attractively
designed. The grounds would be skillfully landscaped.
We wish to point out that these lots abutt he Soo Line Railroad
and are not tcowwllsituated for single family improvement'and would admirably
• accommodate apartments because a larger site would be odcupied, permitting the
planned enhancement of the entire block.
May I ask that this letter be considered as a formal petition to re-
zone and that your Board take the rOquired action for public notice and public

The Mayor pro tem instructed the Clerk to refer the letter to the Zoning Board
for public hearing.
CUMBERLAND TERRACE UIVIC CLUB: The Clerk then read the following letter:
December 5th, 1944
Hon. Mayor and Members of the
Council of the City of Des Plaines.
Gentlemen:
This request has to do with an area adjacent to the Imhoff tank in the Cumber-
land Terrace Subdivision. It is our understanding that the City of Des P]a.ines
owns approximately an acre or an acre and one half of ground which at the
present time is just prairie.
This organization would like to lease this piece of property from the city, if
at all possible, with the idea in mind of providing recreational facilities for
the children in the area. Leasing this ground to us would not put any burden
on the Park Board inasmuch as this organization would take aver all responsi-
bilities pertaining to the transaction.
May we have your views on this matter some time in the near future?

The motion was then male by Alderman McKay and seconded by Lemke to refer the
letter to the City Attorney for recoemendation and report back at next Council
meeting. The motion was voted upon by acclamation where'zpon the Chair declared

PETITION FOR EXTENSION OF SOUTH SIDE MOTOR BUS SERVICE: The'Clerk •
then read the following petition which had' about four hundred signatures:
WE, THE MEMBERS OF THE RIVERVIEW CIVIC ASSOCIATION AND
THE RESIDENTS OF THE RIVERVIEW SECTION OF THE CITY OF
DES PLAINES DO HEREBY PETITION HON. CHARLES GARLAND,
MAYOR OF THE CITY OF DES PLAINES, TO TAKE IMMEDIATE -
ACTION WITH THE PROPER AUTHORITIES. TO SECURE THE
EXTENSION OF THE PRESENT TRANSPORTATION FACILITIES
KNOWN AS THE SOUTH SIDE CITY OF DES PLAINES MOTOR
BUS SERVICE, TO PROCEED SOUTH OF OAKTON STREET TO
ACCOMMODATE THE RESIDENTS OF THY; ABOVE COMMUNITY.
The motion was then made by lderman Halverson and seconded by Campagna to
refer the petition to the t''ommittee on Public Relations for study and report.
The motion was voted upon by acclamation whereupon the Chair declared the
'motion carried and so feferred.
SCE[ SKATING: Alderman Napieralski suggested that the Fire Department
be -asked to put water on the ice of the river to create better skating. He
believe less water would be needed than any other flooding. Alderman Lemke
suggested to contact Superintendent R. Fischer whenever water was canted for
flooding for skating.
APPROVAL OF MIPNTEz: Each member of the Council having been supplied
a copy of the regular Council meeting held December 4, 1944, the .motion web'
made by 1derman Johnson and seconded by Lemke that the said minutes be ap-
proved. The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried and the said minutes approved.
ADJOURNMENT: The motion was made by 'Aderman Lemke and seconded
by Vavrinek to adjourn. The motion was voted upon by acclamation *,hereupon
the Mayor pro tem dedlared the motion carried and the meeting regularly adjourned.

Pflughaupt, presiding with Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek,
Kehe, Scharringhausen, Lemke, McKay, and Campagna responding tolroll call. Al-
derman Halverson was absent during the roll call but arrived later during the meeting.

COMMITTEE REPORTS: The Committee on Municipal Development through its
Chairman, Alderman Kehe, reporting on redistricting the wards, submitted the following:
We do not believe this has anything to do with Municipal
Development. Therefore, we recommend that the Mayor
pro tem appoint a special committee to take up this matter.
The motion was then made by Alderman Kehe and seconded by Napieralski to concur
in the Committee report. The motion was voted upon by acclamation whereupon
the Chair declared the motion carried and the said report concurred in. The
Mayor pro tem then appointed the senior aldermen, Johnson, 1st ward, Kehe, 3rd
ward, Lemke, 4th ward, Campagna, 5th ward, and the junior alderman, Vavrinek,
2nd ward, as the special committee to consider the redistricting. Alderman Kehe
was appointed Chairman.
