The motion was made by 'lderman Kehe and seconded by Campagna to approve the
said plat and to authorize and direct the Mayor pro tem to sign the same for and

SA VATION ARMY: The Clerk then read a letter from the Salvation Army
asking for permission to seal th e "War Cry" in our city. Motion made by Alderman
campagna and seconded by Vavrinek to grant this permission. The motion was voted
upon by acclamation whereupon the Chair declared the motion carried.
VETERANS OF FOREIGN WAR AUX.: The Clerk then reported that the kuxilary
of the Veterans of Foreign War desired to rent a room in the City Hall. The
Mayor pro tem ordered this matter referred to the Public Buildings Committee
ADJOURNMENT: The motion was made by Alderman Lemke and secondOd by
Campagna to adjourn. The motion was voted upon by acclamation whereuRon the

CALL TO ORDER: In the absence of Mayor Charles H. Garland the meeting
was called to order by Otto W. J. Henrich, City Clerk with Aldermen Johnson,
Napieralski, Pflughaupt, Vavrinek, Kehe, ScharringhauSen, Lemke, McKay, Cam-
pagna, and Halverson responding to roll -call.
DESIGNATE MAYOR PRO -TEM: The motion was then made by Alderman Lmmke
and seconded by Vavrinek that Alderman Pflughaupt serve as Mayor pro -tem.
The motion was voted upon by acclamation whereupon the Chair declared the
motion carried. Alderman Pflughaupt thereupon took the Chair.
GIRL SCOUTS: Mayor pro -tem Pflughaupt then welcomed"Mrs. Ferd Arndt
and the Girl Scout Troop which was in attendance at the meeting.
OFFICERS' REPORTS: The Clerk then read the reports fbr October, 1944,
of the following:

RURAL FIRE PROTECTION CONTRACTS: The Public Protection Committee,
through its chairman, Alderman Johnson, reported that they had investigated
the matter of providing an assignment or cancellation clause in the Fire
Protection contracts. Also that it was decided to attempt to create a Fire
District. This would eliminate a contract with the individual and enable
our fire department to answer all calls. The committee recommended that
the City Attorney be instructed to phrase a reassignment clause to be added
to the contract in the form of a sticker. The motion was made by Alderman
JohnsoA and sedonded by Scharringhausen to concur in the report. The motion
was voted upon by acclamation whereupon the Chair declared the motion carried
and the said report concurred in.

COMMITTEE REPORTS: Water, Sewer, and Public Buildings Committee ---Alderman
Lemke reported that the repairs on Cater pump were almost completed. He also
reported that the Public Buildings Committee recommended that they allow the
Auxiliary Veterans of Foreign Mars to use a basement room as a temporary meetint
place without any remuneration. The motion was then made by Alderman Halverson
and seconded by Napieralski to concur in the report. The motion was voted
upon by acclamation ,rereupon the Chair declared the motion carried and the
said report concurred in.
ZONING BOARD RECOMMENDATION: The Clerk then read the following recom-
mendation of the Zoning Board:entitled: RE: General Molded Products Co.

Through its Chaitman, Alderman Kehe, the Munical Development 0ommittee de-
sired to have the report referred back to the committee for further study.
The motion was then made by Alderman Kehe and seconded by Lemke to refer the
report back to the Municipal Development Committee. The motion was voted
upon by acclamation whereupon the Chair declared the motion carried and the
matt er referred back.
COUNTY ZONING: The Clerk then read the following recommendation pre-
sented through its Chairman H. Kehe of the Municipal Develpppment Committee

The motion was then made by Alderman Khhe and seconded by Lemke to concur in

organization work of Post :War Planning Commission.

said proposed resolution be adopted. The Chair put the question and the Clerk

ALFINI CONSTRUCTION CO. VS. R. W. FISCHER: The Clerk Chen read the
following letter and resolution:
November 6, 1944
Mayor and City Council,
Des Plaines, Illinois.
Gentlemen:
Mr. Roy Fischer has turned over to me a summons that was served on him
on October 23th, 1944, in which he is named a defendant in his official
capacity as Superintendent of the Water Department. The plaintiff in the
action, which was filed in the Superior Court of Cook County, case number
44 S 14940, is Alfonso Alfini, individually and doing business as Alfini
Construction Company. In that action he is seeking a mandamus to compel
Mr. Fischer to issue sewer and water permits on Thacker Street. These permits
were refused because the sewer and water mains are located in that portion
of the street, which is now in litigation.
Your authorization to Appear and defend is requested.

due to the number of War Fund drives that there were objections to further
solicitations, but that if the Salvation Army applied for a solicitor's permit
this would allow them to make the canvass to sell the hristmas War cry. The

MAPLE STREET GAS MAINS: l'he Clerk then read'a letter from S. H.
Rosenthal, Attorney-at-law, concenning Maple Street gas mains. The Chair
ordered -the letter referred to the City Attorney.

ROLLER SKATING,: The Clerk then read a letter fro0 the Foster Tire and
Rubber Company, 3759-61 Ogden Avenue, Chicago 23, Illinois, in the matter of
a roller rink in the Echo Building, Des Plaines, Illinois. The motion was then
made by Alderman Johnson and seconded by Lemke to refer this letter to the public
Relations Committee and to report back at the next council meeting. The motion
was voted upon by acclamation whereupon the Chair declared -the motion carried
and the letter referred to the Public Relations Committee.

At the last meeting of your Traffic Commiss ion, a motion was passed
asking that you request an immediate repair of all Chicago & Northwestern
Railway intersections at Des Plaines Ave., Pearson St., Lee St., and graceland Ave.
We are of theepgion that these intersections should be replaced with permanent
new crossings, and that probably the expense would be shared by the C. & N.W.R.R. Co.
and the City, County, or State, depending on the right -away intersecting the
Railway.

CITY DUMP SITF: Alderman Campagna reported that the City needed a new
dumping place for rubbish. The motion was made by Lemke and seconded by Napieralski
to refer this matter to the Streets & Sanitation Committee. The motion was voted
upon by acclamation whereupon the Chair declared the motion carried and the matter
referred to the Streets and Sanitation Committee.
CUMBERLAND TERRAC4 SWER: ALderman McKay reported violation of the
building code by Walther Construction & Maintenance Co., at 537 Hardly Avenue.
Wm. 1olnaire, owner, in eonstruntion of sewer. After considerable discussion,
the motion was aade by Alderman Johnson and seconded by Scharringhausen that the
matter be refdrred to Committee on Water, Sewers & Public Building with power to
act. The motion was voted upon by acclatmion whereupon the Chair declared the
motion carried and the matter so referred.
COMMITTEE ON PUBLIC PROTECTION: Alderman Johnson Chairman Committee on
Public Protection reported regarding telephone for police and fire protection
south of Oakton St. They have not been able to get telephones but are still
working on this matter.

GREENFIELD HOMES SUB.: Through its Chairman, Elderman Kehe, the Committee
on Municipal Development presented a plat of Greenfield Homes Subdivision, whecth
had been approved by the Plan Commission. After explaining the plat, Alderman
Kehe made the motion and seconded by Napieralski to approve the said plat and
to authorize and diredt the Mayor to sign the same for and in the name of the
City of Des Plaines. The motion was voted upon by acclamation whereupon the
Chair declared the motion carried and the said plat approved.
APPROVAL OF MINUTES: Each member having been supplied copies of the
minutes of the regular cpuncil meeting held Monday, October 1f0, 1944, and the
special council meeting held Thursday, October 26, 1944, the motion was made
by Alderman Haliaerson and seconded by Lemke to approve said minutes. The motion
was voted upon by acclamation whereupon the Chair declared the motion carried
and the said minutes approved.

CALL TO ORDER: The meeting was called to order by Mayor Chas. Garland
presiding with Aldermen Johnson, Napieralski, Pflughaupt, Vavrinek, Kehe,
Scharringhausen, Lemke, McKay, Campagna, and Halverson responding to roll -call.
COMMITTEE REPORTS: The Water, Sewer & Public Buildings Committee,
through its chairman Alderman Lemke, reported they had investigated the iiolation
of the Building Code by the Walter 6onstruction and Maintenance Company in
constructing a sewer at 537 Harvey Avenue. The parties involved were called in
for a hearing and the contractor has corrected same to the satisfaction of
City Engineer Fletcher.
The Public Protection Committee, through its chairman Alderman Johnson,
reported the stop sign had been installed at Cora and Thacker Streets.
The Streets and Sanitation Committee, through its Chairman, Alderman
Campagna, reported the condition of C. & N. W. R. R. Co. crossings and recom-
mended that,it being impossible at present to get the concrete slabs,that the
crossings be repaired with wood timbers. Alderman Campagna then made the
motion that the City Clerk be instructed to write the Chicago and Northwestern
Railroad Company to have the crossings repaired with wood timbers. The motion
was voted upon by acclamation whereupon the Chair declared the motion carried
and the Clerk so instructed.
ROLLER SKATING RINK: The Public Relation Committee, through its chairman
Alderman Napieralski, reported on the roller skating rink.

To the Chairman Napieralski-Public Relation committee, at the meeting of the
City Council, held November 6, 1944, the following matter was referred to
your committee: The attached letter was referred to your committee for study

To the Mayor and City Council:
Your Committee on Public Relations has investigated the above and has found:
That the owners of the Echo Theatre building have not made a detailed investi-
gation of the prospective operators of a skating rink to be housed in the
building but assure your committee that no use detrimental to the interests
of the city would be tolerated on their premises. They also state that the
tavern on the premises would be closed in the event the permit for roller rink
was issued. Since there are but few commerical amusements in this city your
committee recommends issuance of the permit for roller rink in E;ho Theatre Bldg.
